HISTORIC LANDMARK COMMISSION Novembei- 14, 2022 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was hell on November 14, 2022 and called to order at 3:33 pm. with the following members present: Chairman Dohn LaBiche Commissioner Yolanda Nan Avery *arrived after roll call Commissioner Hester Bell Commissioner John Berube*arrived after roll call Commissioner Christina Crawford Commissioner Theresa Goodness Commissioner jrah Javed Commissioner Lynda Kay Makin Commissioner Marva Provo Commissioner Janelle Templeton Commission Members absent: Commissioner Thomas Sigee Also present: Demi Engman, Senior Planner Delaney Wood, Demolitions Coordinator Elyana Luckey, Zoning Teclmician Pashae Randle, Oaks Historic Code Enforcement Officer Susan Smith) Recording Secretary APPROVAL OF MINUTES C onu-niss loner Makin moved to approve the 1-ninutes of the Regular Meeting lield on September 12, 2022. Commissioner Goodness seconded the motion. The motion to approve carried 8:0. REGULAR MEETING 1) PZ2022-210: A request for a Certificate of Demolition to demolish a liotise, carport and sheds. Applicant: City of Beaumont Location: 2332 Evalon Avenue Mrs. Engman presented the staff report. Boyd Meier, Building Official, requests a Certificate of Demolition for the house, carport and all sheds located at 2332 Evalon Avenue. According to the inspection report.,- this structure was originally tagged on April 12, 20212. The property owner,, James Eller, signed up for the work program, winch allows one hundred fifty (15 0) days to bring Historic Landinark Commission November 14, 2022 the structure tip to code. Mr. Eller requested an extension of ninety (90) days to complete necessary repairs and was granted such. A reinspection was completed January 13, 2022 and appeared no repairs had be con-ipleted since the original tag date. The structure has serious foundation issues, which would require the hon-ie to be leveled and rotted beams to be replaced, including rotted window frames, and ovcrgrowth of vines and shrubs. The owner does not owe taxes. Based on the extensive repairs needed for this structure, the Building Codes staff is recommending a raze order. The house is in the 1991 SPARE Beaumont Survey. SPARE states the house was built c. 1940. The property was listed as an example of middle class housing build since the 1930's. A precursor to the modern ranch. 'I"his house is not in the SPARE Beaumont Survey. Staff recommended approval of the request. Slides of the subJect. property were shown. Nineteen (19) notices were mailed to property owners within two hundred 200 feet of the subject property. One (1) response was received in favor and zero (0) were received in opposition. The property owner in favor of the demolition stated that the bonne in question is a hazard to the community and it is in disrepair. Brief discussion followed conceming occupancy of the residence. The representative of the applicant was present. Delancy Wood, City of Beaumont Demolitions Coordinator, addressed the Commission. She stated that the most recent inspection of the subject property was conducted October 28, 2022. 'The property owner has not responded to coff espondence sent to him by the City. Further discussion followed concerning ownership of the property once the den-lolition takes place, length of time the residence been vacant, and the state of disrepair. Commissioner Makin moved to approve the request for a Certificate of Demolition to demolish a house, earl) ort and sheds, as reqnested in file P Z2 022 -2 10. Commissioner Goodness seconded the motion. The motion to approve the request carried 9:0. 2) PZ2022-386: A request for a Certificate of Appropriateness to replace porch columns of a house. Applicant. Vaughan Samples Location: 2350 South Street Historic Landmark Cominissioll Noveinber 14, 2022 Mrs. Engnian presented the staff report. Vaughan Samples requests permission to remove the four (4) existing front porch posts and replace with two (2) new square columns to their home located at 2350 South Street. The current porch colunuis are rotted and are four (4) by four (4) in profile. Mr. Samples wishes to remove those columns and replace with two (2), ten (10) by six (6) columns. He intends to paint the new columns to match the existing color schenle of his home. This home is categorized as a Craftsman style house. Examples of this are in A Field Guide to Anie)-ican Houses (McAlester et al., pg. 463). Larger posts with a column base seem to be appropriate for homes within this era. The house is not listed in the SPARE survey. Planning staff recommended approval of this request with the following condition: 1. A colunin base shall be installed