HomeMy WebLinkAbout2-9-09 HLC MinutesMINUTES REGULAR MEETING HISTORIC LANDMARK COMMISSION February 9, 2009 City Council Chambers A Regular Meeting of the Historic Landmark Commission was held on February 9, 2009 at 3:30 p.m. with the following members present: Commission members present: Chairman Bill Yoes Vice -Chairman Paula Blazek Commissioner Marie Broussard Commissioner Ralph Jordan Commissioner Judy Linsley Commissioner Norris Turner Commissioner Darlene Chodzinski Commissioner Marty Craig Commission members absent: Commissioner James Mehaffy Commissioner Dohn LaBiche Commissioner Tracy Richardson Councilmembers present: Councilmember-At-Large Gethrel Wright Councilmembers absent: Councilmember Alan Coleman Also present: Stephen Richardson, Planning Manager; Jill Cole, Recording Secretary; Adina Ward, Planner; Anna Varela, Oaks District Code Enforcement Officer; Chris Boone, Community Development Director; Pam Loiacano, Demolitions Supervisor APPROVAL OF THE MINUTES Commissioner Craig made a motion to approve the January 12, 2009 minutes. Commissioner Chodzinski seconded the motion. Motion to approve carried 8:0. REGULAR MEETING 1) CA-1582: Request for a Certificate of Appropriateness to allow the replacement of windows, siding and roof. l Location: 2195 Evalon Applicant: Calixtro Linares Mr. Richardson presented the staff report. The applicant, Calixtro Linares, states Historic Landmark Commission February 9, 2009 that the windows of his home suffered hurricane damage, The original wood frame windows are one over one pane. The replacement windows are six over six pane bronze aluminum frame. The Historic District regulations state that the frames of windows should be trimmed in a manner typical of the style of the building. Mr. Richardson questioned the appropriateness of the bronze frames, The applicant is also installing hardie plank. The house originally had asbestos siding. He is installing what appears to be 8" planks with a 2" overhang. Mr. Richardson recommended denial of the windows and approval of the siding and the roof. A slide of the subject property was shown. Chairman Yoes asked for the applicant's comments. Mr. Linares, the applicant, addressed the Commission. Discussion followed between the Commission and Mr. Linares regarding the durability of paint on frames. Commissioner Turner made a motion to approve a Certificate of Appropriateness to allow the replacement of the siding, roof and the front windows to white frames and spray paint the bronze frame windows to white as requested in CA-1582. Commissioner Blazek seconded the motion. Motion to approve carried 8:0. 2) CA-1584: Request for a Certificate of Appropriateness to allow the replacement of windows. Location: 2170 Pecos Applicant: Gonzalo Torres Mr. Richardson presented the staff report. This i tem is a request for a certificate of appropriateness to allow the replacement of the original one over one pane wi ndows with 6 over 6 pane white aluminum frame windows. The property is located at 2170 Pecos. Upon inspection of the property, it appears that the replacement windows are both narrower and shorter than the original windows. The replacement windows should be identical in size to the original windows. Mr. Richardson recommended denial of the request. Mrs. Torres addressed the Commission and distributed photos. Discussion between the Commission members followed. Commissioner Turner made a motion to approve Certificate of Appropriateness 1584 at 2170 Pecos to allow 6 pane over 6 pane white aluminum frame windows that snatch the sizes of the original windows. This shall apply to all windows that can be seen from the street (front and sides). Chairman Yoes seconded the motion. Motion to approve carried 8:0. 3) CA-1585: Request for a Certificate of Appropriateness to allow the replacement of windows. Location: 2263 Harrison Applicant: Teresa Sesmas Mr. Richardson presented the staff report. The applicant, Teresa Sesmas, states that the replacement windows are slightly smaller than the original windows. However, she will be replacing some vinyl siding to cover the smaller window openings. The house currently has a mixture of one over one pane windows and six over six pane windows. Mr. Richardson recommended denial of the request. Slides of the subject property were shown. Chairman Yoes asked for the applicant's comments. Ms. Sesmas' son addressed the Commission on her behalf. Discussion followed between the Commission and the applicant. Vice -Chairman Blazek made a motion to approve Certificate of Appropriateness 1585 at 2263 Harrison to allow the replacement of windows with 6 pane over 6 pane white frame aluminum windows that match the sizes of the original windows. This shall apply to all windows that can be seen from the street (front and sides). Commissioner Jordan seconded the motion. Motion to approve carried 8:0. 4) CA- 1590: Request for a Certificate of Appropriateness to allow the replacement of windows. Location: 1810 Hazel Applicant: Lee Wilson 1 Mr. Richardson presented the staff report. The existing wood frame windows are 3 Historic Landmark Commission February 9, 2009 2 over 2 pane. The replacement windows are white framed 9 over 6 pane windows. Mr. Richardson recommended approval of the request. Chairman Yoes asked for the applicant's comments. Mr. Wilson addressed the Commission. Vice -Chairman Blazek made a motion to approve Request for a Certificate of Appropriateness to allow the replacement of windows at 1810 Hazel as requested in CA-1590. Commissioner Linsley seconded the motion. Motion to approve carried 8:0. 5) CA-1597: Request for a Certificate of Appropriateness to allow the demolition of a structure. Location: 563 N. I" Street Applicant: City of Beaumont Building Codes Division Mr. Richardson presented the staff report. Ms. Loiacano, Demolitions Supervisor, states that the structure was tagged as substandard on February 8, 2008. The owner has signed a work program but it has not completed the work in the designated time period. The structure has been determined to have 33% or more damage of the supporting members and has been determined to be substandard. Mr. Richardson recommended approval of the request. Mr. Richardson stated that Ms. Loiacano was unable to attend the meeting. Discussion followed between the Commission members. Commissioner Jordan made a motion to table a Certificate of Appropriateness to allow the demolition of a structure at 563 N. I` Street as requested in CA-1597. Commissioner Chodzinski seconded the motion. Motion to table carried 8:0. 6) Historic Preservation Loan Report Mr. Richardson stated that there was $65,609.37 available. 7) Director's Report 8) Historic District Code Enforcement Report Ms. Varela distributed her report to the Commission. 4 Historic Landmark Commission February 9, 2009 OTHER BUSINESS Ms. Loiacano arrived at the meeting and answered questions regarding CA- 1597. WORKSHOP Basic functions of the Historic Landmark Commission were discussed. THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED AT 5:52 P.M.
