HomeMy WebLinkAbout6-8-92 HLC Minutes3 The June 8, 1992 Meeting of the Historical Landmark Commission was called to order by Chairman Bessie Chisum. The following Commissioners were present: Chairman Bessie Chisum Commissioner Milton Bell Commissioner Mary Jane Buttrill Commissioner Jessica Foy Commissioner M.L. Lefler, Jr. Commissioner Sam Pullig Commissioner Walter Sutton Commissioner Charles Walker The following Commissioners were absent: Commissioner Raymond Chaison, excused Commissioner Joseph Deshotel Commissioner Bruce Hamilton Commissioner Lory Warton, excused Staff present: Kirt Anderson, Planning Director, Shanna Etie, Recording Secretary. Also present: Councilman Andrew Cokinos, and Brian Smith, summer intern. APPROVAL OF THE MINUTES Commissioner Lefler made the motion to approve the minutes of the May 11, 1992 meeting. Approval of the minutes seconded by Commissioner Bell. Motion carried 7:0. REGULAR MEETING A) Chairman's Report: Chairman Chisum is going to request to BUILD that the Landmark Commissioners be added to their mailing list. MMUTPS Landmark Commission Meeling June 8, 1992 (Arrival of Commissioner Foy) B) Committee Reports: Marker Committee: Historical marker was installed on Wednesday, May 13, at 6:00 p.m., at Rose Owens house located at 1835 Pennsylvania. Marketing Committee: The sale of banners for Preservation Week worked out very well. A total of 40 banners were sold. Thanks goes to all the people who sold or hung banners. There was good coverage in the newspaper on the KCS groundbreaking. Johnny Walker received his resolution at City Council for emeritus status of the Historical Landmark Commission. Conference Committee: Commissioner Pullig will give a full report on the affordable housing conference next month. Commissioner Sutton said that August 1, 1992 is the deadline for registration to enter papers for the Beaumont History Conference. Education Committee: No Report. Bylaws Committee: No Report. Catalog Committee: A subcommittee was formed from the Catalog and Building Committee about two months ago to pre -preview the demolitions because of lengthy lists. Come to find out these long lists were going on for about a year was a back log from several years back. These long lists will not continue to happen. The subcommittee is no longer necessary to review these lists of demolitions. 2 MnYUTFS Landmark Commission Meeting June 8, 1992 Commissioner Lefler made the motion to disband the subcommittee formed from the Catalog and Building Committees. Commissioner Sutton seconded the motion. Motion carried 8:0. Kirt Anderson introduced Brian Smith, planning intern. Brian will be looking at our inner city neighborhoods around downtown. He will come up with zones, districts, or units for the neighborhoods. Historic preservation will tie in with the planning research. The two preservation interns will be coming next week to work on the national nomination and the SPARE Beaumont Survey. The intern working with the national nomination will pick up on that of the fire stations. The intern working on the SPARE Beaumont Survey will be working in the Charlton Pollard area. Building Committee: The Texas Historical Commission has found the structures listed below eligible for listing in the National Register. 2398 Ave. A 1054 Harrison Ave. 1012 Ave. B 1348 Johns St. 2224 Ave. E 1106 Long Ave. 1148, 1156, 1162 Ashley Ave. 150,160,170 Orange Ave. 850, 870-876, 880, 890, 892, 894 Bonham 802-850 Orleans St. 701, 1505 Forsythe St. 2325, 2355 Park The state has recommended that the structures be moved into the City's rehabilitation program. The city has several options on these structures. The property owner may dispose of the property, the city may demolish with non federal money, the city may cause repairs through rehab programs, the city may enter a Memorandum of Agreement (MOA) with the TEC and the (federal) Advisory Council on Historic Preservation on the overall effect of the proposed demolition on the structures, the city may identify other options, or simply do nothing, a solution that will lead to more problems. There will be an update next month on the structures and where they stand. Restoration has begun on the structure located at 1109 North Street, which was purchased by Dr. Jack McNeill. C) KCS Depot - Tenant search It is time to start looking for a tenant to rent the KCS Depot, which is owned by the City of Beaumont. Contractors are under construction and the state has surveyed and tagged the property lines. Commissioner Lefler made the suggestion that the KI MRiUrns Landmark Commission Meeting June S, 1992 depot might be an ideal location for a convention and visitors information station, operated by the Convention and Visitors Bureau of the City of Beaumont. If not it would be wise to retain a realtor. It can be done by forming a subcommittee or leave it up to City Purchasing and resources. Central Services would handle the lease agreements and advertisement in the newspaper. There being no further business the meeting was adjourned. 4