at the bottom of the posts. Slides of the subj ct property, existing and proposed columns were shown. The applicant, Vaughn Samples, ,,as not present. Discussion followed concerning the changes completed by the property owner without obtaining the proper building permit and the porch columns being changed without prior approval of the Historic Landmark Commission. Commission nienibers commended tl property owner for updating and improving the residence. Additional discussion followed concerning the necessity of the property owner to obtain a building permit and inspection for the porch columns. Commissioner Templeton n-ioved to approve the request for a Certificate of Appropriateness to replace porch columns of a house, as requested in file PZ2022-386, with the following condition: 1. All appropriate permits and required inspections must be obtained through the Building Codes Departn-ient. Commissioner Makin seconded the motion. The motion to approve the request carried 10: 0. 3) PZ2022-409: A request for a Certificate of Appropriateness to replace the windows and front porch of a house. Applicant: Isaac Aguirre Location: 860 3 d Street i Mrs. Engman presented the staff report. The applicant, Isaac Aguirre, is seeking permisson to replace ten (10) windows to the house location at 860 3 d Street. Replacement of the windows was completed without the benefit of a Certificate of Appropriateness (CA) or building permits. Originally the windows were one over one pane in appearance. The newly installed windows are six (6) over six (6) in appearance. Additionally, Mr. Aguirre seeks 3 Historic Landmat-k Commission November 14, 2022 permission to keep his new front porch. The new porch is made of wood and has one exit to the north via stairs. "I'his home appears to be a blend of National and Colonial Revival style architeettire. Examples of this are located in A Fielidcle to Awericall Houses (McAlester et al., pgs. 336,, example 7 and pgs. 99-99). The request to have six (6) over six (6) pane windows seems appropriate. Exan-iples of National homes reveal Dull porch additions to be common. However,, they appeared to be painted the same color as the main structure. This house is not listed in the SPARE Beaumont Survey. Staff recommended approval of this request with the following condition: 1. The porch shall be painted the same color as the main strLiettire. Slides of the subject property were shown. The applicant, Isaac Aguirre, was not present. Commissioner Makin moved to approve the request for a Certificate of Appropriateness to replace the windows and front porch of a house, as requested in file PZ2022-409, with the following condition: 1. The porch shall be painted the same color as the main structure. Commissioner Bell seconded the motion. The motion to approve the request carried 10:0. 4) PZ2022-433.- A request for a Certificate of Appropriateness to replace windows to a house. Applicant: Carlos Perez Location: 2470 North Street Mrs. Engn-lan presented the staff report. Carlos Perez, homeowner, is seeking permission to replace twelve (12) side windows to the house location at 2470 North Street. T11e replacemclit of eight (8) windows was completed without the benefit of a Certificate of Appropriateness (CA) or building permits. Originally the windows appear to have been six (6) over one pane in appearance. The windows that have been installed are one over one in appearance. The windows on the front of the home have not been altered. This home is categorized as a Craftsman house. Examples for this style of home are located in FieldGuicle to,4inerlcan Houses (McAlester et al., pgs. 456-463). The request to have one over one pane windows seenis appropriate, because it is typical for a hoilie within this era to have a variety of panes. This house is in in the 1991 SPARE Beaumont Survey. SPARE states the house was built C. 1920. The property was listed as an example of 1920's working class housing. 4 Historic Landmark Commission November K, 2022 Staff recommended approval of this request with the following condition: 1. The four (4) front windows of the house must be replaced with six (6) oiler one palle windows to match existing. Slides of the subject property were shown. The applicant w-as present. Carlos Perez, 2470 North Street, Beaumont, Texas, addressed the Commission. He stated that the windows bave been purchased and Ile '"Tas not aware that a permit is requircd. His is attempting to match all of the windows previously installed and in the near future would like to change the siding of the residence. Mr. Perez stated the PUrchased windows will not be installed prior to obtaining the proper permits, Brief discussion followed concerning the importance of modifications to the front of the house being the same as the original structure. Commissioner Makin moved to approve the request for a Certificate of Appropriateness to replace the windows to a house, as requested in file PZ2022-433, with the following condition: 1. The four (4) front windows of the house must be replaced with six (6) over one pane windows to match existing. Con-imissioner Bell seconded the motion, The motion to approve the request carried 10:0. 