HomeMy WebLinkAbout9-12-22 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION September 12, 2022 City Hall, 801 Main Street, Beaumont, Texas V A Regular Meeting of the Historic Landmark Commission was held on August 8, 2022 and called to order at 3:39 p.m. with the following members present: Chairman Dohn LaBiche Commissioner Yolanda Nan Avery Commissioner Hester Bell Commissioner John Berube Commissioner Christina Crawford *arrived at 3:40 p.m. Commissioner Theresa Goodness Commissioner Lynda Kay Makin Commissioner Janelle Templeton Commission Members absent : Commissioner Hajrah Javed Commissioner Marva Provo Commissioner Thomas Sigee Also present: Demi Engman, Senior Planner Pashae Randle, Oaks Historic Code Enforcement Officer Catherine Allen, Recording Secretary APPROVAL OF MINUTES Commissioner Makin moved to approve the minutes of the Regular Meeting held on August 8, 2022. Commissioner Avery seconded the motion. The motion to approve carried 7:0. REGULAR MEETING 1) PZ2022-313: A request for a Certificate of Appropriateness to construct a storage building. Applicant: Matthew Clark Location: 2505 Louisiana Street Mrs. Engman presented the staff report. Homeowner, Matthew Clark, requests to construct a storage building in the rear yard of his property located at 2505 Louisiana. This structure will be used for personal storage and is visible from the street right-of-way. Construction occurred without the benefit of an approved Certificate of Appropriateness and a stop work order was posted July 28, 2022. Historic Landmark Commission $$ September 12, 2022 $ The structure is made of wood with a swing door. It will have a gray colored shingle roof and the roof pitch rises six (6) inches over twelve (12) horizontal inches. The shed will be painted to match the main structure. This house is not in the SPARE Beaumont Survey. Staff recommended approval of the request with the following conditions: 1. ISP!^_Z\]LRP!M`TWOTYR!^SLWW!YZ_!PYN\]ZLNS!TY_Z!_SP!0h!`_TWT_d!PL^PXPY_!LWZYR!_SP!\]PL\]! property line and must be in conformance with Section 29.03.024 District area and height rdinances. \]PR`WL_TZY^!ZQ!Z`\]!8T_dh^!E 2. All appropriate permits must be obtained through the Building Codes department. Slides of the subject property and shed were shown. The applicant was present. Matthew Clark, 2505 Louisiana Street, addressed the Commission. He stated that he needed lockable storage because he has had incidents of theft of his materials for remodeling projects. Brief discussion followed concerning the District regulations and the proposed conditions. Commissioner Makin moved to approve the request for a Certificate of Appropriateness to construct a storage building, as requested in file PZ2022-313 with the following conditions: 1. Applicant: Alma Hernandez Location: 2369 Liberty Avenue Mrs. Engman presented the staff report. Alma Hernandez requests approval of a Certificate of $ Appropriateness to install a metal carport and replace the siding of her home located at 2369 Liberty Avenue. Ms. Hernandez would like to replace with horizontal HardiPlank siding and the new profile Currently, her house has water intrusion which has breached the bZ`WO!SLaP!LY!3g!\]PaPLW* sheetrock in areas. She intends to paint the siding to match the existing color scheme of the house. Her brother has agreed to supply the materials and complete the work free of charge. Additionally, Ms. Hernandez requests to install a metal carport on the east side of her house located at the very southernmost end of the driveway. This would be visible from the street right of way. Staff recommended denial of the request to install a metal carport and approval to replace the siding of a house with the following conditions: 1. All work must be completed by a contractor bonded with the City of Beaumont. 2. Must receive an issued building permit which satisfies Planning and Building Code requirements prior to construction. Slides of the subject property, existing and proposed siding and the proposed carport were shown. Discussion followed about the specifics of the siding and the proposed placement of the carport. The applicant was present. Alma Hernandez, 2369 Liberty Avenue, addressed the Commission. She stated that she is a single mother with no child support so she cannot afford a bonded contractor and that her brother is willing to provide a carport and to perform the labor for the project. Discussion occurred explaining that a bonded contractor is a requirement for construction within the City of Beaumont. She stated that other homes in the District have carports visible from the street and she provided pictures as examples, however, Commission refused the pictures as it does not pertain to the property in question. Finally, she stated that she was unaware of the requirements of the District and that she is trying to improve her home with the resources she has. Discussion followed concerning the placement of the carport and options to meet the requirements of the District. Further discussion followed concerning the specifics of the siding. Commissioner Berube moved to deny the request for a Certificate of Appropriateness to install a carport and table the request to replace the siding of a house, as requested in file PZ2022-314. The motion died for lack of a second. Commissioner Goodness moved to deny the request for a Certificate of Appropriateness to install a carport and approve the request to replace the siding of a house, as requested in file PZ2022-314. Commissioner Templeton seconded the motion. The motion to partially approve the request carried 7:1 (Berube). 3) PZ2022-343: A request for a Certificate of Appropriateness to install a fence. Applicant: David Bradley Location: 2214 Angelina Street 7$ $ Historic Landmark Commission $$ September 12, 2022 $ Mrs. Engman presented the staff report. David Bradley requests permission to install a $$ wood privacy fence to the property located at 2214 Angelina Street. The fence will be six (6) feet in height and opaque. Mr. Bradley wishes to extend the fence along the eastern property line and end at the southeast corner of the lot. The proposed fence will not taper. He expressed the fence would allow privacy, comfort and security for occupants of the newly constructed home. Staff recommended approval of the request with the following conditions: 1. Installation of the fence shall not create a sight obstruction to cross traffic. 2. All parts of the fence must be installed on private property. The applicant was present. David Bradley, 2165 North Street, addressed the Commission. He stated that he represents the owner of the property as property manager. He added that this developer has constructed several new builds in Beaumont. Mr. Bradley reported that the owner did not provide fencing, but that it is needed because the neighbors often congregate directly at the property line. Finally, he stated that the fencing will help to better market the property for lease. Discussion followed concerning the specifics of the fence placement. Commissioner Crawford moved to approve the request for a Certificate of Appropriateness to install a fence, as requested in file PZ2022-343, with the following conditions: 1. Installation of the fence shall not create a sight obstruction to cross traffic. 2. All parts of the fence must be installed on private property. Commissioner Bell seconded the motion. The motion to approve the request carried 8:0. HISTORIC DISTRICT CODE ENFORCEMENT REPORT Officer Randle presented the Historic District Code Enforcement Report, including information about current violations and inspections. 8$ $ Historic Landmark Commission $$ September 12, 2022 $ The Commission thanked her for her work in the District.
