Richardson, Planning Director SUBJECT: A request by the City of Beaumont for a Certificate of Appropriateness to demolish the St. Therese Hospital FILE: CA-91 STAFF REPORT The Planning Director recommends approval of this request. The St. Therese Hospital building was built in 1928 and was originally known as Beaumont General Hospital. When the structure was bought by the Sisters of Charity of the Incarnate Word, it became known as St. Therese Hospital. In 1977, the building was renamed the Beaumont Remedial Clinic. The building is an example of Spanish Colonial Revival institutional architecture. In 1983, the St. Therese was granted a Historical -Cultural Overlay Designation. The present condition of the building is very poor. The building has been empty for several years. In 1989, SPARE Beaumont noted that deterioration is evident on the tiles and windows are broken. The structure has been open to the elements for a number of years and has experienced considerable deterioration. The basement is flooded and poses significant health hazards. In addition, the elevator shaft is a hazard because it is open and full of water. The building has become a hangout for vagrants who have caused problems for the surrounding neighborhood. It is the opinion of the Building Inspection Office, the Fire Marshall's Office and the Planning Division that the structure is unusable without immense levels of expenditure. Jefferson County recently acquired the property in a tax sale. The previous owner has b months from the sale to pay the back taxes on the property. Back taxes amount to $7,497.51. However, it is unlikely that he will improve the property since he has made no effort to secure or improve the structure. Exhibits attached.
