Commissioner Bell seconded the motion. The motion to approve carried 7:0. Commissioner Avery and Commissioner Javed not yet present. REGULAR MEETING 1)PZ2022-466 : A request for a Certificate of Appropriateness to construct a greenhouse. Applicant: Gustavo Garcia Location: 2335 North Street Mrs. Engman presented the staff report. Home owner, Gustavo Garcia, requests to construct a greenhouse in the rear yard of his property located at 2335 North Street. The structure will be twenty (20) feet by twenty (20) feet and constructed with cedar wood and plastic sheeting in a traditional greenhouse design. It will have a pitched roof matching the craftsman style roof pitch Historic Landmark Commission $$ January 9, 2023 $ of the main home and feature a double swing door for access. The structure will be located in the rear yard, but partially visible from the street. This house is listed in the 1991 SPARE Beaumont Survey. SPARE states this house was built in 1923 and is a common house form built in Beaumont in the 1920s. Planning staff recommended approval of the request with the following conditions: 1. The greenhouse shall be in conformance with Section 29.03.024 District area and height ^QSaXM`U\[Z_!\[R!\[a^!8U`ej_!E^PUZMZOQ_*! 2. All appropriate permits must be obtained through the Building Codes department. Slides of the subject property were shown. The applicant was present. Gustavo Garcia, 2335 North Street, Beaumont, Texas, addressed the Commission. Through his interpreter, he stated that each winter the plants have to be moved and he feels it will be easier to have a greenhouse in which to place them. He confirmed that the plants are for his personal use and not for a commercial operation. Commissioner Makin moved to approve the request for a Certificate of Appropriateness to construct a greenhouse, as requested in file PZ2022-466, with the following conditions: 1. The greenhouse shall be in conformance with Section 29.03.024 District area and height ^QSaXM`U\[Z_!\[R!\[a^!8U`ej_!E^PUZMZOQ_*! 2. All appropriate permits must be obtained through the Building Codes department. Commissioner Goodness seconded the motion. The motion to approve the request carried 8:0. Commissioner Avery not yet present. 2) PZ2022-480 : A request for a Certificate of Appropriateness to remove and resize a window to a house. Applicant: Danica Moreno Location: 2480 Evalon Avenue Mrs. Engman presented the staff report. Danica Moreno is seeking permission to remove a bay window from the house located at 2480 Evalon Avenue. The window was removed and replaced with a smaller window without the benefit of a Certificate of Appropriateness (CA) or building permits. Originally the bay window protruded from the front of the house and was replaced with one thirty-six (36) by thirty (30) window in size. The new window is six (6) over six (6) panes in appearance. Please see pictures of the proposed window located in your packet. This home is categorized as a Minimal Traditional house. Examples for this style of home are located in A Field Guide to American Houses (McAlester et al., pgs. 479). The request to have six (6) over six (6) pane windows seems appropriate for a home of this era. 6$ $ Historic Landmark Commission $$ January 9, 2023 $ Planning staff recommended approval of the request with the following conditions: 1. Shall install a window screen and shutters to match the existing front windows. 2. Shall install siding to match the house. 3. Shall paint the shutters and siding to match the color scheme of the house. 4. Shall obtain all necessary building permits from Building Codes. Slides of the subject property were shown. The applicant was present. Danica Moreno, 2480 Evalon Avenue, Beaumont, Texas, and Adrian Moreno, 2480 Evalon Avenue, Beaumont, Texas, addressed the Commission. Mr. rs from C\[^QZ\[!_`M`QP!`TM`!`TQ!cUZP\[c!U_!X\[OM`QP!UZ!TU_!PMaST`Q^j_!NQP^\[\[Y!MZP!_TQ!_aRRQ severe allergies and the old window allowed moisture and air to enter the bedroom. He further stated that he is trying to properly replace the window. Chairman LaBiche explained that permits are required for any work done to homes located within the Historic District. Mr. Moreno also agrees to the conditions. Brief discussion followed regarding placement of the 2 x 4 lumber located on the brick window ledge for the purpose of preventing water leakage. Commissioner Bell moved to approve the request for a Certificate of Appropriateness to remove and resize a window to a house, as requested in file PZ2022-480, with the following conditions: 1. Shall install a window screen and shutters to match the existing front windows. 