Co=issioner Goodness seconded the motion. "I"he motion to approve carried 8:0. REGULAR MEETING 1) PZ2022-210: A request for a Certificate of Demolition to demolish a house, carport and sheds. Applicant.- City of Beaumont Location: 2332 Evalon Avenue Mrs. Enginan presented the staff report. Boyd Meier, Building Official, requests a Certificate of Demolition for the house, carport and all sheds located at 2332 Evalor Avenue. According to the inspection report, this structure was originally tagged on April 12, 20212. The property owner, James Eller, signed up for the work pro rain, which allows one hundred fifty (150) days to bring Historic Landmark Corni-nission Novembei, 145 2022 the structure up to code. Mr. Eller requested an extension of ninety (90) days to complete necessary repairs and was granted such. A reinspection was completed January 13, 2022 and appeared no repairs had be cornpletedsince the original tag date. The structure has serious foundation issucs, which would require the home to lac leveled and rotted bcams to be replaced, including rotted window frames, and overgrowth of vines and shrubs. The owner does not owe taxcs. Based on the extensive repairs needed for this structurc, the Building Codes staff is recommending a raze order. The house is in the 1991 SPARE Beaumont Survey. SPARE states the house was built (;. 1940. The property was listed as an example of middle class housing build since the, 1930's. A precursor to the modern ranch. This house is not in the SPARE Beaumont Survey. Staff recommended approval of the request. Slides of the subject property were shown. Nineteen (19) notices were mailed to property owners within two hundred (too) feet of the subject property. One (1) response was received in favor and zero (0) were received in opposition. The property owner in favor of the demolition stated that the home in question is a hazard to the community and it is in disrepair. Brief discussion followed concerning occupancy of the residence. The representative of the applicant was present. Delaney Wood., City of Beaumont Demolitions Coordinator, addressed the Commission. She stated that the most recent inspection of the subject property was conducted October 28, 2022. The property owner has not responded to correspondence sent to him by the City. Fudher discussion followed concerning ownership of the property once the demolition takes place, length of time the residenec been vacant, and the state of disrepair. Commissioner Makin moved to approve the request for a Certificate of Demolition to de.niolish ra house, carport and sheds, as requested in file PZ2022-210. Commissioner Goodncss seconded the motion. The motion to approve the request carried 9:0. 2) PZ2022-386- A request for a Cer-tificate of Appropriateness to replace porch columns of a house. Applicant: Vaughan Samples Location: 2350 South Street Historic Landt-nark Comrnissioii November 14., 2022 Mrs. Engnian presented the staff report. -Vaughan Samples requests permission to remove the four (4) existing front porch posts and rcplacc with two (2) new square columns to their home located at 2350 South Street. The current porch colunuis are rotted and are four (4) by four (4) in profile. Mr. Sarnples wishes to remove those columns and replace with two (2), ten (10) by six (6) columns. He intends to paint the new columns to match the existing color scheme of his home. This home is categorized as a Craftsman style house. Examples of this arc in A Field Guide to Anierican Hoitses (McAlester et al., pg. 463). Larger posts with a column base seem to be appropriate for homes within this era. The house is not listed in the SPARE survey. Plaiming staff recommended approval of this request with the following condition: 1, A column base shall be installed at the bottom of the posts. Slides of the subject property, existing and proposed columns were shown. The applicant, Vaughn Samples, was not present. Discussion followed concerning the changes completed by the property ovmer without obtaining the proper building permit and the porch columns being changed without prior approval of the Historic Landmark Commission. Commission members con-iniended the property owner for updating and improving the residence. Additional discussion followed concerning the necessity of the property owner to obtain a building permit and inspection for the porch columns. Commissioner Templeton moved to approve the request for a Certificate of Appropriateness to replace porch columns of a house, as requested in file PZ2022-386, with the following condition: 1. All appropriate permits and required inspections 111ust be obtained through the Building Codes Depailment. Corm-nissioner Makin seconded the motion. The motion to approve the request carried 10: 0 - 3) PZ2022-409: A request for a Certificate of.. rri to .ess to replace the windows and front porch of a house. Applicant: Isaac Aguirre Location: 860 3 d Street Mrs. Engman presented the staff report. The applicant, Isaac Aguirre, is seeking permission to replace ten (10) window to the house location at 8 6 0 3 