Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services are requested to contact Kaltrina Minick at 409-880-3777. *MINUTES* HISTORIC LANDMARK COMMISSION August 8, 2022 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on August 8, 2022 and called to order at 3:35 p.m. with the following members present: Chairman Dohn LaBiche Commissioner Yolanda Nan Avery *arrived at 3:42 p.m. Commissioner John Berube Commissioner Christina Crawford Commissioner Theresa Goodness Commissioner Hajrah Javed Commissioner Thomas Sigee Commissioner Janelle Templeton Commission Members absent: Commissioner Hester Bell Commissioner Lynda Kay Makin Commissioner Marva Provo Also present: Demi Engman, Senior Planner Pashae Randle, Oaks Historic Code Enforcement Officer Catherine Allen, Recording Secretary APPROVAL OF MINUTES Commissioner Goodness moved to approve the minutes of the Regular Meeting held on June 13, 2022. Commissioner Sigee seconded the motion. The motion to approve carried 7:0. REGULAR MEETING 1) PZ2022-242: A request for a Certificate of Appropriateness to paint a house. Applicant: Norelia Reed Location: 2160 North Street Mrs. Engman presented the staff report. This item was tabled from July I 1 to August 8, 2022 per Ms. Reed's request. Norelia Reed, homeowner, is asking permission to paint the exterior of the structure at 2160 North Street, using a blue body color, white trim color and black accent color. The property owner began to paint the house without the benefit of an approved Certificate of Appropriateness. Historic Landmark Comrnission August 8, 2022 The house is listed in the 1990 SPARE survey. SPARE states that the house was built in 1925. The house is an example of middle class housing built in Beaumont after the second Spindletop boom. Staff recommended denial of the body color as it does not closely align with staff s approved color palette and approval of the trim and accent colors. Slides of the subject property were shown. The applicant was present. Norelia Reed, 2160 North Street, addressed the Commission. She stated that the original pictures she submitted were taken with a cell phone which caused the colors to appear much brighter than their actual color. She provided the Commission with updated photographs and a paint sample stick of the actual color. She also provided photographs of homes within the district with similar colors. Ms. Reed added that she is new to the area and was unaware of the requirements for the Certificate of Appropriateness. Finally, she thanked the Commission and requested approval of her paint color. Brief discussion followed concerning the paint color and the rules and regulations of the district. Commissioner Templeton moved to approve the request for a Certificate of Appropriateness to paint a house, as requested in file PZ2022-242. Commissioner Sigee seconded the motion. The motion to approve the request carried 8:0. 2) PZ2022-255: A request for a Certificate of Appropriateness to replace a roof and paint a structure. Applicant: Kisha Ridley Location: 2385 Broadway Street Mrs. Engman presented the staff report. The owner, Kisha Ridley, requests permission to replace the roof and paint the structure located at 2385 Broadway Street, also known as the Broadway Oaks Apartments. Currently, the roof appears to be dark gray in color with diamond -shaped shingles. The material of the roof appears to be made of tile, cement or perhaps asphalt. She wishes to replace the roof with black architectural shingles. Additionally, Ms. Ridley requests to paint the brick of the structure SW2829 Classical White, the trim SW6253 Tricorn Black and the door SW2808 Rookwood Red. Section 28.03.018 Historic -Cultural Landmark Preservation Overlay District (g)(H)(ii) states "brick sin faces not previously painted may not be painted unless the applicant establishes that the color and texture of replacement brick cannot be matched ivith that of the existing brick sin face or that the painting is necessary to restore or preserve the brick itself." The house is not listed in the SPARE survey. Historic Landmark Commission August 8, 2022 Staff recommended approval of the request to paint the trim, front door and replace the roof with the following condition: 1. Existing ridge and hip decorations must be repurposed to the new roof or new materials for such must match decorative elements of the existing roof, Staff recommended denial of the request to paint the brick. Slides of the subject property and paint samples were shown. The applicant was present. Kisha Ridley, 2385 Broadway, addressed the Commission. She stated that she wants to tear off the current roof and replace it with shingles and that she wants to paint the door, trim and brick to improve the property. Discussion followed concerning the