HomeMy WebLinkAbout4-12-93 HLC MinutesThe April 12, 1992 Meeting of the Historical Landmark Commission was called to order by Chairman Milton Bell. The following Commissioners were present: Chairman Milton Bell Commissioner Mary Jane Buttrill Commissioner Jessica Foy Commissioner Debra Kay Johnson Commissioner M. L. Lefler Commissioner Walter Sutton Commissioner Charles Walker The following Commissioners were absent: Commissioner Raymond Chaison Commissioner Bruce Hamilton Commissioner Sam Pullig Commissioner Jo Ann Stiles Staff present: Nicholas Karavolos, Planner; Patsy Ellis, Recording Secretary; Kimberly James, Drafting Technician. Also present: Councilman -at -Large Andrew Cokinos; Carolyn Howard, Beaumont Main Street. APPROVAL OF THE MINUTES Commissioner Lefler made the motion to approve the minutes of the February 8, 1992 meeting and the March 29, 1993 meeting. Approval of the minutes was seconded by Commissioner Walker. Motion carried 7:0. REGULAR MEETING A) Chairman's ReW ; No Report NUNU Es Landmark Commission Meeting April 12, 1993 B) Committee Reports: Marker Committee: No Report Marketing Committee: Commissioner Buttrill announced that the nomination for Kirt Anderson received an Honorable Mention. She stated that anyone noticing some designation of a person or a place in the city. that has carried out the theme of preservation to let her know. Carolyn Howard, Beaumont Main Street, mentioned that the essay contest winners will be announced at the John Jay French Museum on May 11. Commissioner Buttrill stated that the publicity for the week's events would be packaged altogether. Conference Committee: No Report Education Committee: No Report Bylaws Committee No Report. Catalog Committee: Commissioner Sutton requested another copy of the members of the committees. He also stated that he has a notice of the Beaumont History Conference, January 15, 1994. Building Committee: No Report. C) TWell Park Desismation Progress Report Nicholas Karavolos stated that he talked with Luke Jackson of the Parks Department about placing a plaque or marker on the Tyrrell Park historic building. He said that the matter would have to be brought before the Park Advisory Commission. As soon as he hears back from them, their decision will be noted. He also stated that he had faxed them a copy of HC marker contract. D) R uest to consider HC designation of 24341A - 29-HC Nicholas Karavolos presented the report on 29-HC. He stated that staff recommends denial of the request by Mr. Randall Goss. While the subject property meets a number of standards outlined in Section 30-39, the presence of aluminum siding and 2 NfDUJTM Landmark Commisslon Meeting April 12, 1993 replacement windows negates the historic value of the property. Conditional approval might be granted based upon exchange of the aluminum replacement windows in the front of the home with historically compatible wooden windows. The aluminum siding should also be removed. The house is located at 2434 Liberty. Mr. Goss is a citizen of Beaumont and is renovating subject property with the intention of living in this home with his family. Mr. Goss also seeks assistance offered through the historic preservation loan program pending the outcome of the HC overlay request. At this time, Chairman Bell asked if there was anyone to speak in favor of this request. Mr. Randall Goss, owner of the property, asked to speak in favor of the request. Mr. Goss noted that the National Register of Historic Homes does tolerate some aluminum siding. He stated that the aluminum siding was installed some 15-20 years ago and that the siding does not detract from the architectural design of the building. He also stated that there will be no interior or exterior changes to the house other than refinishing what is already there. Commissioner Buttrlll stated that even though the commission is sympathetic to what he is doing and does appreciate that he is renovating the house so well. The Commission's hands are tied because the aluminum siding negates the limited historic value of the property. Commissioner Lefler made a motion to deny the request due to the aluminum siding on the building and the inadequate fulfillment of the criteria of Historical -Cultural Landmark Designation. The motion was seconded by Commissioner Foy. Motion carried 7:0. E) Demolitions Nicholas Karavolos stated that with the exception of 2550 Hazel, there are no demolitions to report at this time. The property is located within a pending historic district and he would like to delay action on it until the district's future is decided. Commissioner Lefler made the motion to defer action on 2550 Hazel St. until the McFaddin-Averill Oaks study is completed. The motion was seconded by Commissioner Walker. Motion carried 7.0. F) Secre of the Interior's Guidelines for Historic Preservation Rehabilitation Discussion At this time, Chairman Bell turned the floor over to Nicholas Karavolos for discussion. Mr. Karavolos stated that at this time he wanted to entertain any questions the commission might have concerning the guidelines packet. If approved, he would like to include them in the HC Loan ptocess to avoid situations where 3 M NUrEs Landmark Commission Meeling April 12, 1993 unqualified homes are being pursued for HC designation. Chairman Bell requested a status of funds for HC loans. The information he requested is as follows: amount of monies loaned to -date; amount of monies paid back; remaining monies in account; and, how to get more money into the account. A motion was made by Commissioner Lefler to request an accounting of the revolving loan fund. The motion was seconded by Commissioner Buttrill. Motion carried 7:0. A motion was made by Commissioner Lefler to accept the guidelines as mailed. The motion was seconded by Commissioner Sutton. Chairman Bell then asked Mr. Karavolos if these are the guidelines to be used. Mr. Karavolos stated that he would like to include the guidelines in the HC loan packets. The motion was voted on and carried 7:0. G) Save Outdoor Sculpture Information Nicholas Karavolos stated that even though staff feels that this is a worthwhile project, time is limited where he is concerned. Training is a requirement for anyone else to do it. Discussion followed with no decision made. H) Other Business Mr. Karavolos reported that Judy Linsley and Rebecca Woodland working are on the multiple listing. Anticipated completion is late June. Mr. Karavolos stated that he would like to request of HC applicants the standard 21 days, including weekends and holidays, prior to the hearing of the Landmark Commission to have time to process the application. Commissioner Lefler made a motion that the application be submitted 21 days prior to the Historical Landmark Commission meeting. The motion was seconded by Commissioner Johnson. Motion carried 7:0. There being no further business, the meeting was adjourned. 4
