The following Commissioners were present: Commissioner Milton Bell Commissioner Mary Jane Buttrill Commissioner Raymond Chaison Commissioner Jessica Foy Commissioner Bruce Hamilton Commissioner M.L. Lefler, Jr. Commissioner Sam Pullig Commissioner Walter Sutton Commissioner Charles Walker Commissioner Lory Warton The following Commissioners were absent: Commissioner Joseph Deshotel Staff present: Kirt Anderson, Planning Director, Shanna Etie, Recording Secretary. Also present: Councilman Andrew Cokinos, Kayla Bazar, Administrative Assistant, Main Street, and Lawrence Baker, Field Supervisor, Environmental Health. APPROVAL OF THE MINUTES Commissioner Lefler made the motion to approve the minutes of the March 9, 1992 meeting, with modifications (modifications made on the filed minutes). Approval of the minutes seconded by Commissioner Walker. Motion carried 10:0. REGULAR MEETING A) Chairman's Report: } Chairman Chisum acknowledged the Commissioners that attended the Main Street Day ceremony. It was the largest turnout for the opening of a Main Street Day MIId JM Landmark Commission Meeting April 13, 1992 kickoff in Texas, to date. Ms. Bullock and Mr. Tunnel were pleasantly surprised. There were good marks for the support and enthusiasm that was displayed by all who attended the ceremony. Kayla Bazar, Carolyn Howard's assistant with Main Street, thanked all of the Commissioners for attending the Main Street Day ceremony. The Commission helped make the event very successful and everyone at Main Street appreciates their support. B) Committee Re rts: Chairman Chisum presented the new committee assignments. The new chairmen are as follows: Commissioner Bell - Chairman of Marker Committee with Commissioners Hamilton and Walker Commissioner Buttrill - Chairman of Marketing Committee with Commissioner Foy Commissioner Pullig - Chairman of Conference Committee with Commissioner Chaison Commissioner Deshotel - Chairman of Education Committee Commissioner Warton - Chairman of Bylaws Committee with Chairman Chisum Commissioner Sutton - Chairman of Catalog Committee with Commissioners Hamilton and Foy Commissioner Lefler - Chairman of Building Committee with Commissioners Walker and Chaison Marker Committee: No report. Marketing Committee: No report. Conference Committee: Commissioner Pullig handed out a draft schedule for the conference this fall. If any of the Commissioners have any suggestions or changes, please let Commissioner Pullig or Kirt Anderson know. A tentative date for the conference is set for late September. The Golden Triangle Housing Authority Association, Inc. will be holding a seminar on Tuesday, April 14, 1992, at 9:00 a.m. to 3:30 p.m., at the Beaumont Civic Center, focusing on Fair Housing - Sharing the Responsibility. The purpose of the workshop is to acquaint and inform the public of the major provisions of the Fair Housing Amendments Act and to discuss housing initiatives in the Golden Triangle area. If any of the Commissioners are able to attend, please do so. I � 2 hHNUT S Landmark Commission Meeting April 13, 1992 Education Committee: Commissioner Foy invited everyone to the McFaddin Ward House to view the 1907 carriage house which has just been opened. Bylaws Committee: No report. Catalog Committee: The Commissioners received the SPARE Beaumont Update I1I, 1991 CLG survey report, completed by intern Leslie Sharp. The entire document is three notebooks thick. Permanent copies will be sent to the three city libraries, Jefferson County Historical Commission, Beaumont Heritage Society, Planning Division's library, and staff offices. Building Committee: Commissioner Pullig suggested that instead of addressing all of the structures up for demolition, it would be easier to delegate the review of the structures to the Building Committee or a sub -committee that would drive by and examine the structures, reporting only on those that are on the SPARE Beaumont Survey, because they have been identified at some point in time as having historical significance or those that might have some historical significance. Then make a recommendation to the Commission as to those structures that are of historical significance, thus saving a great deal of time. (Arrival of Commissioner Warton) Commissioner Lefler made the motion for the Building Committee to inspect the structures up for demolition and report on those which are not historical and review only the historical structures in order to save time. Commissioner Pullig seconded the motion. Commissioner Hamilton believes this is a good idea, but thinks that this should be a job for the Catalog Committee instead of the Building Committee. Commissioner Lefler amended his motion to include both the Building Committee and the Catalog Committee to examine the structures up for demolition for recommendation to the Commission. Commissioner Pullig seconded the amended motion. Commissioner Warton moves the