2. Shall install siding to match the house. 3. Shall paint the shutters and siding to match the color scheme of the house. 4. Shall obtain all necessary building permits from Building Codes. Commissioner Templeton seconded the motion. The motion to approve the request carried 9:0. 3) PZ2022-484 : A request for a Certificate of Appropriateness to paint a house. Applicant: Carter and Company Location: 2320 Long Avenue Mrs. Engman presented the staff report. Carter and Company requests permission to paint the brick façade of the residential structure located at 2320 Long Avenue. Work was completed without the benefit of an approved Certificate of Appropriateness. The structure was painted white, with black soffits, fascia and trim. The intent of the p ^\[VQO`!cM_!`\[!ha\\PM`Q!MZP!^QY\[PQX!T\[YQ!`\[!UY\\^\[bQ!`TQ! -color bricks with brown accent colors. Oa^N!M\\\\QMX*i!!ITQ!T\[YQ!\[^USUZMXXe!TMP!YaX`U Section 28.03.018 Historic-Cultural Landmark Preservation Overlay District (g)(H)(ii) states, brick surfaces not previously painted may not be painted unless the applicant establishes that the h color and texture of replacement brick cannot be matched with that of the existing brick surface or that the painting is necessary to restore or preserve the brick itself *i 7$ $ Historic Landmark Commission $$ January 9, 2023 $ Planning staff recommends denial of this request. Slides of the subject property were shown. Brief discussion followed concerning interior remodeling of the home and the need for tree trimming to avoid damage to the roof. The applicant was present. Brian Johnson, with Carter and Company, 3740 West Lucas Drive, Beaumont, Texas, addressed the Commission. Owners, Paige and George Cleveland, 2320 Long Avenue, Beaumont, Texas were also present. Mr. Johnson stated he was not aware that a permit was required to paint the home. Mrs. Cleveland stated that she and her husband have owned the home for twenty years and did not receive documentation relating the rules of the District when purchasing the home. Brief discussion followed concerning future window replacement and the permit required to do so. Further discussion followed regarding the brick primer and paint process and possible damage relating to removal of the paint. Color palette and replacement of window shutters were also discussed. Commissioner Makin moved to approve the request for a Certificate of Appropriateness to paint a house, as requested in file PZ2022-484. Commissioner Goodness seconded the motion. Commissioner Templeton suggested that the request be amended to address the need for matching shutters along the front facing windows. Commissioner Makin amended the motion to approve the request for a Certificate of Appropriateness to paint a house, as requested in PZ2022-484, by adding the following condition: 1. Shall install shutters to match the other front facing windows of the home. Commissioner Goodness seconded the motion. The motion to approve the request carried 9:0. 4) PZ2022-485 : A request for a Certificate of Appropriateness to replace a roof. Applicant: Brandon Smith Location: 2575 Pecos Street Mrs. Engman presented the staff report. Brandon Smith requests permission to replace the roof of a house located at 2575 Pecos Street. Currently, the roof appears to be brown in color and the material appears to be made of composition shingles. He wishes to replace the roof with r-panel galvanized metal. 8$ $ Historic Landmark Commission $$ January 9, 2023 $ Section 28.03.018 Historic-Cultural Landmark Preservation Overlay District (g)(M)(i) states, Roof materials and colors must complement the style and overall color scheme of the building or h Mr. >?=@/?@=1E/:8<:>5?5:9!>459371%!/10-=!>459371%!-90!81?-7!=::2593!8-?1=5-7!8-D!.1!