HomeMy WebLinkAbout11-14-05 HLC MinutesMINUTE S: REGULAR MEETING HISTORIC LANDMARK COMMISSION November 14, 2005 City Council Chambers A Regular Meeting of the Historic Landmark Commission was held on November 14, 2005 with the following members present: Commission members present: Chairman Shaheen Farah Vice Chairman Bill Yoes Commissioner Marie Broussard Commissioner Ralph Jordan Commissioner Pollie Dean Commissioner Tony Gibson Commissioner Tracy Richardson Commissioner Philip Long Commission members absent: Commissioner June Brailsford Commissioner Dale Hallmark Commissioner Felix McFarland Councilmembers present: Councilmember Lulu Smith Councilmembers absent: Councilman -at -Large Andrew Cokinos Also present: Stephen Richardson, Planning Manager; Adina Abshire, Planner; Jill Cole, Recording Secretary APPROVAL OF THE MINUTES Commissioner Broussard made a motion to approve the minutes of the September 12, 2005 Regular Meeting. Commissioner Gibson seconded the motion. Motion to approve carried 8:0. REGULAR MEETING 1) CA-1004: Request for a Certificate of Appropriateness to allow the replacement of a concrete tile roof with a metal roof on a house. Location: 2265 Broadway Applicant: Bruce Ibach Mr. Richardson presented the staff report. The applicant, Bruce Ibach, would like to install a white metal roof. Historic Landmark Commission November 14, 2005 Mr. lbach made application for the certificate of appropriateness in mid -September. However, after the hurricane, Mr. Ibach called to request immediate approval of the metal roof because of the storm. damage. He was told at that time that a composition shingle roof would be approved, but to put a metal roof on would have to go before the Commission. The Ordinance states that roof materials and roof patterns must complement the style of the building and be typical of the style and period of the building's architecture. While metal roofs are a permitted roofing material, Mr. Richardson stated that he did not feel that such a roof would complement or is typical of the style of the house. Mr. Richardson recommended denial of the of the metal roof, but recommended composition shingles. Chairman Farah asked for the applicant's comments. The applicant was notpresent. Commissioner Jordan made a motion to deny a Certificate of Appropriateness to allow the replacement of a concrete tile roof with a metal roof on a house at 2265 Broadway as requested in CA-1004. Commissioner Richardson seconded the motion. Motion to deny carried 8:0. In response to Mr. Richardson, the Commission clarified that an architectural composition shingle would be allowed. 2) CA-1009: Request for approval of a certificate of appropriateness to allow the replacement of an existing composition roof with a green metal roof. Location: 1561 Park Applicant: Brenda Batiste CA-1009 was withdrawn by the applicant. 3) Historic Preservation Loan Report Mr. Richardson stated there is $76,290.63 available in the loan fund. 4) Director's Report OTHER BUSINESS THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED AT 3:50 P.M. 2
