REGULAR MEETING HISTORIC LANDMARK COMMISSION January 11, 2010 Civic Center A Regular Meeting of the Historic Landmark Commission was held on January 11, 2010 at 3:3 0 p.m. with the following members present: ' Conu issionmembers present: Chairman Paula Blazek Vice Chairman Ralph Jordan Commissioner Bill Yoes Commissioner Judy Linsley Comn-tissioner Norris Turner Commissioner Darlene Chodzinskd Commissioner Doha LaBiche Commissioner Marty Craig Commissioner Ethelyn Jenkins Commissioner Barbara Perrot Commission members absent: Commissioner Marie Broussard Councilmembcrs present: Mayor Pro-Tem Gethrel Wright Councihnembers absent: C ouncilmemb cr Alan Coleman Also present: Stephen Richardson, Planning Manager; Jill Cole, Recording Secretary-, Adina Ward, Planner; Anna Varela, Historic District Code Enforcement Officer; Pare Loiacano, Demolitions Coordinator APPROVAL OF THE MINUTES Commissioner Craig made a motion to approve the October 12, 2009 minutes. Commissioner Chodzinski seconded the motion. Motion to approve carried 9:0. REGULAR MEETING 1) CA-1772: Request for a Certificate of Appropriateness to allow the demolition of a substandard structure. Location: 2430 North Applicant: City of Beaumont Building Codes Division Historio .andinark Commission January 11, 2010 Mr. Richardson presented the staff report. Ms. Loiacano states that the structure was tagged as substandard on June 30, 2009. The property owner enrolled in a work repair program but was not able to bring the st<ucture into code compliance. Ms. Loiacano states that the structure has 50% or more darn�fge of non -supporting members and 33% or more damage of the supporting members. The structure is not suitable for rehabilitation. Mr. Richardson recommended approval of the request. (Commissioner Yoes arrived.) Slides of the subject property were shown Chairman Blazek asked for comments. Ms. Loiacano distributed additional photos and explained the demolition process for the new Commission members. Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow the demolition of a substandard stricture at 2430 North as requested in CA- 1772. Comrssioner Turner seconded the motion Motion to approve carried 10:0. 2) CA-1773: Request for a Certificate of Appropriateness to allow the demolition of a substandard structure. Location: 2440 North Applicant: City of Beaumont Building Codes Division Mr. Richardsonpresented the staff report. Ms. Loiacano states that the structure was tagged as substandard on May 21, 2009. The property owners enrolled in a work repair program but were not able to bring the structure into code compliance. Historic Landmark Corrunission January 11, 2010 3) Historic Preservation Loan Report Mr. Richardson stated that there was $118,25 8.82 available. 6) Director's Report Mr. Richardson stated that the City of Beaumont was chosen to participate in Visionaries and Preservation program through the Texas Historical Commission. Commissioner Chodziuski gave details and information for the Visionaries and Pres etvation program. 7) Historic District Code Enforcement Report Ms. Varela distributed her report to the Commission.
