Commissioner Richardson seconded the motion. Motion to approve carried 11:0. REGULAR MEETING 1) CA-1478: Request for a Certificate of Appropriateness to allow an addition, new windows and the bricking of a house. Location: 2369 Liberty Applicant: Alma Hernandez Historic Landmark Commission July 14, 2008 Ms. Ward presented the staff report. The applicant's proposal is to add a 15' x 33' gabled extension to the west side of the house. Y x 5' multi -light white vinyl or aluminum windows will be installed throughout the entire house. Ms. Hernandez would also like to brick the house and the addition. She states that there are several other brick houses in the 2300 block of Liberty. However, the Planning Manager feels that adding brick to the house would drastically change the historic look of the house and would therefore not be appropriate. The Planning Manager recommended approval of the addition and the windows subject to the following conditions: The addition shall have the same type of siding as the house. The roof of the addition shall have the same type and color of shingle as on the house. The windows for the house and the addition shall be six light over six light white framed aluminum or vinyl. The Planning Manager recommended denial of the brick. The house is not listed in the SPARE Beaumont survey. In addition to approval of the addition by the Historic Landmark Commission, Ms. { Hernandez will need to receive approval of a special exception to the front yard setback requirement by the Board of Adjustment. Slides of the subject property were shown. Chairman Yoes asked for the applicant's comments. Ms. Hernandez addressed the Commission. Commissioner Mehaffy made a motion to approve a Certificate of Appropriateness to allow the addition and the windows subject to the following conditions: The addition shall have the same type of siding as the house. The roof of the addition shall have the same type and color of shingle as on the house. The windows for the house and the addition shall be six light over six light white framed aluminum or vinyl. and denial of the brick for the house at 2369 Liberty as requested in CA-1478. Commissioner Petznick suggested that the motion be amended to require that the six light over six light windows fit within the existing surround. Commissioner Mehaffy amended the motion per Commissioner Petznick. N Hisloric Landmark Commission July 14, 2008 Commissioner Craig seconded the motion. The motion carried 11:0 2) CA-1487: Request for a Certificate of Appropriateness to allow the painting of a house. Location: 2370 Liberty Applicant: Peter Villarreal Ms. Ward presented the staff report. Peter Villarreal has applied for a certificate of appropriateness to allow the painting of a house at 2370 Liberty. The proposed colors are Dutch Boy "Cottage Garden" (DC 421) for the body of the house and Dutch Boy "Polenta" (DC 407) for the trim. A toned down green would be more acceptable. Mr. Villarreal and the Planning Manager discussed that option. Staff noticed that the house was being painted and told the property owner that approval by the Historic Landmark Commission would be required before proceeding. The house is not included in the SPARE Beaumont Survey. Paint swatches were provided to the Commission. The Planning Manager recommended denial. Slides of the subject property were shown. Chairman Yoes asked for the applicant's comments. Mr. Villarreal addressed the Commission. Mr. Villarreal stated he purchased I5 gallons of paint and then realized how dark the green was and he discussed having the paint lightened with Sherwin Williams. Discussion of paint colors followed. Commissioner Petznick made a motion to approve a Certificate of Appropriateness to allow the applicant to have a sample of the lightened paint approved by the Planning Manager for the house at 2370 Liberty as requested in CA4487. Discussion of historic paint color palettes followed. Commissioner Petznick withdrew her motion. Commissioner Richardson made a motion to approve a paint that is lightened to a shade in keeping with the approved historic district palette and also meet with the Planning Manager's approval. Discussion followed between Mr. Villarreal and the Commission. Commissioner Richardson withdrew his motion and made a motion to deny the request as stated in CA-1487 so that the applicant can obtain a paint sample that is in keeping with the approved historic paint palette and have it approved by the Planning Manager. Commissioner Craig seconded the motion. Motion to approve carried 11:0. 3 Historic Landmark Commission July 14,2008 3) CA-148$: Request for a Certificate of Appropriateness to allow the demolition of a house. Location: 706-08 3rd Street Applicant: City of Beaumont Building Codes Division Ms. Ward presented the staff report. Pam Loiacano has requested a certificate of appropriateness to demolish the house at 706-08 3`d Street. The structure was found to be in violation of the City of Beaumont Code of Ordinances pertaining to dangerous structures. The structure was tagged as substandard on March 12, 2008. Ms. Loiacano states that the house has 50% or more damage to non -supporting members. She also states that the house is substandard but suitable for rehabilitation. The house is included in the 1990 SPARE Beaumont Survey. The house was built c. 1908 and is of the Vernacular Victorian style. SPARE describes the house as an example of upper class housing built in Beaumont after the first Spindletop boom. The Planning Manager recommended approval of the request. Slides of the subject property were shown. i Ms. Loiacano, Demolition Coordinator, addressed the Commission. David Bradley, 2165 North Street, addressed the Commission. He stated that he spoke with the property owner that morning and made an offer and is waiting to hear back from him. Further discussion followed between the Commission, Council and staff. Commissioner LaBiche made a motion to table the request for a Certificate of Appropriateness to allow the demolition of a house at 706-08 3`d Street as requested in CA-1488. Commissioner Jordan seconded the motion. Motion to approve carried 11:0. 4) CA- 1491: Request for a Certificate of Appropriateness to allow the installation of lattice around the foundation of a house. Location: 665 N. 6" Street Applicant: Bruce Vaughn Ms. Ward presented the staff report. Mr. Vaughn will be doing foundation repair on the house. The house currently has a tin skirt around the foundation of the house. Once the foundation work is complete, the home owner would like to replace the tin skirt with lattice. The house is listed in the 1990 SPARE Beaumont Survey. SPARE states that the house was built c. 1910 and is of the National Folk style. The house is typical of 4 Historic Landmark Commission July 14,2008 middle class housing built in Beaumont after the first Spindletop boom. SPARE says that the use of modernmaterials has sacrificed the architectural integrity of the structure. The Planning Manager recommended approval. Slides of the subject property were shown. Discussion between Commission members followed. Commissioner Mehaffy made a motion to approve a Certificate of Appropriateness to allow the installation of lattice around the foundation of a house at 665 N. 61b Street as requested in CA-1491. Commissioner Richardson seconded the motion. Motion to approve carried 11:0. 5) Historic Preservation Loan Report Ms. Ward stated that the current balance is $45,254.52. 6) Historic District Code Enforcement Report Mrs. Varela submitted her monthly report to the Commission.