d Street. Replacement of the windows was completed Without the benefit of a Certificate of Appropriateness (CA) or building permits. Originally the windows were one over one pane in appearance. The newly installed windows are six (6) over six (6) in appearance. Additionally, Mr. Aguirre seeks 3 HistoriG Landmark Commission Novembot- 14) 2022 permission to keep his new front porch. The new porch is made of wood and has one exit to the noilh via stairs. This hoine appears to be a blend of National and Colonial Revival style architecture. Examples of this are located in A Field Guicle to Aiican Uouses (McAlester et al., pgs. 336, example 7 and pgs. 98-99). The request to have six (6) over six (6) pane Windows seems appropriate. Examples of National homes reveal small porch additions to be common. However, they appeared to be painted the same color as the main structure. This house is not listed in the SPARE Beaumont Survey. Staff recon-imended approval of this request with. the following condition: 1. The porch shall be painted the same color as the main sti-Licture. Slides of the subject property were shown. The applicant, Isaac Aguirre, was not present. Commissioner Makin moved to approve the request for a Certificate of Appropriateness to replace the windovs and front porch of a house, as requested in file PZ2022-409, with the following condition: 1. The porch shall be painted the sanie color as the main strLicture. Commissioner Bell seconded the 1-notion. The n-iotion to approve the request carried 10:0. 4) PZ2022-433: A request for a Certificate of Appropriatcness to replace windows to a house. Applicant: Carlos Perez Location: 2470 North Street D 0 Mrs. Engman presented the staff report. Carlos Perez., homcowner, is seeking Pere nissi on to replace twelve (12) side windows to the house location at 2470 North Street. The Yeplacement of eight (8) windows was completed without the benefit of a Cellificate. of Appropriateness (CA) or building permits. Originally the windows appear to have been six (6) over one pane in appearance. The windows that have been installed are one over one in appearance. The windows on the front of the home have not been altered. This home is categorized as a Craftsman house. Examples for this style of home are located in Field Guide to Amei-ican Houses (McAlester et al., pgs. 456-463). The request to have one over one pane windows seems appropriate, because it is typical for a home within this era to have a variety of panes. This house is in in the 1991 SPARE Beaumont Survey. SPARE states the house was built C'. 1920. The property was listed as an example. of 1920's working class housing. 4 Historic Landmark Commission Noveinber 14., 2022 Staff recommended approval of this request with the following condition: 1. The four (4) front windows of the house must be replaced with six (6) over onepane windows to match existing. Slides of the sub�ect property were shown. The applicant was present. Carlos Perez, 2470 North Street, Beaumont, Texas, addressed the Conurnisslon. He stated that the windows have been purchased and lie was not aware that a permit is required. His is attempting to match all of the windows previously installed and in the near future would like to change the siding of the residence. Mr. Perez stated the purchased Windows will not be installed prior to obtaining the proper permits, Brief discussion followed concerning the importance of modifications to the front of the, house being the same as the original structure. Conunissioner Makin moved to approve the request for a Certificate of Appropriateness to replace the windows to a house, as requested in file PZ2022-433, with the following condition: 1. The four (4) front windows of the house must be replaced with six C over one pane windows to match existing. Conuiiissioner Bell seconded the motion. The motion to approve the request carried 10: 0. 5) PZ2022-444: A request for a Certificate of Appropriateness to remodel a garage apartment. Applicant: Carmen Garza Location: 2104 Pecos Street Mrs. Engman presented the staff report. Home owner, Carmen Garza.., requests to remodel the exterior of her garage apartment located at 2104 Pecos Street. Construction occurred without the benefit of an approved Certificate of Appropriateness or building permits. The structure had vertical siding which was replaced with 8" horizontal cement planks. Ms. Garza rcplaced the rotted exterior stairs with new wooden stairs. Lastly, the applicant painted the garage apartment to match the main shuct-ure located on the same lot. This house is not in the SPARE Beaumont Survey. Staff reconui-iended approval of the request with the following conditioll: 1. All appropriate permits and required inspections must be obtained fluough the Building Codes department. Slides of the subject propeily were shovm. Historic Landmark Commission November 14, 2022 The applicant was present. Carmen Garza, 2104 Pecos Street, Beaumont, Texas, addressed the Conu-nission tluough Interpreter Angelica Martinez, 985 Roberts Road, Vidor, Texas. Ms. Martinez stated that