Also present: Councilman -at -Large Andrew Cokinos; Councilman Lulu Smith; Carolyn Howard, Beaumont Main Street. APPROVAL OF THE MINUTES Due to the lack of a quorum, approval of the September 12, 1994 minutes was postponed until the next regular meeting. PUBLIC HEARING 1) File CA-84: Postponed for lack of quorum. M24UTM Landmark Commission Meeting October 10, 1994 2) Oaks Historic Loan Fund: Postponed for lack of a quorum. 3) CLG Grant: Stephen Richardson stated that the application for the 1995 CLG Grant was sent to Austin on September 30th and at this time is awaiting their decision. It will be a continuation of SPARE and will involve the hiring of Judy Linsley to work on it with the help of volunteers. 4) Cost of City of Beaumont Historical Markers: Postponed for lack of quorum. 5) Revolving Loan Fund - Financial Report: Stephen Richardson stated that as of 9/30/94, the regular fund has approximately $22,000 available and the Oaks fund has approximately $4,000. 6) October/November Calendar of Events: Chairman Buttrill had a correction on the calendar of events. Dean Terrebonne's marker ceremony is scheduled for October 21st instead of November 21st as stated on the calendar. i 1 ul DI III► I 1) Chairman's Report Chairman Buttrill asked Carolyn Howard to report on the downtown historic district. Ms. Howard stated that the downtown area is listed on the National Register of Historic Places as a district. It is the City's only district on the National Register. Because it is a National Register district, it has many economic incentives available. When that survey was completed in the 1980's, there were three categories that a building could be listed under: contributing, non-contributing and compatible. Contributing is the best; compatible so-so and non-contributing is something very new or something so transformed that it is no longer compatible or contributing to the district. In order to retain the district status, a certain percentage of the building must be maintained contributing to that district. The percentage varies, 60-70 percentage possible. So far the district has been kept intact. Today, there are only two categories that a building can be listed under. They are contributing and non- contributing. The confusion that exist is that when a property is listed under compatible, legally it cannot be listed under contributing nor non-contributing. That would effect the tax credit situation. If it is contributing it can get 20%; if it is non- contributing, it can get 10%. That is the confusing situation. 2 MMUTES Landmark Commission Meeting October 10, 1994 Ms. Howard stated that when she has a question, she calls the Texas Historic Commission to ask for their advice. The question was asked if downtown will be included in the updated SPARE. OTHER BUSINESS Commissioner Sutton asked about Certificates of Appropriateness pertaining to the fence on McFaddin belonging to St. Elizabeth Hospital. Mr. Richardson stated that the Certificates of Appropriateness pertaining to fences is normally approved by Staff if it meets the requirements of the ordinance. In this case, the fence did meet the requirements. There being no further business, the meeting was adjourned 3
