APPROVAL OF THE MINUTES Chairman Richardson asked for approval of the minutes of the July 8, 2002 meeting. Commissioner Farah made a motion to approve the minutes and was seconded by Commissioner Shelton. The motion carried 10:0. REGULAR MEETING CA-717: Request for a Certificate of Appropriateness to build an addition to the rear of an existing home health care office. Location: 2325 Liberty Applicant: Quality Care Sitter Service (This case was tabled from the meeting of July 8, 2002) lstoric Landmark Commission Meeting Minutes August 12, 2002 Mr. Richardson presented the staff report recommends approval of this request. Quality Care Sitter Service, Inc. needs to expand their office at 2325 Liberty. Quality Care would like to build a 17' x 34' addition on the rear of the existing structure. The addition will be sided with hardi-plank that will be painted to match the color of the brick on the existing structure. The roof will be shingled with "wood blend" shingles, The aluminum windows will have multi -lights with white frames. The pitch of the roof on the addition will match that of the existing roof. A handicap ramp will be built on the west side of the addition, accessing a door that opens into a new reception area. The expansion of the existing office required an amended specific use permit approved by City Council and a variance to the rear setback requirement approved by the Zoning Board of Adjustment. Both approvals were acquired. Photos were shown of the subject property. Mrs. Nancy Carlisle was in the audience. Commissioner Jordan asked what the setbacks would be. Mr. Richardson replied 17 feet. In addition, sufficient parking will be added. Chairman Richardson asked for a motion. Commissioner Farah made a motion to approve CA-717 and was seconded by Commissioner Levy. The motion was approved 10:0. 2. CA-721: Request for a Certificate of Appropriateness to change windows from original to aluminum. Location: 2535 Louisiana Street Applicant: Rodona Neely Mr. Richardson stated the case had been withdrawn by the applicant. He also stated that the contractor was able to provide the proper window treatment. 3. CA-727: Request for a Certificate of Appropriateness to demolish existing structure and rebuild a new office building. Location: 2406 North Applicant: Morline Moore for the American Postal Workers Union Mr. Richardson presented the staff report. Approval of the demolition and construction of a new structure was recommended by the Planning Manager. American Postal Workers Union has its administrative offices at 2406 North Street. It wishes to demolish the existing office structure and build a new office building. The existing structure is in poor condition. The new building would be of brick and vertical hardiplank construction. The brick will be red and the hardiplank, trim and window frames will be white. Windows will be multi -lighted. The roof will be a green composition shingle. Historic Landmark Commission Meeting Minutes August 12, 2002 The property is listed in the 1991 SPARE Beaumont survey. According to SPARE, the original structure is of the Craftsman style and was constructed c. 1920. It goes on to state that the building has lost all integrity. Photos of the subject property were shown. Mr. Richardson stated that Angela Waters was representing Ms. Morline Moore. Discussion included the possibility of rehabing the current structure instead of demolition. Ms. Waters stated that the interior of the building needed enumerable repairs. There was concern on behalf of the Commission regarding demolitions of buildings in the Historic District. Ms. Waters stated that they did not feel it was feasible to repair the current structure. The Commission stated they wanted to have documentation to support the demolition request. Chairman Richardson suggested that the architect attend the next meeting to discuss the demolition of the current structure and the construction of the proposed structure. Commissioner Shelton made a motion to table CA-727 until the next meeting. The motion was seconded by Commissioner Long. The motion to table CA-727 was approved 10:0. 4. CA-728: Request for approval of a Certificate of Appropriateness to paint the house and pour a driveway and parking area at the front of the house. Location: 2193 Pecos Applicant: Antonio Arellano Steve Richardson presented the staff report. He recommended approval of the paint colors but denial of the driveway and parking area. The property owner would like to paint his house at 2193 Pecos Glidden's "Welsh Green" (90GY) with Glidden's "Bicentennial" (30GG) as the trim color. The house would be painted a pale green with dark green trim. Mr. Arellano is also seeking permission to build a 20' wide driveway and parking area in the front yard. The front section of the chain link fence would have to be removed. The original garage is at the rear of the house and fronts on 6'h Street. The garage was built at the property line. There is approximately 20' of right-of-way between the pavement and the front of the garage. Mr. Arellano states that parking in front of the garage is very tight. The house is listed in the SPARE Beaumont survey. The house was built c.1925. Photos were shown of the subject property. Mr. and Mrs. Arellano were in the audience to answer questions. Discussion centered around the placement of the driveway, which would basically be in the front yard. This is not permitted in the Historic District. Historic Landmark Commission Meeting Minutes August 12, 2002 Commissioner Hallmark made a motion to approve the paint colors as requested in CA-728, but deny the request to pour a driveway in the front of the yard. Commissioner Broussard seconded the motion and was approved 10:0. 