HomeMy WebLinkAbout6-9-08 HLC MinutesREGULAR MEETING HISTORIC LANDMARK COMMISSION June 9, 2008 City Council Chambers A Regular Meeting of the Historic Landmark Commission was held on June 9, 2008 at 3 :30 p.m. with the following members present: Commission members present: Chairman Bill Yoes Commissioner Marie Broussard Commissioner Ralph Jordan Commissioner Tracy Richardson Commissioner Ware Petznick Commissioner Norris Turner Commissioner Paula Blazek Commissioner Darlene Chodzinski Commissioner Marty Craig Commissioner Maggie Perkins Commission members absent: Commissioner James Mehaffy Commissioner Dohn LaBiche Councilmembers present: Councilmember-At-Large Gethrel Wright Councilmembers absent: Councilmember Alan Coleman Also present: Stephen Richardson, Planning Manager; Jill Cole, Recording Secretary; Adina Ward, Planner; Anna Varela, Oaks District Code Enforcement Officer; Pam Loiacano, Demolition Coordinator APPROVAL OF THE MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held May 12, 2008. Commissioner Petznick seconded the motion. Motion to approve carried 9:0. REGULAR MEETING 1) CA-1472: Request for a Certificate of Appropriateness to allow the demolition of a residential structure. Location: 2431 Hazel Applicant: City of Beaumont Building Codes Division Historic Landmark Commission June 9, 2008 Mr. Richardson presented the staff report. Pam Loiacano, Demolition Coordinator, states that the subject structure was inspected and found to be in violation of the City of Beaumont Code of Ordinances pertaining to dangerous structures. The structure was tagged as substandard on July 31, 2007. James Furda signed a work repair program on August 2, 2007 but the work was never completed. The structure has 50% or more damage to non -supporting members. Mr. Richardson recommended approval of the request. Slides of the subject property were shown. Mrs. Loiacano addressed the Commission. Commissioner Jordan made a motion to approve a Certificate of Appropriateness. to allow the demolition of a residential structure at 2431 Hazel as requested in CA- 1472. Commissioner Chodzinski seconded the motion. The motion to approve carried 8:1 (Petznick):1 (Richardson). 2) CA-1473 : Request for a Certificate of Appropriateness to allow the demolition of a residential structure. Location: 1715 McFaddin Applicant: City of Beaumont Building Codes Division Mr. Richardson presented the staff report. Ms, Loiacano states that the structure was inspected and found to be in violation of the City of Beaumont Code of Ordinances pertaining to dangerous structures. The structure was tagged as substandard on November 8, 2007, Schlett Enterprises signed a work repair program on December 10, 2007 but the work was never completed. The structure has 50% or more damage to non -supporting members. Mr. Richardson recommended approval of the request. Slides of the subject property were shown. Chairman Yoes asked for the applicant's comments. Mrs. Loiacano addressed the Commission. Commissioner Petznick made a motion to approve a Certificate of Appropriateness to allow the demolition of a residential structure at 1715 McFaddin. Commissioner Blazek seconded the motion. Motion to approve carried 10:0. 3) CA-1474: Request for a Certificate of Appropriateness to allow the installation of new windows and a door in a residential structure. Location: 2201 Ashley Applicant: Juvantino Morales 2 Historic Landmark Commission June 9, 2008 Mr. Richardson presented the staff report. This item is a request for a certificate of appropriateness to allow the installation of new windows and a door in a residential structure at 2201 Ashley. Juvantino Morales would like to replace the existing double pane over double pane windows with 8 light aluminum or vinyl windows, The existing door is a paneled door with a single pane window covering approximately one-half of the door. The new door will be a paneled door with a smaller window for privacy. W. Richardson recommended approval of the request. Slides of the subject property were shown. Commissioner Petznick made a motion to approve a Certificate of Appropriateness to allow the installation of new windows and a door in a residential structure at 2201.Ashley as requested in.CA-1474. Commissioner Craig seconded the motion. Motion to approve carried 10:0. 4) CA-1476: Request for a Certificate of Appropriateness to allow the demolition of a residential structure. Location: 2235 South Applicant: City. of Beaumont Building Codes Division Mr. Richardson presented the staff report. Mrs. Loiacano states that the subject structure was inspected and found to be in violation of the City of Beaumont Code of Ordinances pertaining to dangerous structures. The structure was tagged as substandard on January 22, 2008. The property owner, Jacey Lynn Bannister, never enrolled in a work repair program. The structure has 50% or more damage to non - supporting members. Mr. Richardson recommended approval of the request. Slides of the subject property were shown. Discussion between Commission members followed. Commissioner Jordan made a motion to approve a Certificate of Appropriateness to allow the demolition of a residential structure at 2235 South as requested in CA- 1476. Commissioner Blazek seconded the motion. Motion to approve carried 10:0. 5) . Historic Preservation Loan Report Mr. Richardson stated that the current balance is $40,985.73. 3 Historic Landmark Commission June 4, 2008 6) Director's Report Discussion of the THC grant/survey followed. 7) Historic District Code Enforcement Report Mrs. Varela submitted her monthly report to the Commission.
