HomeMy WebLinkAbout1-13-92 HLC MinutesThe January 13, 1992 Meeting of the Historical Landmark Commission was called to order by Chairman Bessie Chisum. The following Commissioners were present: Commissioner Milton Bell Commissioner Mary Jane Buttrill Commissioner Joseph Deshotel Commissioner Jessica Foy Commissioner Sam Pullig Commissioner Walter Sutton Commissioner Lory Warton The following Commissioners were absent: Commissioner Bruce Hamilton, excused absence Commissioner M. L. Lefler, excused absence Commissioner Raymond Chaison Staff present: Kin Anderson, Planning Director, Carla Gigliotta, Recording Secretary. Also present: Danny Daniels, Housing Administrator, Arlana LeBlanc, Housing Program Specialist, and Councilman Cokinos, APPROVAL OF THE MINUTES Commissioner Deshotel made a motion to approve the minutes of the December 9, 1991 meeting, with the following correction, on page 4 under December Demolitions, after a motion by Commissioner Pullig and a second, the motion carried 6:2, with an abstention from Commissioner Hamilton, Approval of minutes seconded by Commissioner Bell. Motion carried 7:0. REGULAR MEETING A) Chairman's Report: Chairman Chisum informed the Commissioners that Carolyn Howard is the new Main Street Director for Beaumont. She asked everyone to please help her in any MINUTES r Landmark Commission i Meeting January 13, 1992 way you can. She will be trying to understand what the network is and expand that network. The mayor asked me to convey to you that we have an appointee for Johnny Walker. The new Commissioner is Dr. Charles Walker, who is a Historian. The mayor also asked me to relate to you about Columbus Day or American Native Population Day. She has asked Dr. Charles Turco to develop activities for our area to observe Columbus Day. The Landmark Commission will be actively involved in whatever is invented. A meeting is scheduled for 10:30, Thursday morning. I will represent the Landmark Commission at the meeting. I will Iet you know by a phone call or a letter what is expected of you on that day. Everyone is welcome to attend the meeting. Commissioner Pullig made a suggestion that children should be involved as much as they can; churches, Cub Scouts, etc. B) Committee Reports: Marker Committee. No report. Marketing Committee: No report. Conference Committee: Commissioner Sutton advised the Commission that the Beaumont History Conference is scheduled for Saturday, January 18, 1992, at the John Gray Institute, starting at 8:30 a.m. and lasting unlit 3:00 p.m. The cost is $15 per person and the registration deadline is January 13, 1992. Commissioner Buttrill informed the Commission that the photos from the picture taken during Preservation Week are ready. The cost will be $10 each. Education Committee: No report. Bylaws Committee: Mrt Anderson advised the Commission that the Tejeda Bill, Senate Bill 923, was approved by City Council. Catalog Committee: No report. r 2 M] NU rES Landmark Commission Meeting January 13, 1992 Building Committee: We have received information on the Multiple National Listing. Michele Praught has agreed to continue with this project. The state has gone through the application and made some notes on things that need to be corrected. After going back over the listing it will then be sent to the state staff in Austin. They will then put together the final document and schedule it to go before the commission. If accepted, it will then be sent to Washington so that they can do the final acceptance. The CLG Grant was submitted at the end of November, 1991. Should hear something any day now. Housing Rehabilitation Reviews: Arlana LeBlanc, Housing, came at this time to discuss the Housing Rehabilitation Program. We have slated approximately 12 structures located in the Census 17 area, which would be the South end part of town, being Brooklyn, Irving and Madison. Presented to you are seven of the homes which we anticipate rehabilitating. The work that the city is looking to do on these structures will primarily be interior work, such as plumbing, aiding in the wall interior, etc., to bring the home up to code. We are now looking at the standard housing code, as opposed to the minimum housing code, which allows us to do a lot more interior work than before. This is primarily the same questions that we are presenting to you as we did a couple of months back. Kirt Anderson summarized that housing rehabilitation includes structures that need rehabilitation improvements. The people that own these structures are entitled to apply for rehabilitation loan money to do improvements. Since the money is federal money, those improvements require an environmental assessment. On that assessment, if it's pre-1950 or designated historical, either local, state, or national, it has to go through a Section 106 review. A stage of that 106 review, ie., we are giving comments to the state historic preservation officer whether we think there is historical value to it and if the proposed improvements are compatible with that or not. Commissioner Pullig made a motion that the Commission finds no historical significance that would impede the rehabilitation program, and that we do recommend the homes for rehabilitation. Seconded by Commissioner Deshotel. Motion carried 7:0. MMUTES Landmark Commission Meeting January 13, 1992 Affordable Housing Programs: The HOPE Program (Homeownership and Opportunity for People Everywhere) is designed to replace the Urban Homesteading Programs, which the City of Beaumont currently runs. The program includes three general groups: (1) Public and Indian Housing; (2) Multifamily; and (3) Single family. You must have a third party non- profit, 501 3C corporation as the body that would actually be doing the grant. The non-profit corporation would take ownership of the property and they would then rehab it and put a low to moderate income person in the house. HUD has set up criteria for this non-profit corporation, including 1/3 of its board members as low income, they also have to have a proven capability for handling housing type programs, which would put us at a minimum of one year, considering this non-profit funding. This will put us in the position of looking for existing non-profit corporations that can fall into these categories. We will not be able to create a non- profit and have them qualify for this funding. We currently have the IHDC, which is Innovative Housing Development Corporation, we feel that they will qualify. These specifics mainly require to HOME, we do not yet have all of the specifics on the HOPE Program. (Arrival of Commissioner Warton) Chairman Chisum would like to see about getting up a one day conference to discuss the different Housing Programs that are available. Commissioner Warton made motion to have Commissioners meet with city staff to discuss funding. Seconded by Commissioner Deshotel. Motion carried 7:0. Kirt Anderson will be attending the Main Street Program in Austin. There being no further business the meeting was adjourned. 4
