Commissioner Turner seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-1745: Request for a Certificate of Appropriateness to allow the placement of a 5' tall chairrlink fence along an exterior side yard property line. Location: 2315 Broadway Applicant: Aia Azadi Mr. Richardson presented the staff report. Aia Azadi, the property owner, constructed a black chainlink fence along the 71a Street side of the property. A portion of the fence is located along the rear of the side property line and a portion Historic Landmark Commission October 12, 2009 is located in front of the building. No CA was requested prior to the construction of the fence. The Historic District regulations state that a fence in a front or corner side yard must be constructed of wrought iron, wood or brick Chainlink fences must not be seen from the street. Mr. Richardson recommended denial of the request. Slides of the subject property were shown. Vice -Chairman Jordan asked for the applicant's comments. Aia Azadi, the applicant, addressed the Connnission. Commissioner Chodzinski made a motion to deny a Certificate of Appropriateness to allow the placement of a 5' tall chainlink fence along an exterior side yard property line at 2315 Broadway as requested in CA-1745 and gave the applicant six months to remove the fence. Commssioner Linsley seconded the motion. Motion to deny carried 7:0. 2) CA-1749: Request for a Certificate of Appropriateness to allow the painting of a house. Location: 985-97 3d Street Applicant: Carlos Rostro Mr. Richardson presented the staff report. The applicant, Carlos Rostro, bought the subject property after it was tagged as substandard in 2007. In September, lie asked City Council to allow hum to enter into a work program so that he could repair the structure. He intends to turn the duplex back into a single family structure. Mr. Rostro would like to paint the house green with white trim to match the house irmnediately to the south of the subject property. Mr. Richards on recommended denial of the Toques t. Slides of the subject property were shown. Vice-Chainnan Jordan asked for the applicant's conunents. The applicant was not present. Commissioner Broussard made a motion to decry a Certificate of Appropriateness to allow the painting of a house at 985-87 Yd Street as requested in CA-1749. Commssioner Turner seconded the motion. Motion to deny carried 7 :0. 3) CA- 1751-. Request for a Certificate of Appropriateness to allow the painting of a house. Location: 2440 Louisiana Applicant: Aaron Conger Historie Landmark Commission October 12, 2009 Mr. Richardson presented the staff report. Aaron Conger, the property owner, has received a certificate of appropriateness to do renovations to his house. He would like to paint the house a blue with cream him. Mr. Richardson recommended approval of the reques t. Vice -Chairman Jordan asked for the applicant's comments. Jacqueline and Aaron Conger, the applicants, addressed the Commission and submitted color samples. Commissioner Yoes made a motion to approve a Certificate of Appropriateness to allow the painting of a house at 2440 Louisiana as requested in CA4751. Commissioner Chodzinski seconded the motion. Motion to approve carried 7:0. 4) 53-HC: Request for an HGL (Historic Cultural landmark Preservation) Designation. Location: 407 N. 7" Street Applicant: Tom Hinson Mr. Richardson presented the staff report. Tom Hinson, the property owner, states that the structure was constructed c. 1906 and is of the Neoclassical style. The house was originally occupied by Leonidas Parish and his wife Martha. Mr. Parish was the Vice -President of the French Market Grocery Company. Through the years the house was home to a munher of professionals who worked for prominent companies in Beaumont, including Petrole>nn Iron Works, Shepherd Laundry, Miss owi Pacific Lines and Magnolia Petroleum Company. The 1989 SPARE Bealuriont survey stats that the structure is one of Beaumont's better examples of the Neoclassical style and is representative of upper middle-class housing built in Beauunont after the first Spindletop boom. The structure is currently vacant and in bad repair. Mr. Hinson acquired the property in 2008 and has intentions of restoring it. The City tagged the structure as substandard in 2007. In September, 2008, the Historic Landmark Commission approved a certificate of appropriateness to allow the demolition of the structure. On August 25, 2008, Mr. Hinson was granted a Temporary Injunction to prohibit the City from proceeding with the demolition for 150 days to allow Mr. Hinson to bring the structure into compliance with city codes and to obtain a certificate of occupancy. The 150 days expired on January 25, 2009. The only building permit that Mr. Hinson has received is for a reroof in December, 2008. No other permits have been issued Due to the fact that Mr. Hinson did not complete the renovation and did not receive a Certificate of Occupancy within the time frame required by the Temporary Injunction, Mr. Richardson expressed doubts that the structure will be brought up to code. The property continues to be an eyesore and a detriment to the neighborhood Historic. Landmark Coinnussion October 12, 2009 Mr. Richardson recommended denial of the request. Commissioner Chodzinski made a motion to approve an HC-L (Historic Cultural Landmark Preservation) Designation for the property at 407 N. 7" Street as requested in 53-HC. Commissioner Linsley seconded the motion. Motion to approve carried 5:2 (Yoes, Jordan). 5) Historic Preservation Loan Report Mr. Richardson stated that there was $87,621.33 available. 6) Director's Report 7) Historic District Code Enforcement Report OTHER BUSINESS THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED AT4:07P.M. 4