the applicant's correct last name is Gatna. Ms. Martinez stated that Ms. Gama's son phoned to get information regarding a permit, but he was not aware that the home is located in the Historic District. A permit was not obtained prior to construction. Ms. Martinez stated that Ms. Gaina would like the garage apartment exterior to match the main structure on the property. Discussion followed conceriting the procedure for obtaining the proper permits and the appearance of the inain residence and garage apartment. Commissioner Templeton moved to approve the request for a Certificate of Appropriateness to remodel a garage apartment, as requested in file PZ2022-444, with the following condition: 1. All appropriate permits and required inspections must bc obtained t1n-ough the Building Codes dcpartment. Con unissioner Bell seconded the motion. The motion to approve the reqnest carried 10:0. HISTORIC DISTRICT CODE ENFORCEMENT ICAPORT Officer Randle presented the Historic District Code Enforcement Report, including information about current violations and inspections. OTHER BUSINESS Discussion took place regarding notifying citizens of proper permitting procedures. Commissioner Crawford suggested that a notice be mailed with the water bills of citizens that reside within the Historic District or that flyers be hand -delivered to each resident. Denii Engman explained that finding approval for flyers would need to be obtained through the Executive Office. Mrs. Engman also stated that placing a notice with the water bills is an option that she will research. Chairman LaBiche inquired as to inviting the Councilmembcrs representing the Historic District and City Manager Williams to the next meeting. Commissioner Goodness suggested placing perinitting procedures information in the Beaumont Enterprise's weekly City Business article. Chairman LaBiche stated that the City of Beaumont Communications Department can notify citizens via social media. Commissioner Bell suggested notifying new Real Estate Agents of the permitting procedures through the MLS (Multiple Listing Services) listings in order that they can advise their clients who wish to purchase a home within the Historic District. Commissioner Crawford stated that she will contact the Councilmembers that represent the Historic District regarding the Corruiiission's concerns and suggestions. It gained in Popularity during the 1940S to become the domi- nant style throughout the country during the decades of the '5os and' osr The popularity Of "rambling" Ranch houses was made possible by the country's increasing (4clidence on the automobile. Streetcar suburbs of the late-19th and early -loth centuries still used relatively compact house forms on small lots because people walked to nearby streetcar lines. As the automobile replaced streetcars and buses as the principal incaris of personal transportation in the decades following World War 11, compact houses could be replaced by sprawling designs on much larger lots. Never before had it been possible to be so lavish with land, and the rambling form of the Ranch house er'nphasizes this by maximizing facadc width (which is further increased by built-in garages that are an integral part of most Ranch houses). The style is loosely based on early Spanish Colonial precedents of the American southwest, modified by influences borrowed from Craftsman and Prairie modernism of the early 2oth century. Asymmetrical one-story shapes with low-pitched roofs dominate. Three comillon roof forms are used. Ehe hipped version is probably the most comillon, followed by the cross -gabled, and, fin2lly, side -gabbed examples. There is usually a moderate or wide cave overhang. This may be either boxed or open, with the rafters exposed as in Craftsman houses. Both wooden and brick wall cladding are used, sometimes in combination. Builders frequently add modest bits of traditional detailing, usually loosely based on Spanish or English Colonial precedents. Decorative iron or wooden porch supports and decorative shutters are the most common. Ribbon windows are Frequent as are large picture windows in living .areas. Partially enclosed courtyards or patios, borrowed frorn Spanish houses, are- a common feature. These private outdoor living areas to the rear of the house are a direct contrast to the large front and side porches of most late jqth- and early ;toth-century styles. MRIMMI - W1. Work was completed without the benefit of an approved Certificate of Appropriateness. The structure was painted white, with black soffits, fascia and trim. The intent of the project was to "update and remodel home to improve the curb appeal." The home originally had multi -color bricks with brown accent colors. Section 28.03.018 Historic -Cultural Landmark Preservation Overlay District (g)(H)(il) states, "brick surfaces not previously pointed may not be painted unless the applicant establishes that the color and texture of replacement brick cannot be matched with that of the existing brick surface or that the painting is necessary to restore or preserve the brick itself."
