Commissioner Linsley seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-1597: Request for a Certificate of Appropriateness to allow the demolition of a residential structure. Location: 563 N. V Street Applicant: City of Beaumont Building Codes Division Historic Landmark Commission March 9, 2009 Mr. Richardson presented the staff report. This request was tabled at the February meeting. Ms. Loiacano, Demolitions Coordinator, stated that the structure was tagged as substandard on February 8, 2008. The owner has signed a work repair program but has not completed the work in the designated time period. The structure has been determined to have 33% or more damage of the supporting member and has been determined to be substandard. Mr. Richardson recommended approval of the request. Slides of the subject property were shown. Ms. Loiacano, Demolitions Coordinator, addressed the Commission and answered questions. Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow the demolition of a residential structure at 563 N. ? Street as requested in CA- 1597. Commissioner LaBiche seconded the motion. Motion to approve carried 7:0. 2) CA-1622: Request for a Certificate of Appropriateness to allow the painting of a house. Location: 2320 Harrison Applicant: Mitch Devillier Mr. Richardson presented the staff report. The applicant, Mr. Devillier would like to paint the body of the house Sherwin Williams "Renwick Olive" (SW 2815), the trim Sherwin Williams "Rockwood Dark Brown" (SW 2808) and accents Sherwin Williams "Renwick Golden Oak" (SW 2824). The exterior of the house is red brick. Mr. Devillier began painting the house white without a certificate of appropriateness. Anna Varela put a stop -work order on any further painting. The Historic District Regulations prohibit the painting of brick not previously painted unless the applicant establishes that the color and texture of replacement brick cannot be matched with that of the existing brick surface or that the painting is necessary to restore or preserve the brick itself. Unless the brick meets that criteria mentioned above, Mr. Richardson stated that he would recommend denial of a request to paint brick. However, since the brick, in this instance, has already been partially painted, Mr. Richardson recommended approval and feels that the requested colors will be an improvement over what has been done. 2 Historic Landmark Commission March 9, 2009 The house is listed in the 1991 SPARE Beaumont Survey. SPARE states that the house was built c. 1930 and is of the Traditional style. A slide of the subject property was shown. Mr. Devillier addressed the Commission. Discussion between the Commission members followed. Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow the painting of a house at 2320 Harrison as requested in CA-1622. Commissioner Linsley seconded the motion. Motion to approve carried 7:0. 3) CA-1623: Request for a Certificate of Appropriateness to allow the replacement of a concrete tile roof with asphalt shingles. Location: 2280 Laurel Applicant: Bruce and Patricia Brosnahan Mr. Richardson presented the staff report. The applicant, Mr. Brosnahan, states that the roof is in bad shape and in serious need of repair. He would like to replace the concrete tile roof with brown or black asphalt shingles. The subject house is Iisted in the 1990 SPARE Beaumont survey. Mr. Richardson recommended approval of the request. Slides of the subject property were shown. Commissioner Jordan asked for the applicant's continents. Mr. Brosnahan addressed the Commission. Discussion followed between the Commission, the applicant and staff. Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow the replacement of a concrete the roof with architectural shingles at 2280 Laurel as requested in CA-1623. Commissioner Chodzinski seconded the motion. Motion to approve carried 7:0. 4) CA-1624: Request for a Certificate of Appropriateness to allow the moving or demolition of three structures and the construction of a wrought iron fence Location: 2251, 2256 and 2295 McFaddin Applicant: C. Homer and Edith Fuller Chamber Charitable Foundation Mr. Richardson stated that CA-1624 will be heard at a later date. 3 Historic Landmark Commission March 9, 2009 5) CA-1626: Request for a Certificate of Appropriateness to allow an addition on the rear of a residential structure. Location: 2515 Ashley Applicant: Mr. and Mrs. Walter Crawford Mr, Richardson presented the staff report. The applicants, Mr, and Mrs. Walter Crawford, would like to construct a 17' x 23' screened garden room. The garden room was originally planned as far back as 1985 when the kitchen area was remodeled and enlarged and a single story addition was added on the south end of the house. The garden room will be a single story addition on the south end of the house and will adjoin the current breakfast room. The existing hipped roof over the breakfast bay will be continued across the south facade to the east. The roof will be standing copper to continue the original roof on projecting porches. The screened porch will be supported on wrought iron columns to match those original to the house. The house is listed in the 1991 SPARE Beaumont survey. Mr. Richardson recommended approval of the request. Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow an addition on the rear of a residential structure at 2515 Ashley as requested in CA-1626. Commissioner LaBiche seconded the motion. Motion to approve carried 7:0. 6) Historic Preservation Loan Report Mr. Richardson stated that there was $67,845.35 available. 7) Director's Report 8) Historic District Code Enforcement Report Ms. Varela distributed her report to the Commission.
