LANDMARK CO\3MISSION February 9, 2004 Cite Couricil Chambers A Regular Meeting of the Historic Landmark Commission was held on February 9, 2004 with the following members presenl: Commission members present: Chairman Tracy Richardson Commissioner Marie Broussard Commissioner June Brailsford Commissioner Bill foes Conunissioner Ralph Jordan Conunissioner Vale Hallmark Commissioner Felix 'McFarland Conunissioner Lconie Bodin Conunissioner Pollie Dean Conunissioner Mildred Ila]] Commission members absent: Commissioner Shaheen Farah Conunissioner Philip Long Councibnembers present: Councilman -at -Large Andre%v Cokinos Couneilmernber Lulu Smith Also present: Adina Abshire, Planner; Jill Cole, Recording Secretary APPROVAL OF THE MINUTES Commissioner McFarland made a motion to approve the Minutes of the January 21, 2004 Special Meeting. Commissioner Yoes seconded the motion. Motion to approve carried 10:0. REGULAR A1EETFNG 1) CA_8 5: Request for a Certificate of Appropriateness to allow (lie siding ofa stlreco liouse with vinyl siding. Location: 2170 Pecos Applicant: Gonzalo Torres Mrs. Abshire stated that Mr. Torres, the applicant, received a Certificate of Appropriateness last month to make repairs to the IIOLISe. His attempts to repair the Planning Coulmission Febmaiy 9,'1004 stucco have failed. lie said that it is crunibling as fie tries to repair it. Mr. Torres would like to cover the stucco on the first floor with vinyl siding, bill leave the second boor as is or make repairs to it as heeded. Staff is recommending that lie cover the entire surface Nvith vitlyl instead of just the first floor. Chairman Richardson asked for the applicant's comments. Gonzalo Torres, the applicant, addressed the Commission. Chairman Richardson asked the applicant why he wanted to put [lie siding on the bottom only and not the whole house at one time Where it would match. Mr. Torres said Ihat the first floor is in bad shape and the second boor is mostly in tact and it is dangerous for him to work on the secoiid floor and easier to work on the First floor. Con>snissioner Broussard asked the applicant how he proposed to cover [he hole on the second floor that is exposing the interior of the house. Mr. Torres stated that he can repair (lie stucco in that particular area . Comniissioner Broussard said lie should be able to repair it all over then because that I s the worst area. Mr. Torres said that the house is sitting on wood and he feels that there will be movement of the foundation and that if lie repairs the stucco oil the first floor, he thinks any slight movement will damage it again. Chairman Richardson stated that the Commission does not have a problem with file vinyl siding if the entire house was replaced with vinyl. Mr. Torres would like to put the vinyl on the front all the way up and on the sides up 10 the wooden shingles. He plans to put a type of insulation between (he stucco and the vinyl. Chairman Richardson clarified that (lie applicant is proposing to put vinyl siding on the entire house., excep(on the sides where the cedar wood already exists and nothing on the back. Commissioner Brailsford made a motion to approve a request for' a Cer(ificate of Appropriateness (o allow tl7e siding ofa stucco house with vinyl siding at 2170 Pecos as requested in CA-865 with the stipulation that the vinyl be placed all the way up on the front of (he house and up to the point where the cedar is on (17e sides of 117e house. Commissioner Jordan seconded the motion. R'fotioii to approve cai-ried 10:0. 2) Historic Preservation Loan Report Mrs. Abshirc stated that S;9,333.91 was available. Chairman Richardson asked that Mr. Richardson report to the Conimission at the next meeting the specifies of the lien on Relic Biowning's properly. OTHER BUSINESS Mrs. Abshire said that some time back, Commissioner Farah had requested a copy of the filed affidavit regarding the historic district and lias (hat available if anyone would like a copy.