question. Question seconded by Commissioner Pullig. Final vote on Commissioner Lefler's motion to form a task force formed of the Catalog Committee and the Building Committee to review demolitions prior to presentation. Motion carried 11:0. At this time the Commission meeting was closed and reopened as a public hearing. f � 3 M MUTi s Landmark Commission Meeling April 13, 1992 C) Public Hearin Chairman Chisum opened the public hearing on the subject of considering the designation of certain property at 1109 North Street as an Historical -Cultural Landmark Preservation District with an H-C overlay. At this time, Kirt Anderson presented the case for the staff. This is a request for a Historical -Cultural Landmark Preservation District overlay, which is a zoning overlay, for property located at 1109 North Street. The staff is recommending approval of the request based on the fact that the applicant has demonstrated his satisfactory compliance with at least six of the ten criteria required for establishing the H-C overlay. In order for the Landmark Commission, the Planning Commission, and City Council to approve and accept this property as historically significant at a local level it must be found that the property complies with at least one of ten criteria outlined in City ordinance. Dr. Jack McNeill, the property owner, is in the process of wanting to restore this structure. In order to do so, using preservation loan monies, Dr. McNeill wishes to bring the property forth for historical designation. The Holmes Duke House, also owned by Dr. McNeill, is located across the street, which is a National Register property and a recorded Texas Historic Landmark. A public hearing involves notification of surrounding property owners and notification in public newspaper, all of those have been posted. Staff has also advertised for a public hearing with the Planning Commission at their next joint hearing, scheduled for next week. That will allow the consideration to go on to City Council for action. The Landmark Commission's recommendation will be forwarded to both the Planning Commission and City Council. Notices were mailed to 15 property owners, as of this date, we have not received any responses in writing either in favor or in opposition of this request. Staff concluded their presentation at this time and turned it over to the applicant, Dr. Jack McNeill. Dr. McNeill said that he appreciates the Landmark Commission's consideration for restoration of this property. Dr. McNeill would like to restore the property for rental purposes, either residential or professional. Speaking in favor of the request at this time was Mr. Jack Baxter, representing the Sabine Tabernacle, which is located north of said property. The church is in favor of the request, but does not want the structure rented to someone that would put something in there that would be detrimental to the church. Commissioner Lefler made the motion to grant Historical -Cultural Landmark Preservation District H-C to this property. Commissioner Pullig seconded the motion. Motion carried 11:0. Public hearing was concluded at this time. 4 MINUTES Landmark Commission Meeting April 13, 1992 D) HC-26 Loan Kirt Anderson presented loan file #26-HC for the property which was just considered for designation. Dr. McNeill is requesting funds from the Historical Preservation Loan Fund for restoration of the house located at 1109 North Street. He has submitted a request for $18,782.50, to be repaid over a ten year note. The property is zoned GC -MD (General Commercial Multiple Family Dwelling), which does allow business and various type uses, including residential. The proposed work includes rebuilding the south wall beams to level the house, replace parts of the siding and corner boards, rebuild the porches, replace a window, rebuild four brick piers and remove a storage area not original to the house. The entire house and porches are to be re -roofed, 31 window panes to be replaced, rewiring and improving the electrical system, and re -plumbing the house. The Housing Rehabilitation Division of the City of Beaumont has run a credit check on the applicant and has found the applicant's credit status worthy. At this point in time, staff feels that it would be a good loan to recommend, thus, forwarding it to City Council. Commissioner Pullig made the motion to accept staff recommendation on the referenced loan file HC-26, and that we pass our recommendation to City Council for their approval of this loan application by Dr. Jack McNeill, Commissioner Walker seconded the motion. Motion carried 11:0. E) Historical Preservation Loan Fund Report Currently the funds available for loan are $151,962,36. The KCS Depot will require a total of $127,718.75 for the project and loan HC-26, the 1109 North House, is a request for $18,782.50. This will leave a balance of $15,239.40 for new loans. F) KCS Depot Report City Council awarded