HomeMy WebLinkAbout4-12-04 HLC MinutesS:] REGULAR MEETING HISTORIC LANDMARK COMMISSION April 12, 2004 City Council Chambers A Regular Meeting of the Historic Landmark Commission was held on April 12, 2004 at 3:30 p. m. with the following members present: Commission members present: Chairman Tracy Richardson Commissioner Marie Broussard Commissioner Bill Yoes Commissioner Ralph Jordan Commissioner Shaheen Farah Commissioner Dale Hallmark Commissioner Felix McFarland Commissioner Leonie Bodin Commissioner Philip Long Commissioner Pollie Dean Commission members absent: Commissioner June Brailsford Commissioner Mildred Hall Council members present: Councilman -at -Large Andrew Cokinos Councilmember Lulu Smith Also present: Stephen Richardson, Planning Manager; Adina Abshire, Planner; Jill Cole, Recording Secretary APPROVAL OF THE MINUTES Commissioner Hallmark made a motion to approve the minutes of the March 8, 2004 Meeting. Commissioner Farah seconded the motion. Motion to approve carried 9:0. REGULAR MEETING l) HCD-1.25: Request for a historic preservation loan for renovations to the exterior of a house. Location: 2599 South Street Applicant: James Mathews Mr. Richardson stated that renovations will include removing rotten siding and installing 105 style vinyl siding, replacing the seal beam, removing wooden sash Planning Commission April 12, 2004 windows and installing pre -hung double pane aluminum windows and replacing the front and back doors. The total amount of the renovations is $15,280. At this amount, the loan payments would be $318.33 per month for 4 years. The house is not listed in the SPARE Beaumont survey. Mr. Richardson recommended approval of the loan. (Councilmember Smith arrived.) The applicant was present at the meeting. Commissioner Jordan made a motion to approve a historic preservation loan for renovations to the exterior of a house at 2599 South Street with white aluminum frame windows as requested in HCD-1.25. Commissioner Farah seconded the motion. Motion to approve carried 9:0. 2) CA-875:Request for a Certificate of Appropriateness to allow the demolition of a structure. Location: 2336 Angelina Applicant: City of Beaumont Clean Community Department Clean Community tagged the subject structure as substandard on January 22, 2004. The owners were sent a letter on January 30, but the letter was returned. The structure is open and accessible and is being vandalized. The property is listed in the SPARE Beaumont survey. Clean Community states that the structure has 50% or more damage to non - supporting members and 33% or more damage to supporting members. Clean Community has determined that the house is not suitable for rehabilitation. Mr. Richardson recommended approval of the request for demolition. Pam Loiacano of Clean Community distributed some pictures of the property. Commissioner Yoes made a motion to approve a Certificate of Appropriateness to allow the demolition of a structure at 2336 Angelina as requested in CA-875. Commissioner Broussard seconded the motion. Motion to approve carried 9:0. 3) CA-879: Request for a Certificate of Appropriateness to allow renovations to a home. Location: 2355 South Street Applicant: Arthur T. Boumans for F & B Enterprises, L. L. C. irk Planning Commission April 12, 2004 Mr. Richardson stated that in September, 2002, the Historic Landmark Commission granted a Certificate of Appropriateness to demolish this house, however, Mr. Boumans has since bought the house and wants to make renovations. Plans call for taking out several windows so that closets can be added to the bedrooms, replacing the windows with double pane aluminum windows of like appearance, add a front door overhang, replace the siding with hard i-plank and repair the garage. The house will be painted a beige color. The house is not listed in the SPARE Beaumont survey. Mr. Richardson recommended approval of the request subject to the replaced windows having white frames. Lee Fugitt of F & B Enterprises addressed the Commission. (Commissioner Dean arrived.) Commissioner McFarland made a motion to approve a Certificate of Appropriateness to allow renovations to a home at 2355 South Street as requested in CA-879. Commissioner Jordan seconded the motion. Motion to approve carried 10:0. 4) CA-880: Certificate for a Certificate of Appropriateness to allow the addition of a 12' x 15' utility room onto the rear of the house, replace the existing roof with a higher pitched metal roof and painting. Location: 2225 Ashley Applicant: Arthur T. Boumans for F & B Enterprises, L. L. C. Mr. Richardson stated that the house currently has a relatively shallow pitched composition shingled roof on it. Mr. Boumans, the applicant, would like to raise the roof to allow for a higher pitch and eaves. He has suggested that he would like to put a metal roof on the house if the Commission would allow. Otherwise, he will replace with composition shingles. The proposed 12' x 15' utility room will be constructed onto the rear of the house. It will match the existing structure. The house will be painted a beige color. The house is listed in SPARE Beaumont survey. It was built c. 1932 and is of the Prairie Influence style. Mr. Richardson recommended approval of the request. Slides of the subject property were shown. Lee Fugitt ofF & B Enterprises addressed the Commission and answered questions. 3 Planning Commission April 12.2004 Discussion between the Commission members followed regarding metal roofs, the charge of the Commission and past actions taken by the Commission. Commissioner Long made suggestions as to the specifics of the metal roof requested in this case. Commissioner Yoes made a motion to approve a Certificate of Appropriateness to allow the addition of a IT x 15' utility room onto the rear of the house, painting and replace the existing roof with a non shiny 1 "ridge and 12" seams metal roof (with the stipulation that Commissioner Long would be working with the applicant and setting the parameters on what the roof would look like) at 2225 Ashley as requested in CA-880. Commissioner Long seconded the motion. Further discussion followed between the Commission regarding metal roofs. Motion to approve carried 6:4 (Jordan, Hallmark, Richardson, Farah). 5) CA-881: Request for a Certificate of Appropriateness to allow the demolition of structure. Location: 2140 Rusk Applicant: City of Beaumont Clean Community Department The subject structure was tagged for demolition on February 26, 2004. The structure is burned and the owner has signed a demolition consent form. Clean Community states that the structure has 50% or more damage to non - supporting members and 33% or more damage to supporting members. Clean Community states that the house is not suitable for rehabilitation. The house is listed in the SPARE survey. The house was built c. 1928 and is of the Vernacular Craftsman style. Mr. Richardson recommended approval of the request. Commissioner Jordan made a motion to approve a Certificate of Appropriateness to allow the demolition of a structure at 2140 Rusk as requested in CA-881. Commissioner McFarland seconded the motion. Motion to approve carried 10:0. 6) Historic Preservation Loan Report Mr. Richardson stated there is currently no money available in the loan fund. OTHER BUSINESS THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED AT 4:48 P.M. 4