condition of the brick and the ordinance concerning painting brick. Alex Brogdon, 162 Moore Road, addressed the Commission. He stated that he is the contractor on the project and reviewed the proposed plans. Commissioner Berube moved to approve the request for a Certificate of Appropriateness to paint the trim, front door and replace the roof, as requested in file PZ2022-209, with the following condition; 1. Applicant: Chris Ellebracht Location: 2226 Hazel Avenue Mrs. Engman presented the staff report. The homeowner, Chris Ellebracht, requests permission to paint the exterior of the structure at 2226 Hazel Avenue. The proposed body color will be Behr M350-4 Sweet Grass. The trim color will be Behr S470-7 Undersea and the accent color to be Behr M280-1 Twinkling Lights. The house is listed in the 1990 SPARE survey. SPARE states that the house was built in 1911. The house is an example of middle class housing built in Beaumont after the first Spindletop boom. Staff recommended approval of the request. Slides of the subject property and paint examples were shown. 3 Historic Landmark Commission August 8, 2022 The applicant was present. Chris Ellebracht, 2226 Hazel Avenue, addressed the Commission. He provided paint samples to the Commission to review. Finally, he stated that they have owned the home for six (6) years and that the paint is in need of a refresh and requested approval for the project. Discussion followed concerning the requested paint colors and the possibility of changing the trim color. The applicant agreed to change the trim color. Commissioner Sigee moved to approve the request for a Certificate of Appropriateness to paint the body color Behr M350-4 Sweet Grass as requested in file PZ2022-274, and deny the trim color of Behr S470-7 Undersea and allow another trim color to be used with staff approval. Commissioner Javed seconded the motion. The motion to partially approve the request carried 8:0. HISTORIC DISTRICT CODE ENFORCEMENT REPORT Officer Randle presented the Historic District Code Enforcement Report, including information about current violations and inspections. The Commission thanked her for her work in the District and for attending a recent meeting of the Oaks Historic District Neighborhood Association. OTHER BUSINESS The Commission discussed various ideas to increase awareness in the community about the district's rules and regulations. FILE: PZ2022-313 STAFF REPORT Home owner, Matthew Clark, requests to construct a storage building in the rear yard of his property located at 2505 Louisiana. This structure will be used for personal storage and is visible from the street right-of-way. Construction occurred without the benefit of an approved Certificate of Appropriateness and a stop work order was posted July 28, 2022. The structure is made of wood with a swing door. It will have a gray colored shingle roof and the roof pitch rises six (6) inches over twelve (12) horizontal inches. The shed will be painted to match the main structure. Please see elevation drawings and examples of the aforementioned located in your packet. Staff recommends approval of the request with the following conditions: 1. The storage building shall not encroach into the 5' utility easement along the rear property line and must be in conformance with Section 29.03.024 District area and height regulations of our City's Ordinances. 2. FILE: PZ2022-314 STAFF REPORT Alma Hernandez requests approval of a Certificate of Appropriateness to install a metal carport and replace the siding of her home located at 2369 Liberty Avenue. The structure currently has a 2'6" reveal in profile and is rotted in many places. Ms. Hernandez would like to replace with horizontal HardiPlank siding and the new profile would have an 8" reveal. Currently, her house has water intrusion which has breached the sheetrock in areas. She intends to paint the siding to match the existing color scheme of the house. Her brother has agreed to supply the materials and complete the work free of charge. Additionally, Ms. Hernandez requests to install a metal carport on the east side of her house located at the very southernmost end of the driveway. This would be visible from the street right of way. Section 28.03.018(g)(1)(A) of the Historic -Cultural Landmark Preservation Overlay District states, "...prefabricated metal accessory buildings are permitted if they are completely screened from view from any abutting street." Staff recommends denial of the request to install a metal carport and approval to replace the siding of a house with the following condition: 1. All work must be completed by a contractor bonded with the City of Beaumont. 2. Must receive an issued building permit which satisfies Planning and Building Code requirements prior to construction.
