HomeMy WebLinkAbout11-9-92 HLC MinutesThe November 9, 1992 Meeting of the Historical Landmark Commission was called to order by Chairman Bessie Chisum. The following Commissioners were present: Chairman Bessie Chisum Commissioner Raymond Chaison Commissioner Milton Bell Commissioner M.L. Lefler, Jr. Commissioner Sam Pullig Commissioner Debra Kay Johnson Commissioner Jessica Foy Commissioner Mary Jane Buttrill Commissioner Walter Sutton The following Commissioners were absent: Commissioner Bruce Hamilton Commissioner Charles Walker Commissioner Lory Warton Staff present: Kirt Anderson, Planning Director, Patsy Ellis, Recording Secretary, Nicholas Karavolos, Planner. Also present: Councilman Andrew Cokinos, Sterling Pruitt, Assistant City Manager, Richard Chappell, Community Development Director, and Lawrence Baker, Environmental Health. APPROVAL OF THE MINUTES Commissioner Lefler made the motion to approve the minutes of the October 12, 1992 meeting. Approval of the minutes was seconded by Commissioner Bell. Motion carried 9:0. REGULAR MEETING A) Chairman's Report: Chairman Chisum distributed the front page of the Tyrrell Library journal. She stated that on November 16 the annual meeting of the Tyrrell Library Association MU4LT FS Landmark Commission Meeting November 9, 1992 and that John Crane of the Summerlin Foundation of Dallas would be the featured speaker. Ms. Chisum also introduced Richard Chappell, Community Development Director, who will be a regular member of the meetings. B) Committee Reports: Marker Committee: No Report. Marketing Committee: No Report. Conference Committee: Commissioner Pullig reported that January 9th is the date for the Neighborhood Preservation Conference in Beaumont. Mayor Elizabeth Rhea of Rock Hills�S.C. will be the keynote speaker. The conference will be held at the Julie Rogers Theater. Chairman Chisum introduced a listing of different committees for names and addresses for the conference mail -out. Chairman Chisum also reported on the attendance at the Brownsville confernece. She stated that Commissioner Chaison, Kirt Anderson, Sam Pullig, Mary Jane Buttrill and herself attended the conference. She also stated that further discussion on the conference would be tabled until the December meeting when individual reports will be made. Education Committee: No Report Bylaws Committee: No Report. Catalog Committee: No Report. Building Committee: Chairman Chisum introduced Mildred Hall and Pat Gilbert who are active in the Jefferson County Historical Commission. Ms. Hall reported on Crockett Middle School, designated as a Recorded Texas Historical Landmark. A workshop is planned for discussion of Crockett Middle School on November 17,1992 at 5:30 p.m. 2 C) D) E) to] MINUTES Landmark Commission Meeting November 9, 1992 Mr. Kirt Anderson introduced Mike Mathews who has been working on the Santa Fe Depot and who has submitted an application for tax abatement on this property. Commissioner Lefler made a motion to recommend to the City Council the granting of tax abatement on the Santa Fe Depot. Commissioner Bell seconded the motion. Motion carried 9:0. Main Street - Camlyn Howard No Report. Certilied Local Government (aQ Annual Report Commissioner Lefler made a motion to approve the Annual CLG Report as submitted. Commissioner Chaison seconded the motion. Motion carried 9:0,e Demolitions Nicholas Karavolos, Planner, offered a VCR film of local houses slated for demolition. These houses are located at: 1470 Stewart 1256 Harriot(Gar. Apt.) 4207 Highland 4140 Ector 2105 Harriot 2510 Harriot 2675 Southerland 2550 Southerland 4160 Pradice 2775 Rockwell 3070 Roberts 920 Elm 808 Maple 1305 & 1365-95 Crockett 2024 Tuland 2078 Tulane 1335-45 Magnolia 3076 Concord 3080 Concord 3076 Concord (Garage) 4301 Ironton Rehabilitations 4160 Pradice 2775 Rockwell 3070 Roberts 920 Elm 808 Maple Commissioner Pullig made a motion that in regards to the live structures that are listed for rehabilitation, that we forward a motion to the appropriate authorities that these five structures have historical significance. The motion was seconded by Commissioner Sutton. At this time, Chairman Chisum asked Richard Chappell to explain the procedures of the rehabilitation program. This motion carried unanimously, 9:0. 3 MINUrPS Landmark Commission Meeting November 9, 1992 A motion was made by Commissioner Foy to demolish all listed structures with the exception of #'s 3, 4, 5, 7, 9, 21 & 22, these having potential local historic value. The motion was seconded by Commissioner Pullig. Motion carried 9:0. Commissioner Foy had to leave at this time. E) CLG '93 Grant R uest Kirt Anderson listed four (4) items the commission would send to Council for approval on the 1993 CLG Grant application. (1) For the council to subsidize the cost of sending commissioners to the state conference. The state conference will be held in April, 1993; (2) to continue with the SPARE Beaumont Survey; (3) a continuation of more nomination work; and, (4) to do an educational brochure. Commissioner Lefler made the motion to apply for the 1993 grant. The motio? was seconded by Commissioner Chaison. The motion carried 8:0. There being no further business the meeting was adjourned. { 4
