HomeMy WebLinkAbout03-11-24 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION March 11, 2024 Council Chambers, City Hall, 801 Main Street, Beaumont, Texas \[ A Regular Meeting of the Historic Landmark Commission was held on March 11, 2024 and called to order at 3:34 p.m. with the following members present: Chairman Dohn LaBiche Commissioner Hester Bell Commissioner John Berube Commissioner Christina Crawford Commissioner Ronald Kelley Commissioner Lynda Kay Makin *arrived at 3:37 pm Commissioner Marva Provo Commissioner Thomas Sigee Commission Members absent : Commissioner Marty Craig Commissioner Theresa Goodness Commissioner Janelle Templeton Commissioner Kirk Thomas Also present: Demi Engman, Planning Manager John Wilson, Oaks Historic Code Enforcement Officer Susan Smith, Recording Secretary APPROVAL OF MINUTES Commissioner Sigee moved to approve the minutes of the Regular Meeting held on February 12, 2024. Commissioner Bell seconded the motion. The motion to approve carried 7:0. Commissioner Makin not yet present. REGULAR MEETING 1) PZ2024-32 : A request for a Certificate of Appropriateness to replace garage doors. Applicant: Lauren Martin Location: 863 Fifth Street Mrs. Engman presented the staff report. Lauren Martin, is requesting a Certificate of Appropriateness to replace three garage doors on the accessory structure located in the rear of the property at 863 Fifth Street. The request comes after a stop work order was posted when an Historic Landmark Commission $$ March 11, 2024 $ inspection revealed the garage was being repaired by the property owner without the benefit of an approved Certificate of Appropriateness or building permits. The previous garage doors removed were mismatched designs and materials. Two metal doors and a wooden door that appeared to be original to the structure. The proposed white metal garage doors designs closely match the removed wooden door design, more closely aligning the project to match the original design of the craftsman style structure. The home is listed in the 1990 SPARE Beaumont Survey as built circa 1905 and classified as a craftsman. The recorder noted that A,1*60.<!5*-.!=7!=1.!<=:>,=>:.!5*3.!2=<!26=.0:2=@! Planning staff recommended approval of the request with the following condition: 1. All applicable permits and inspections are obtained through the Building Codes Department. th The applicant was present. Lauren Martin, 863 5 Street, Beaumont, Texas addressed the Commission. She stated that the garage doors are being replaced with the same style and color and did not realize that she needed to obtain a permit. Further discussion followed concerning permit requirements, wind storm inspections and TDI (Texas Department of Insurance) guidelines. Commissioner Bell moved to approve the request for a Certificate of Appropriateness to replace garage doors, as requested in PZ2024-32, with the following condition: 1. All applicable permits and inspections are obtained through the Building Codes Department. Commissioner Crawford seconded the motion. A roll call vote was taken. The motion to approve the request carried 8:0. Brief discussion followed regarding the TDI website for access to information relating to standards and guidelines.