<1=85??10&F! Smith intends to replace the metal roof to both the main structure and to the rear garage apartment. Planning staff recommended approval of the request. Slides of the subject property were shown. Brief discussion followed relating to painting of the galvanized metal roof. The applicant was present. Brandon Smith, 310 Enfield Lane, Beaumont, Texas, addressed the Commission. He stated that he is making improvements to the rental property. He has also applied for a Certificate of Appropriateness to replace the aluminum siding and windows. The home has to occasionally be leveled which causes the roof to leak. Mr. Smith stated he is not opposed to installing a painted metal roof or architectural shingles rather than a galvanized roof. He is also not opposed to a proposed condition stating that the color of the roof shall be approved by Planning staff. Further discussion followed regarding the Ordinance for the placement of metal roofs within the Historic District. Commissioner Goodness moved to approve the request for a Certificate of Appropriateness to replace a roof, as requested in file PZ2022-485, with the following added condition: 1. Color of the roof shall be approved by Planning staff. Commissioner Bell seconded the motion. The motion to approve the request carried 9:0. 5) PZ2022-508 : A request for a Certificate of Appropriateness for a new construction. Applicant: Ramiro Nunez Location: 2627 Hazel Street Mrs. Engman presented the staff report. Property owner, Ramiro Nunez, is requesting a Certificate of Appropriateness for a new home to be constructed at 2627 Hazel Street. The proposed home will be approximately 11 sq. ft. in size. The construction methods employed would dictate that the house U_!`\[!NQ!O\[Z_`^aO`QP!cU`T!/i!_XMN!R\[aZPM`U\[Z!cU`T! wood framing, and horizontal smart siding and windows will be two (2) panes in appearance. ITQ!^\[\[R!cUXX!TMbQ!M!1i!\[bQ^TMZS!MZP!O\[Y\\^U_QP!\[R!OTM^O\[MX!M^OTU`QO`a^MX!_TUZSXQ_*!ITQ!T\[YQ! will be painted repose grey with the trim, fascia, and soffits to be bright white. It will include a single car garage with an automatic door. Lastly, the front door will be walnut in color with four (4) panels with one over four (4) lite glass. Ramiro Nunez, 916 San Jacinto Street, Beaumont, Texas, addressed the Commission. He stated that he would like to construct his personal residence in the Historic District and that he had no objections to the proposed conditions. Brief discussion continued concerning the slab elevation requirement. Commissioner Makin moved to approve the request for a Certificate of Appropriateness for a new construction, as requested in file PZ2022-508, with the following conditions: ,*!!G\[\[R!\[bQ^TMZS!YUZUYaY!_TMXX!NQ!`cQXbQ!UZOTQ_!%,-i&* 2. The motion to approve the request carried 9:0. HISTORIC DISTRICT CODE ENFORCEMENT REPORT Officer Randle presented the Historic District Code Enforcement Report, including information about current violations and inspections. OTHER BUSINESS 1) 9U_Oa__U\[Z!`\[\[W!\\XMOQ!O\[ZOQ^ZUZS!`TQ!HTQ^URRj_!HMXQ_!\\^\[OQ__!R\[^!TU_`\[^UO!T\[YQ_!\\QZPUZS! demolition. Mrs. Engman stated that Planning staff has been conducting research pertaining to s Sale concerning Historic District homes that appear to be in good shape as viewed from HTQ^URRj the street right-of-way. Staff would like to develop a standard operating procedure in order that these homes may s Sale as opposed to being demolished. NQ!UZOXaPQP!UZ!`TQ!HTQ^URRj Delancy Wood, Demolitions Coordinator, explained the process of red-tagging a home. Discussion followed concerning setting a dollar amount threshold relating to which homes should be s Sale. Mrale process and issues _aNYU``QP!`\[!`TQ!HTQ^URRj_*!J\[\[P!N^UQRXe!Qd\\XMUZQP!`TQ!HTQ^URRj_!H the City has encountered when homes are purchased by multiple individuals resulting in necessary repairs not taking place. 2) Discussion took place concerning social media assistance with the Certificate of Appropriateness process. Mrs. Engman explained that Planning staff is developing a Historic District webpage s website, with the goal of it being finalized by `TM`!cUXX!NQ!UZOXaPQP!\[Z!`TQ!8U`ej QM^Xe!<QN^aM^e*!EZOQ!UZ!\\XMOQ(!`TQ!cQN\\MSQ!XUZW!cUXX!NQ!\\\[_`QP!\[Z!`TQ!8U`ej_!<MOQN\[\[W!\\MSQ*! Discussion followed relating to scheduling a media press conference in order to inform Historic :$ $ Historic Landmark Commission $$ January 9, 2023 $ District residents of the Certificate of Appropriateness process, along with the possibility of sending individual mailings to the residents. Brief discussion followed relating to filing charges against individuals that violate the Certificate of Appropriateness process and informing residents of the process at the quarterly meeting of the Historic District Neighborhood Association.
