HomeMy WebLinkAbout12-9-91 HLC MinutesThe December 9, 1991 Meeting of the Historical Landmark Commission was called to order by Vice Chairman Mary Jane Buttrill. The following Commissioners were present: Commissioner Chaison Commissioner Deshotel Commissioner Foy Commissioner Hamilton Commissioner Lefler Commissioner Pullig Commissioner Sutton Commissioner Warton Staff present: Kirt Anderson, Planning Director, Shanna Etie, Recording Secretary. Also present: Mayor Evelyn Lord, Councilman Andrew Cokinos, Danny Daniels, Housing Administrator, Steve Behrens, Chief Mechanical Inspector, Building Codes, Lawrence Baker, Field Supervisor, Building Codes, and Rob Clark, A & E Design. APPROVAL OF THE MINUTES Commissioner Lefler made a motion to approve the minutes of the November 11, 1991 meeting. Seconded by Commissioner Deshotel. Motion carried 8:0. REGULAR MEETING A) Chairman's Report: No report. B) Committee Reports: Marker Committee: No report. Marketing Committee: No report. MD TIT S Landmark Commission Meeting December 9, 1991 Conference Committee: The Beaumont History Conference is scheduled for January 18, 1992, from 8:30 a.m. to 3:00 p.m., at the John Gray Institute Auditorium. The conference will feature ten presentations devoted to Beaumont history topics presented by local, state and national professional and amateur historians. The Beaumont Landmark Commission is listed as a co-sponsor. The cost is $15 per person and the registration deadline is January 13, 1992. Education Committee: No report. Bylaws Committee: The Tejeda Bill is still in the process of being approved. It has to go to the Planning Commission for a joint hearing before going to Council. Catalog Committee: Kirt Anderson received a response to the national nomination from the Texas Historical Commission. They have a handful of things that they want us to respond to. Kirt intends to call this summer's intern Michele Praught and see if she is still interested in the national nomination. Then we will have to take it ourselves and finish the response and send it back to the state. Building Committee: A response was received from the Texas Historical Commission concerning the Kansas City Depot. Rob Clark, A & E Design, came forward at this time to give us the remarks from the THC. We requested a review of the drawings based on the states perspective. They did have one major change that we will be addressing in the renovation project. The main change is to rethink the roofing design that we are planning. They would like us to use an asphalt roof to bring it into a 50's date. We are starting some of the preliminary work on the depot, but the main working phase will probably commence January 1, 1992, and be completed in a week or so. Mr. Clark suggested that we have one final review so that they will be aware of any additional alternates that we might be bidding on in terms of landscaping, paving, etc. (Arrival of Commissioner Warton) 2 MIIVi)1BS { ) Landmark Commission Meeling December 9, 1991 C) File 91-TE-5 He,gele/Friedman Tax Abatement Certification Commissioner Lefler made a motion that the Landmark Commission finds that the Hegele/Friedman Building improvements have substantially met the requirements for tax exemption and that under Section 25-61 of the Code of Ordinances of the City of Beaumont, we recommend to the City Council that tax exemption be granted to these buildings. Seconded by Commissioner Deshotel. Motion carried 9:0. D) December Demolitions Steve Behrens, Chief Mechanical Inspector, Building Codes Department, presented forty-eight (48) structures that have been tagged by the city as being substandard and in need or repair or removal. All forty-eight (48) are over fifty (50) years old and fifteen (15) are listed in the SPARE Beaumont Survey. The structure at 1347 Johns has a point value of 70. The structure at 2105 Rusk is listed within a proposed historic district in the 1990 SPARE survey. The building at 802-50 Orleans, the Lombardo Building, is listed in the 1989 SPARE survey as an individual building eligible for national listing. Staff has recommended in the past that 70 points or greater represents local historical value which would be similar to being within a proposed historic in the 1989, 90, and 91 SPARE Surveys. These structures will be forwarded to the Texas Historical Commission for a determination on demolition using federal money. The state may recommend demolition, additional documentation before demolition, or no demolition with federal money. The Landmark Commission is requested to forward its recommendation on the historical value of each structure to aid the state in its determination. Commissioner Pullig made a motion to accept staff recommendation on 44 of these properties to be demolished, with the exception of 1488 Louisiana, 1348 Johns, 2105 Rusk, and 802-50 Orleans. Motion carried 9:0. Affordable Housing Prop -rams Danny Daniels, Housing Administrator, outlined some of the housing programs that the City of Beaumont operates. These include the Affordable Housing Program, which consists of the complete construction of 12 new homes in the Charlton -Pollard 4 MRRJTES Landmark Commission Meeting December 9, 1991 area on Sherman Street; IHDC, Innovative Housing Development Corporation, which assists first time home buyers in the purchase of existing homes throughout the City of Beaumont, last year IHDC assisted 50 new first time home buyers in the City of Beaumont, top price at $36,000, these homes are targeted for the low and moderate income families; Rehabilitation Program for structures that are owner occupied, the maximum for the individual grant is $15,000 for repair work, required by HUD to address code compliance on these structures; there is an Emergency Rehabilitation Program, which allows us to spend $5,000 for such items as a roof repair, plumbing repairs, heating, and those type items that could be considered as a health or safety hazard in that structure, usually the structures are those that we cannot work through the Rehabilitation Program; Urban Homestead Program, which consists of ten homes, five that were donated by the RTC and we purchase five, these homes have to be rehabilitated for $10,000 a piece, the recipient of the home is responsible for getting that loan, targets low income families; Co -Op Program with BISD and their vocational training school, they are constructing one home that will be placed out in census tract 17, hopefully this program will continue, producing one structure a year. The city is participating with the Habitat for Humanity to build 14 new, low income homes, $10,000 per structure for three homes will be contributed by the city for construction. The first home is being totally paid for by Steinhagen and the next home will be one that the city participates in. The program for Human Services, which is located in Orange, handles emergencies on owner occupied structures, they are very limited in what they can do, they are a non-profit organization, which relies on grants and donations. Beaumont Housing Authority, which has a moderate rehabilitation program. HOME, funding will be forthcoming in 1992, expands the supply of decent, safe and affordable housing, strengthens state and local governments' affordable housing programs, and provides federal financial and technical assistance to support these efforts. HOME can be used for new construction, site improvements, acquisition, moderate rehabilitation, substantial rehabilitation, and tenant -based rental assistance. F) 1992 Meeting Calendar Commissioner Lefler made a motion to accept the meeting dates as outlined in the memo, for the Landmark Commission, for the year of 1992. Seconded by Commissioner Foy. Motion carried 8:0. There being no further business the meeting was adjoumed. 5
