HomeMy WebLinkAbout10-13-03 HLC MinutesMINUTES REGULAR MEETING HISTORIC LANDMARK COMMISSION October 13, 2003 City Council Chambers A Regular Meeting of the Historic Landmark Commission was held on October 13, 2003 with the following members present: Commission members present: Commissioner Marie Broussard Commissioner June Brailsford Commissioner Julia Levy Commissioner Felix McFarland Commissioner Leonie Bodin Commissioner Philip Long Commissioner Pollie Dean Commission members absent: Chairman Tracy Richardson Commissioner Bill Yoes Commissioner Ralph Jordan Commissioner Shaheen Farah Commissioner Dale Hallmark Councilmembers present: Councilmember Lulu Smith Councilman -at -Large Andrew Cokinos Also present: Stephen Richardson, Planning Manager; Adina Abshire, Planner; Jil I Cole, Recording Secretary; Pam Loiacano, Clean Community Department APPROVAL OF THE MINUTES Commissioner Broussard made a motion to approve the minutes of the September 8, 2003 Regular Meeting. Commissioner Dean seconded the motion. Motion to approve carried 7:0. Dean Conwell, Director of Convention and Visitors Bureau for the City of Beaumont, introduced himself to the Convnission. REGULAR MEETING 1) CA-836: Request for a Certificate of Appropriateness to demolish structures. Location: 2599 South Street Applicant: City of Beaumont Clean Community Department Planning Commission October 13, 2W3 Mr. Richardson presented the staff report. In August, 2002, the City of Beaumont's Clean Community Department tagged a garage and metal shed and in June, 2003, tagged a single family home as substandard. In June, 2003, the property owner was sent notification but no action has been taken to raze or repair the structures. Neighborhood Services has determined that the house has 50% or more damage to non -supporting members. The garage and metal shed have been determined to have 33% or more damage to supporting members. The property is not listed in the SPARE survey. Mr. Richardson recommended approval of the request. Slides of the subject property were shown. Commissioner Long, acting as Chairman, asked for the applicant's continents. Pam Loiacano of the City's Clean Community Department addressed the Commission and stated that their request for raze or repair of the subject property. Discussion followed between the Commission and Ms. Loiacano. Commissioner Broussard made a motion to approve a request for a Certificate of Appropriateness to allow the repair or demolition of the house at 2599 South Street as requested in File CA-836. Commissioner Brailsford seconded the motion. Motion to approve carried 7:0. 2) CA-837: Request for a Certificate of Appropriateness to allow the demolition of a single family house and an accessory structure. Location: 2150 Rusk Applicant: City of Beaumont Clean Community Department Mr. Richardson presented the staff report. In April; 1998, the City's Clean Community Department tagged the structures at 2150 Rusk as substandard and notification was sent to the property owners. One of the owners enrolled in a work program but the structures are still not in compliance. Neighborhood Services has determined that the structures have 50% or more damage to non -supporting members and 33% or more damage of the supporting members. Commissioner Dean made a motion to approve a request for a Certificate df Appropriateness to allow the raze or repair of the single family house and accessory structure at 2150 Rusk as requested in File CA-837. Commissioner McFarland seconded the motion. Motion to approve carried 7:0. 3) CA-838: Request for a Certificate of Appropriateness to allow the demolition of a single family house. Location: 2170 Pecos Applicant: City of Beaumont Clean Community Department Mr. Richardson stated that in December, 2001, the City's Clean Community Department tagged the structure as substandard and notification was sent to the property owner. The notification was returned. Neighborhood Services has determined that the structure has 50% or more damage to non -supporting members. The structure is listed in the 1990 SPARE. Mr. Richardson recommended approval of the request. Slides of the subject property were shown. Commissioner Long asked for the applicant's comments. Pam Loiacano of the City's Clean Community Department addressed the Commission. She stated that there is a condemnation order on the house. Commissioner Brailsford made a motion to approve a request for a Certificate of Appropriateness to allow the demolition of a single family house at 2170 Pecos as requested in File CA-838. Commissioner Dean seconded the motion. Motion to approve carried 7:0. 3 Planning Commission October 13.2003 4) CA-840: Request for a Certificate of Appropriateness to allow the construction of a carport. Location: 2348 Rusk Applicant: Jack Seeley Mr. Richardson stated that the subject house is located at the northeast corner of Rusk and Minor. The house faces Rusk and the carport would be accessed from Minor. The proposed 24' x 30' carport will be constructed with a 5/12 pitch gabled roof covered with 3 tab asphalt shingles. Hardi-plank will be used. The rear 10' x 24' of the carport will be an enclosed storage room. The entire structure will be painted the same color as the house. Mr. Richardson recommended approval of the request. Slides were shown. Commissioner Long asked for the applicant's comments. Jack Seeley of Specialized Construction spoke on behalf of the property owner and answered questions from the Commission. Commissioner Brailsford made a motion to approve a request for a Certificate of Appropriateness to allow the construction of a carport at 2348 Rusk as requested in File CA-840. Commissioner Dean seconded the motion. Motion to approve carried 7:0. 5) Historic Preservation Loan Report Mr. Richardson stated that $18,019.82 was available. (The correct amount is $15,139.58.) OTHER BUSINESS Mr. Richardson reported that the property at 1695 Milam has been purchased. THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED AT 4:17 P.M. 2