the restoration contract for the KCS Depot to Jleeco Builders. The total contract will be for $101,009. In addition, the landscaping contract will be awarded to Hamlin Nursery for $6,931.46. Architectural fees are $9,500 plus $278.29 for printing. Finally, there is some very critical brick work that is to occur with cost estimated at $10,000 to $12,000. Total project cost will be $127,718.75 to $129,700. The Notice to Proceed should be issued at the end of April or the first of May to Jleeco, and a date needs to be set for the ground opening ceremony. It is also time for the Landmark Commission to begin the task of finding a party to lease the structure, so that the structure does not sit vacant once restoration is complete. (Departure of Commissioner Buttrill) MII+iUTPS Landmark Commission j } Meeting April 13, 1992 G) Demolition Review Lawrence Baker, Field Supervisor, Environmental Health, presented fifty-two (52) structures that have been tagged by the City as being substandard and in need of repair or removal that potentially have historical significance. Aft fifty-two (52) are pre -nineteen fifty (1950) and seventeen (17) are listed in the SPARE Beaumont Survey. Three have a point value of 70; 1435 and 1445 Broadway and 1273 Liberty. 2095 Forrest has a value of 50 points as part of a residential grouping. Three houses at 1148, 1156, and 1162 Ashley are listed within the proposed Working Class historic district in the '90 SPARE Survey. Three houses at 720 Avenue B, 1425 College, and 1501 Gilbert are within the proposed Southend historic district in the '91 Spare Survey. Five houses at 1435 and 1445 Broadway, 1208 Harrison, 1157 Liberty (three structures) and 1273 Liberty are listed within the proposed Northend historic district in the '89 SPARE Survey. Three houses at 1390 Grand, 750 Neches and 1320 Evalon are listed within the SPARE Surveys, but are not within a proposed historic district. At this point, none of these structures are designated as a local, state or national historic district. These structures will be forwarded to the Texas Historical Commission for a determination on demolition using federal money. The Beaumont Historical Landmark Commission is requested to forward its recommendation on the historical value of each structure to aid the state in its determination. (Departure of Commissioner Warton and Commissioner Lefler) Commissioner Pullig made the motion to accept staff recommendation on 24 of these properties to be demolished and sent to the State of Texas for their determination. The Commission recommended that the structures located at 1148 Ashley, 1156 Ashley, 1162 Ashley, 720 Avenue B, 1135 Bolivar, 1232 Euclid, 3883 Fonville, 1435 Broadway, 2365 Poplar,1901 Park,1901 Park (Rear), 2325 Park, 2325 Park (Garage), 2395 Orange, 818 Catalpa, 1425 College (Comm), 1725 Cottonwood, 2095 Forrest, 1595 Grand,1208 Harrison,1501 Gilbert, 985 Harriot, 4513 Kenneth, 2115 Joachimi, 1273 Liberty, and 750 Neches (Comm), not be approved for demolition. Commissioner Bell seconded the motion. Motion carried 8:0. H) Historic Preservation Week Historic Preservation Week is May 10-16 this year. This year the theme is "Preservation brings history to life!" The opportunity to have a ground breaking event at the KCS Depot is recommended for this years preservation week highlight, as well as a proclamation by City Council. A tentative date has been set for Monday, May 11, at 2:30 p.m. prior to the Landmark Commission meeting, Part of the proclamation that will be presented at Council on Tuesday, May 12, will itemize the original Commissioners of the Landmark Commission. The Commission is now 11 years old. 6 WUNU19:s Landmark Commission Meeting April 13, 1992 Commissioner Lefler made the motion to accept the proclamation at Council to itemize the original Commissioners of the Landmark Commission. Commissioner Warton seconded the motion. Motion carried 11:0. Commissioner Johnny Walker resigned awhile back and has been the historian for ail of the city limits of Beaumont for a long time. It would be appropriate to recognize and honor Mr. Walker at City Council. Commissioner Pullig made the motion that during Preservation Week at City Council Commissioner Johnny Walker be recognized and honored. Commissioner Foy seconded the motion. Motion carried 11:0. Chairman Chisum suggested that BUILD's Main Street group visit with the owners of the buildings in downtown that are national register. Perhaps banners could be made and hung on the buildings displaying their historical designation. 1) Barkentine Ci of Beaumont The Beaumont Mayor's office, the Beaumont Historical Landmark Commissioner and the "City of Beaumont" Barkentine Task Force invite the public to attend a reception on Monday, April 27 at 5:00 p.m. in the lobby of City Hall for the installation of the ship model, "City of Beaumont." There being no further business the meeting was adjourned.