5) PZ2022-444: A request for a Certificate of Appropriateness to remodel a garage apartment. Applicant.- Carmen Garza Location: 2104 Pecos Street Mrs. Engman presented the staff report. Home owner, Carmen Tar a, requests to ren-lodel the exterior of her garage apartment located at 2104 Pecos Street. Construction occurred without the benefit of an approved Certificate of Appropriateness or building permits. The structure had vertical siding which was replaced with 8" horizontal cement planks. Ms. Garza replaced the rotted exterior stairs with new wooden stairs. Lastly, the applicant painted the garage apartment to DIatCh the main structure located on the same lot. This house is not in the SPARE Beaumont Survey. Staff reconutiended approval of the request with the following condition: 1. All appropriate permits and required inspections must be obtained through the Building Codes department. Slides of the subject property were shown. Historic Landmark Commissioll Novembei- K. 2022 The applicant was presei)t. Carmen Garza, 2104 Pecos Street, Bea mont,,Texas, addressed the Conimission through Interpreter Angel ica Uartinez, 9 8 5 Roberts Road, Vidor, Texas Ms. Martinez stated that the applicant's correct last name is Gan-ia. Ms. Martinez stated that Ms. Gania's son phoned to get information regarding a permit, but he was not alvare that the hoine is located in the Historic District. A permit was not obtained prior to construction. Ms. Martinez stated that Ms. Gama would like the garage apartment exterior to match the main structure on the property. Discussion followed concerning the procedure for obtaining the proper permits and the appearance of the main residence and garage apartment. Commissioner. Ten-ipleton moved to approve the request for a Certificate of Appropriateness to remodel a garage apartment, as requested in file PZ2022-444, with the following condition: 1. All appropriate permits and required inspections must be obtained through the Building Codes department. Conunissi oner Bell seconded the motion. The motion to approve the request carried 10: 0. HISTORIC DISTRICT CODE ENFORCEMENT IMPORT` Officer Randle presented the Historic District Code Enforcement Report, including inforDlation about current violations and inspections. OTHER BUSINESS Discussion took place regarding notif'viniz citizens of proper permitting procedures. Commissioner Crawford suggested that a notice be mailed with the water bills of citizens that reside within the Historic District or that flyers be hand -delivered to each resident. Demi Engman explained that funding approval for flyers would need to be obtained through the Executive Office. Mrs. Eragman also stated that placing a notice with the water* bills is an option that she will research. Chairman LaBiche inquired as to inviting the Councilmembers representing the Historic District and City Manager Williams to the next meeting. Commissioner Goodness suggested placing permitting procedures information in the Beaumont Enterprise's weekly City Business article. Chairman LaBiche stated that the City of Beaumont Communications Department can notify citizens via social media. Conuiiissioner Bell suggested notifying new Real Estate Agents of the permitting procedures through the MLS (Multiple Listing Services) listings in order that they can advise their clients who wish to purehase a home within the I fistoric District. Commissioner Crawford stated that she will contact the Counclln-ien-ibers that represent the Historic District regarding the Commission's concerns and suggcstions. FILE: PZ2022-466 STAFF REPORT Horne owner, Gustavo Garda, requests to construct a greenhouse in the rear yard of his property located at 2335 North Street. The structure will be twenty (20) feet by twenty (20) feet and constructed with cedar wood and plastic sheeting \natraditional greenhouse design. It will have pitched roof matching the craftsman style roof pitch of the main home and feature a double swing door for access. The structure will be located in the rear yard, but partially visible from the street. Please see elevation drawings and examples of the aforementioned located in your packet.
