Commissioner Sigee seconded the motion. The motion to approve carried 8:0. REGULAR MEETING 1) PZ2022-165: A request for a Certificate of Appropriateness to remodel a portico and paint a house. Applicant: Gerardo Loza Location: 2255 North Street Mrs. Engman presented the staff report. Gerardo Loza requests permission to remodel the fi•ont porch and paint his home located at 2255 North Street. Currently, the home has semicircle portico that has rotted. Mr. Loza proposes to remodel the semicircle portico into a triangular portico with columns. The columns will be a Durapoly brand 4.25" x 8' square columns with decorative elements in profile. The portico materials will be 2 x 8 Historic Landmark Commission May 9, 2022 and 2 x 12 treated pine. After the remodel, Mr. Loza intends to paint the body of the home SW 6478 Watery and the trim SW 8917 Shell White. This home is categorized as a Neocolonial style house. Mr. Loza's proposed remodel of porch seems appropriate for a Neocolonial style house. The house is not listed in the SPARE survey. Staff recommended approval of the request. Slides of the subject property, elevation drawing, column example and paint samples were shown. The applicant was present. Holly Loza, 2255 North Street, addressed the Commission. She stated that the house is in need of this work and that the proposed columns and portico seem to be in keeping with the other homes in the district. Vice -Chairman LaBiche asked if the fascia and roof line will match up to their current locations and Ms. Loza confirmed this to be the case. She added that they will also be replacing the dormers and that they are working with the City to ensure all of the codes and regulations will be followed. Commissioner Makin moved to approve the request for a Certificate of Appropriateness to remodel a portico and paint a house, as requested in file PZ2022-165. Commissioner Bell seconded the motion. The motion to approve the request carried 8:0. HISTORIC DISTRICT CODE ENFORCEMENT REPORT Officer Randle presented the Historic District Code Enforcement Report, including information about current violations and inspections. The Commission thanked her for her work in the District, including specific cases. OTHER BUSINESS 1) Review and approve memorandum for 794 N. 3rd Street. Mrs. Engman presented the proposed memorandum. In December of 2021, the Historic Landmark Commissioner heard the request of Terry Highsmith, who requested permission to construct a stucco fence, for the property located at 794 3rd Street. The fence would encompass the backyard and be visible from the street right-of-way along 3rd Street and Hazel Avenue. The fence would be six (6) feet in height and eight (8) inches in width. Additionally, the fence would be made of concrete blocks, covered with stucco and painted white with decorative columns. Historic Landmark Commission May 9, 2022 Sec. 28.03.018 (g)(3)(D) Historic -Cultural Landmark Preservation Overlay District states a fence in a front or corner side yard must be constructed of wrought iron, wood or brick. Concrete block fences are not permitted. After an extended discussion, the Commission voted 10.0 to deny the request. An appeal was fled on this denial and was heard by the City Council on January 11, 2022. The City Council tabled the item and requested that it return to the Connnission for a recommendation on what would be acceptable. During the Historic Landmark Commission meeting on February 14, 2022, the Commission discussed the case again and reached a consensus that a wooden fence with brick inlay would be recommended as a stucco fence would not be appropriate with the time period of this house. A consensus of the Commission was reached to move forward with the memorandum as written. FILE: PZ2022-172 STAFF REPORT Applicant and contractor, Joel Mendiola, requests permission to install a hog wire fence to the property located at 2615 Gladys. The work of fence installation began without the benefit of an approved Certificate of Appropriateness. The hog wire fence has been constructed to be 50" in height with 8x8 posts, 2x4 trim cattle fencing and is situated along the east property line, visible from 10th Street. Please see exhibits of the aforementioned located in your packets. Mr. Alto Watson, property owner, wished to disclose extra photos of properties with existing fence types. These supplemental photos are located within your packet after the site plan. Staff recommends approval of the request. The property is in the 1991 SPARE Beaumont Survey. FILE: PZ2022-209 STAFF REPORT Boyd Meier, Building Official, requests a Certificate of Demolition for the house located at 2250 Rusk Street. According to the inspection report, this structure was originally tagged on January 26, 2022 and a reinspection was completed May 23, 2022. The structure has foundation issues, rotting window frames, missing windows, and overgrowth consisting of vines and tree branches, which hang off of the roof. The owner's guardian has signed a demolition consent form and does not owe taxes. Based on the extensive repairs needed for this structure, the Building Codes Staff is recommending a raze order. FILE: PZ2022-211 STAFF REPORT Martin Galvan Valdez, homeowner, is seeking permission to reduce windows on the left and right fagade, replace windows, replace front door, paint, and install an air conditioning unit into the south side of the house located at 251 5th Street. All proposed work has been completed without the benefit of a Certificate of Appropriateness (CA) or a building permit. Originally, the south side of the house had five (5) windows and now remaining are three (3). The north side of the house had four (4) windows and now remaining are three (3).
