" Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services are requested to contact Kaltrina Minick at 409-880-3777. *MINUTES* HISTORIC LANDMARK COMMISSION July 12, 2021 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on July 12, 2021 and called to order at 3:31 p.m. with the following members present: Chairman Paula Blazek Vice -Chairman Dohn LaBiche Commissioner Hester Bell Commissioner Marty Craig Commissioner Christina Crawford Commissioner Theresa Goodness Commissioner Lynda Kay Makin Commissioner Janelle Templeton Commission Members absent: Commissioner Thomas Sigee Also present: Demi Laney, Senior Planner Elayna Luckey, Zoning Technician Catherine Allen, Recording Secretary APPROVAL OF MINUTES Commissioner Goodness moved to approve the minutes of the Regular Meeting held on June 14, 2021. Commissioner Bell seconded the motion. The motion to approve carried 8:0. REGULAR MEETING 1) PZ2021-179: Request for a Certificate of Appropriateness for an archive conservation building. Applicant: Mike Jenkins Location: 2240 Calder Avenue Ms. Laney presented the staff report. The applicant, Mike Jenkins, representing Jenkins Construction, is asking permission to construct an accessory structure. This structure would be used as an archive building for The Chambers House located at 2240 Calder Avenue. The proposed structure will be constructed on a concrete slab foundation. It will have a pitched roof with a side gable and columns. The exterior of the structure is to be vertical HardiPlank and the roof will be made of composition shingles to match the existing main Historic Landmark Commission July 12, 2021 structure. The entrance to the building will be solid wood paneled doors. Additionally, there will be a single, glazed, square window located on the north and south elevations of the structure. The proposed structure will be located in the rear of the property on the grassed area adjacent to the existinstorage buildings and parking lot visible to the public by way of Mcfaddin Street and 7t' Street. However, the building will be restricted to staff only and will not be accessible to the public. Slides of the subject property, proposed structure diagram, site plan and surrounding area were shown. Staff recommended approval of the request with the following conditions: 1. The structure shall have the same horizontal siding profile as the main structure located on the property. 2. The structure shall paint to match the existing main structure. Chairman Blazek asked about the orientation of the boarding on the existing out buildings and Ms. Laney replied that it is horizontal. The applicant was present. Rob Clark, representing Architectural Alliance Inc., 350 Pine Street Suite 720, addressed the Commission. He stated that this project will be similar to other archive buildings they have done and will follow the National Museum Association guidelines. He provided a photograph of another accessory building to the Commission. He discussed the typical siding of historical accessory buildings and stated that they did not necessarily require the same direction siding as the main structure. Mr. Clark stated that the vertical siding would help break up the horizontal lines and help to tie it back in with the existing utility buildings. He added that the building will be air tight, dust flee and mitigated for moisture. Finally, he requested that they be able to use the vertical siding. Chairman Blazek asked if the battens would be the same width as those on the main house and Mr. Clark confirmed this to be the case. Vice Chairman LaBiche stated that the Commission has approved both vertical and horizontal siding in the past. Chairman Blazek stated that she agreed with the applicant's request. Commissioner Makin moved to approve the request for a Certificate of Appropriateness for an archive conservation building, for the property at 2240 Calder Avenue, as requested in file PZ2021-179, as originally requested. Commissioner Craig seconded the motion. The motion to approve the request carried 8:0. 2) Historic District Code Enforcement Report Ms. Luckey reported that the Oaks Historic Code Enforcement Officer position is currently vacant and the City is seeking a replacement. Ms. Luckey presented the Historic District Code Historic Landmark Commission July 12, 2021 Enforcement Report, including information about current violations, inspections, Certificates of Appropriateness and stop work orders. FILE: PZ2021-263 STAFF REPORT Sam Daleo Jr, applicant, is seeking permission to replace the two (2) side windows to the house location at 2525 Hazel. Replacement of the windows has been completed without the benefit of a Certificate of Appropriateness (CA) or building permits. Originally the windows appear to have been a vertical four (4) over four (4) pane appearance. The windows that have been installed are a six (6) over six (6) in appearance. Please see pictures of the proposed windows located in your packet. This home is categorized as a Folk Victorian house. Examples for this style of home are located in A Field Guide to Ainerictrn Houses (McAlester et al., pgs. 313). The request to have six (6) over six (6) pane windows does not seem appropriate, because it is typical for a home within this era to have two to four (2-4) long vertical panes in appearance. Staff recommends denial of this request. This house is in in the 1991 SPARE Beaumont Survey. SPARE states the house was built c. 1918. FILE: PZ2021-267 STAFF REPORT Boyd Meier, Building Official, requests a Certificate of Demolition for the house and shed located at 2372 North Street. According to the inspection report, the structures were originally tagged on May 18, 2020. The report states the house has rotted window sills, wood siding, and cracked HardiePlank siding. There have been a couple of windows installed; however, no building permits have ever been pulled for this address. The electrical, mechanical and plumbing will need to be brought up to the current adopted Building Codes. Additionally, the shed has collapsed and is recommended to be removed by the Demolition Coordinator due to safety hazards to nearby residents. Based on extensive repairs needed to repair these structures, Building Codes staff is recommending a raze order. Staff recommends approval of this request. This house is in in the 1991 SPARE Beaumont Survey. SPARE states the house was built c. 1939. The property was listed as an example of a common 1930's and 1940's house. Exhibits are attached. Roof pitches are low or intermediate, rather than steep as in the preceding Tudor style. Eaves and rake are close, rather than over- hanging as in the succeeding Ranch style. Usually, but not always, there is a large chimney and at least one front -facing gable, both echoing Tudor features. In fact, many examples suggest Tudor cottages with the roof line lowered and detailing removed. These houses were built in great num- bers in the years immediately preceding and following World War 11; they commonly dominate the large tract -housing developments of the period. As the photographs show, they were built of wood, brick, stone, or a mix- ture of these wall -cladding materials. Although most were relatively small one-story houses, occasional two-story examples are also seen. More com- monly, two-story houses of the period have extra detailing and represent late examples of one of the traditional Eclectic styles, usually Colonial Re- vival or Monterey. l 2 S 478 Modern
