Commission Members Present: Commission Members Absent: Acting Chairman Dale Hallmark Commissioner Marie Broussard Commissioner Cathy Belt Commissioner Denise Shelton Commissioner Michael O'Rear Commissioner Shaheen Farah Commissioner Jamie Credle Commissioner Leonie Bodin Commissioner Julia Levy Commissioner Terrence Holmes Chairman Tracy Richardson Commissioner Philip Long Staff present: Stephen Richardson, Secretary; Nancy Nicholas, Recording Secretary; and Adina Abshire, Planning Technician. Also present: Councilman -at -Large Andrew Cokinos Councilmember Dr. Lulu Smith APPROVAL OF THE MINUTES Acting Chairman Dale Hallmark asked for a approval of the minutes of the April 10, 2000 meeting. Commissioner Farah made a motion to approve the minutes of the April 10, 2000 minutes and Commissioner Shelton seconded the motion. The motion to approve the minutes carried 10:0. HISTORIC LANDMARK COMMISSION May 8, 2000 REGULAR MEETING 1} CA 480: Request for approval of a certificate of appropriateness for the construction of a carport. Location: 2455 Gladys Applicant: Stephen and Susan Grohn Mr. Richardson presented the staff report. Mr. and Mrs. Stephen Grohn wish to construct an aluminum or metal carport in front of the existing garage at 2455 Gladys. The existing pitch of the garage would make a pitched carport look awkward. The garage sits back far enough from the street and because much of the carport will be hidden by the house, it will not be noticeable. Typically, pre -fabricated metal accessory buildings are permitted if they are completely screened from view from any abutting street. Slides were shown of the subject property. Mr. Richardson stated the applicants were in the audience. Mr. Grohn addressed the Commission. He stated that the carport structure will match the white aluminum siding on the house and only a small portion will be seen from the street. Mr. Grohn provided the Commission with photographs of similiar carports in the area. j Commissioner Broussard stated that other carport requests had been made and denied. Commissioner O'Rear stated that he would like his comments, directed to the applicant, entered into the minutes. "I personally am going to recommend denial of any carport that is beside or in front of the house, I think it takes away significantly from what we are trying to achieve in the Historic District. I don't have a problem with yours because of the location of it at all, but when people talk to you, you might indicate that the ordinance is pretty exclusively against this type of thing, particularly if the view is prominent." Mr. Richardson stated that he would recommend denial if the carport was on the side or in front of the house. With no further discussion, Acting Chairman Hallmark asked for a motion. Commissioner O'Rear made a motion to approve CA-480 and Commissioner Credle seconded the motion. The motion to approve CA-480 carried 10:0. 2) CA-481: Request for approval of a certificate of appropriateness to construct a parking area in the front yard of a residence. Location: 2025 Long Applicant: Gloria Estrada Mr. Richardson presented the staff report. i The applicant wishes to construct a parking area consisting of two concrete runners in the front yard of her residence. It is her desire to provide off-street parking for a car HISTORIC LANDMARK COMMISSION May 8, 2ooa i that is now being parked on the street. There is an existing driveway along the side of the house that extends back to the middle of the house. Since the inception of the Oaks Historic District, it has been the policy of the City to discourage parking in the front yard. Slides were presented of the subject property. Mr. Richardson stated that the applicant was in the audience to answer questions. Ms. Estrada addressed the Commission. Ms. Abshire interpreted for the applicant. She stated she needed room to park a third vehicle. Commissioner Shelton asked if the applicant had considered parking in the rear of the house and therefore the vehicle would be out of view. Ms. Estrada replied that she had not considered that particular option. Commissioner Broussard asked if a vehicle were parked in the rear of the yard, would concrete runners still be necessary. Mr. Richardson replied the ordinance states that runners must be located on the side or front only. With no further discussion, Acting Chairman Hallmark asked for a motion. Commissioner Broussard made a motion to deny CA-481 and Commissioner O'Rear seconded the motion. The motion to deny CA-481 was approved 10:0. PUBLIC HEARING 3) 98-TE-11: Request for a tax exemption. Location: 381 College Applicant: Scot Sheldon Mr. Richardson presented the staff report. SID Investments applied for tax relief in June, 1998, for the Lambs Building located at 381 College. In July, 1998, the Historic Landmark Commission and City Council approved the tax exemption for said property. Mr. Richardson requested that the meeting be temporarily adjourned in order for the Commission members to tour the facility and approve the work done. The meeting was temporarily adjourned at 4:01 p.m. The Historic Landmark Commission reconvened at approximately 4:35 p.m. Discussion centered around possible external modifications regarding awnings. It was also noted that a fence with brick columns will also be installed for security purposes. With no further discussion, Acting Vice Chairman Hallmark asked for a motion. Commissioner Farah made a motion to approve 98-TE-11 and seconded by HISTORIC LANDMARK COMMISSION May S, 2000 Commissioner Broussard. The motion to approve 98-TE-11 was approved 10:0. OTHER BUSINESS 4) Revolving Loan Fund Mr. Richardson stated that approximately $46,000 is available for Historic Loans. S) Chairman's Report Mr. Richardson stated that the Beaumont Spindletop Committee will meet on May 9, 2000. The C. L. G. Committee is working on catering details and obtaining speakers.
