The following Commissioners were present: Chairman Bessie Chisum Commissioner Milton Bell Commissioner Mary Jane Buttrill Commissioner Raymond Chaison Commissioner Jessica Foy Commissioner Bruce Hamilton Commissioner Debra Kay Johnson Commissioner M. L. Lefler Commissioner Sam Pullig Commissioner Walter Sutton Commissioner Charles Walker Commissioner JoAnn Stiles Staff present: Kirt Anderson, Planning Director; Patsy Ellis, Recording Secretary; Nicholas Karavolos, Planner; Rick Bailey, Planning Technician. Also present: Councilman -at -Large Andrew Cokinos; Sterling Pruitt, Assistant City Manager; Lawrence Baker, Environmental Health. APPROVAL OF THE MINUTES Commissioner Lefler made the motion to approve the minutes of the January 11, 1992 meeting. Approval of the minutes was seconded by Commissioner Pullig. Motion carried 12:0. REGULAR MEETING A) Chairman's Report: Chairman Chisum introduced JoAnn Stiles, the new Landmark Commissioner and welcomed her to the commission. MINUTES Landmark Commission Meeting February B, 1993 B) Committee Reports: Marker Committee: Commissioner Bell reported on the marker presentation for the Santa Fe and KCS Depots which took place at 2:45 P.M. for the KCS Depot and 3:15 P.M. for the Santa Fe Depot before the regular meeting of the Landmark Commission at 4:00 P.M. Marketing Committee: Commissioner Buttrill asked for and was granted the authority to pick a committee to plan the activities for National Preservation Week to be held the second week of May. A motion by Commissioner Hamilton and a second by Commissioner Bell carried 12:0. Conference Committee: Commissioner Pullig explained that the annual THCJCLG Conference will be held in Austin on April 30 - May 1, with April 29 as a pre -conference period. A motion was made by Commissioner Hamilton to nominate Kirt Anderson for the Preservation Texas Alliance Outstanding Municipal Employee Award. The motion was seconded by Commissioner Lefler. Motion carried 12:0. Education Committee: Commissioner Foy reported that she, Commissioner Hamilton and Judy Linsley held an interview with George Schaumburg, Sr. The interview was very informative and interesting and that as soon as the tapes are transcribed, copies will be distributed to everyone. Bylaws Committee: No Report. Catalog Committee: No Report. Building Committee: No Report. C) Main Street Report No Report. 2 MINUTES Landmark Commission Meeting February 8, 1993 D) Save Outdoor Sculpture Nicholas Karavolos submitted a report on local historical sculptures located throughout the city. The sculptures that were submitted to the state are: "Passengers From Earth" Keith Park "Our Confederate Soldiers" Weiss Park Dedication to George Millard Pipkin Park "Winning" Civic Center "The Walking Beam" Riverfront Park Dedication to Lamar Lamar University Dedication to Congressman Jack Brooks Lamar University Dedication to Joe Louis Civic Center E) 28-HC - Nicholas Karavolos presented the request to consider an application for the designation of Historical -Cultural Landmark Preservation District. The property is the former Santa Fe Depot Building site at 400 Neches Street. Staff recommends approval of the request. Motion was made by Commissioner Lefler to approve the request. The motion was seconded by Commissioner Hamilton. Motion carried 12:0. F) Santa Fe Tax Certification Nicholas Karavolos presented the request for a Tax Certification on Santa Fe Depot. The motion to approve was made by Commissioner Lefler and seconded by Commissioner Chaison. Motion carried 12:0. G) Demolitions Nicholas Karavolos presented the commission with a list of demolitions. They included: 1111 Hazel - 1235 Magnolia 1277-79 Laurel 950 Avenue F 1395 Forrest 1054 Ashley 2268 Liberty 2032 Irving 2399 Avenue A 1838 Corley A motion was made by Commissioner Pullig that all the aforementioned properties possess local historic significance except 1111 Hazel, 1235 Magnolia, 1395 Forrest and 2032 Irving. The motion was seconded by Commissioner Sutton. Motion carried 8:3. MINUTES Landmark Commission Meeting February 8, 1"3 H) !Nicholas Karavolos reminded the commissioners of the APA Conference "Stability and Growth" to be held at Beaumont Plaza -Holiday Inn on February 23, 1993 beginning at 6:30 P.M. Chairman Chisum reminded the commissioners of the Preservation Day, February 17, 1993 in Austin, Texas. At this point in the meeting, Kirt Anderson turned the meeting over to the new chairman of the commission, Milton Bell. Commissioner Bell presented former Chairman Chisum with a plaque for distinguished service to the Historical Landmark Commission. Chairman Chisum presented Johnny Walker to the commissioners who in turn presented Kirt Anderson with a book from the commission, titled, "Beaumont, A Pictorial History".