5. CA-731: Request for approval of a Certificate of Appropriateness to replace the corner red brick porch columns with white stucco columns. Location: 2278 Liberty Applicant: Reni Cavvillo Mr. Richardson presented the staff report and recommended the corner columns be replaced with wood columns. The property owner would like to make repairs to the front porch on the house at 2278 Liberty. The porch originally had brick corner columns and central wooden steps between brick pedestals. Due to structural damage, the property owner would like to replace the corner brick columns with stucco columns. Wooden columns will also be placed on top of the central brick pedestals. The property is listed in the 1989 SPARE Beaumont survey. SPARE states that the house is of the Craftsman style and was built c 1925. Photos were presented of the subject property. Mr. Cavvillo was not in the audience. Discussion followed concerning the proper replacement material of the columns. Commissioner Shelton made a motion to deny CA-731 and was seconded by Commissioner Jordan. The motion carried 10:0. 5. CA-732: Request for a Certificate of Appropriateness to paint a house and add wooden steps at the front entrance. Location: 2218 Laurel Applicant: Luis Loza Mr. Richardson presented the staff report. He recommended approval subject to using flat finish instead of a hi -gloss finish. The property owner would like to paint the exterior of his house at 2218 Laurel. The house is now sided with grey asphalt shingles. He wishes to paint the house Wal-Mart Paints "Tavistock Green" (96352) with Behr "Sea Tempest" hi -gloss (5C7-1). The main color will be alight green with dark green trim. The picture in SPARE shows the house apparently had a concrete porch and steps. The steps and porch are now missing. The applicant would like to replace with a wood porch and steps. Historic Landmark Commission Meeting Minutes August 12, 2002 The house is listed in the 1990 SPARE Beaumont survey. SPARE states that the house is of the Vernacular Craftsman style -and was built c. 1928. Photos of the subject property were shown. Discussion included the different sheens of paint. Commissioner McFarland stated that flat paint would not wash well and semi -gloss finish would be more appropriate. Commissioner Farah made a motion to approve CA- 732 to replace the missing porch and steps with a wood porch and steps. In addition, the paint colors approved be as requested with the trim having a semi -gloss sheen. Commissioner Long seconded the motion and was approved 10:0. 7. Historic Preservation Loan Report Mr. Richardson stated that approximately $69,600 is available. 8. Director's Report Mr. Richardson stated that a concern existed regarding the notification of homes being in the historic district and potential buyers not being told by the real estate brokers. A copy of the first disclosure statement was distributed to the commission and guests. Various persons from the industry were invited to the Historic Landmark Commission meeting to give their input to help rectify the situation. Ms. Kay Outlaw, President of the Board of Realtors, Jim Ferrell, President of Stewart Title and Glen Ingall, Real Estate Attorney at Jefferson County Title, attended the meeting. Ms. Kay Outlaw addressed the Commission. She stated that the MLS Listing System is being updated and a category for designating a home being in the historic district is being considered. Mr. Jim Ferrell addressed the Commission. He stated that if a home is in the historic district, it is listed on Schedule B. If the buyer does not read all of the title commitment or policy, then the buyer may not realize the property is in the historic district. Mr. Glen Ingall addressed the Commission. He concurred with what Mr. Ferrel stated. Also, if an owner sells without going through a real estate agency, then another possibility exists that the buyer will be unaware of the property being in the historic district. Further discussion followed regarding disclosure procedures and other possible reasons for persons not receiving the information. It was the consensus of the Commission that a committee be appointed to draft a second letter for disclosure purposes. A committee consisting of Commissioners Farah, Richardson and Jordan will meet to draft the letter. Historic Landmark Commission Meeting Minutes August 12, 2002 OTHER BUSINESS Adina Abshire, Planning Technician, reported the historic map and brochures are waiting on retakes and Mr. Perkins will be scripting the text. There is no anticipated date of publication. Chairman Richardson suggested the committee meet and set a completion date. Mayor Evelyn Lord addressed the Commission and thanked everyone for their dedication in serving on the Commission. ADJOURN With no further business, the meeting was adjourned.
