Commissioner Jenkins seconded the motion. Motion to approve carried 9:0. REGULAR MEETING 1) CA-1828: Request for a Certificate of Appropriateness to allow the demolition of a house and the construction of a new house. Location: 1098 N. 6'h Street Applicant: Altura Homes Historic landmark Commission June 28, 2010 Ms. Ward presented the staff report. Altura Homes has applied for a certificate of appropriateness to allow the demolition of an existing house and the construction of a new house at 1098 N. 6`h Street. The existing house has hurricane damage. The demolition and the construction are being done under the State of Texas THAP Program. The house will be a one story frame house on a pier and beam foundation (Elevation "B"). The siding will be painted Sherwin Williams "Studio Taupe" (SW 7549). Trim around the windows, the doors and cornice will be painted Sherwin Williams "Polar Bear" (SW 7564). The cedar columns and shutters will be stained Sherwin Williams "Yankee Barn" (SW 3505), Windows will be white vinyl and the roof will be covered with 30-year shingles in a grey weathered wood color. Staff recommended approval of the request. Slides of the subject property were shown. Chairman Blazek asked for the applicant's comments. Kerrie Ainsworth with Altura Homes addressed the Commission and distributed paint samples of the colors to be used on the new home. Mr. Ainsworth answered questions from the Commission. u Commissioner Yoes made a motion to approve a Certificate of Appropriateness to allow the demolition of a house and the construction of a new house at 1098 N. 61h Street as requested in CA-1828. Commissioner Chodzinski seconded the motion. Motion to approve carried 9:0. 2) CA-1830: Request for a Certificate of Appropriateness to allow the construction of an exterior staircase and the replacement of the attic window with a door. Location: 1825 Broadway Applicant: Jerry Hatton Ms. Ward the staff report. Jerry Hatton has applied for a certificate of appropriateness to a I low the construction of an exterior staircase on the east side of his house at 1825 Broadway and the replacement of the existing attic window with a steel door. Mr. Hatton was issued a stop work order for having done construction without any certificates of appropriateness or building permits. When asked the purpose of the staircase and door installation, Mr. Hatton stated that the its purpose was to provide easier access to the attic. The property is zoned RCR-H. Any other allowed use other than single family would require a specific use permit. Historic Landmark Commission June 28, 2010 The staircase and the door are to be painted to snatch the house. When the house is viewed from the front, the staircase is barely visible. Upon inspection of the staircase, the City Building Inspector noted that if Mr. Hatton intends to put a door at the top of the landing, it may not meet City Code standards for adequate clearance area. Staff recommended approval of the request approval subject to the following condition: The staircase shall meet the City of Beaumont Building Codes. Chairman Blazek asked for comments. Ms. Varela addressed the Commission with information on the request. Commissioner Linsley made a motion to approve a Certificate of Appropriateness to allow a Certificate of Appropriateness to allow the construction of an exterior staircase and the replacement of the attic window with a door at 1825 Broadway as requested in CA-1830, subject to the following : The staircase shall meet the City of Beaumont Building Codes The exterior door shall meet the City of Beaumont Building Codes Commissioner Perrot seconded the motion. Motion to approve carried 8:1 (Jordan). 3) CA- 1834: Request for a Certificate of Appropriateness to allow the painting of a house. Location: 2652 Harrison Applicant: Carlos Castillo Ms. Ward presented the staff report. The subject house has been painted "Seafoam Blue" with white trim and shutters. Ms. Varela notified the property owner that an application for a certificate of appropriateness must be submitted. Staff recommended approval of the request. Slides of the property were shown. Chairman Blazek asked for the applicant's comments. Carlos Castillo, the applicant, addressed the Commission and discussion followed. Commissioner Jenkins made a motion to deny a Certificate of Appropriateness to allow the painting of a house at 2652 Harrison as requested in CA-1834. The Historic Landmark Commission June 28, 2010 motion failed for lack of a second. Vice -Chairman Jordan made a motion to approve a Certificate of Appropriateness to allow the painting of a house at 2652 Harrison as requested in CA-1834. Commissioner Linsley seconded the motion. Motion to approve carried 7:2 (Jenkins, Blazek). 4) CA-1835: Request a Certificate of Appropriateness to allow the demolition of a substandard structure. Location: 2265 Laurel Applicant: City of Beaumont Bui Iding Codes Division Ms. Ward presented the staff report. The subject structure was tagged as substandard on May 3, 2010 The owner, Mr. Ingram, has signed a demolition consent form for the City to demolish this structure. The structure has 50% or more damage of non -supporting members and 33% or more damage of the supporting members. Staff states that the structure is not suitable for rehabilitation. The property is located in the 1990 SPARE Beaumont Survey. SPARE states that the house was built pre-1920 and is of the Vernacular Craftsman style. The house is typical of middle class housing built in Beaumont after the first Spindletop boom. Staff recommended approval of the demolition request. Slides of the subject property were shown. Chairman Blazek asked for comments. Sean Williams, Demolitions Inspector, addressed the Commission. Commissioner Yoes made a motion to approve the Certificate of Appropriateness to allow the demolition of a substandard structure at 2265 Laurel as requested in CA-1835. Chairman Blazek seconded the motion. Motion to approve carried 9:0. 5) CA-1836: Request for a Certificate of Appropriateness to allow the demolition of a substandard structure. Location: 2209 South Street Applicant: City of Beaumont Building Codes Division Ms. Ward presented the staff report. Staff states that the structure was tagged as substandard on May 3, 2010 The owners, Mr. and Mrs. Valdez have signed a demolition consent form for the City to demolish this structure. Commissioner Broussard seconded the motion. Motion to approve carried 9:0. Discussion followed regarding the demolition program and the demolition of salvageable homes. 6) CA-1838: Request for a Certificate of Appropriateness to allow the paving of a front yard. Location: 2672 Liberty Applicant: Alan Cramer Ms. Ward presented the staff report. Mr. Cramer applied to pave the front yard of the property at 2672 Liberty using slag rock. On May 24, 2010, the City of Beaumont notified the property owner that a business was operating on the subject property without a certificate of occupancy and that the slag rock was installed without a certificate of appropriateness. The subject property is not listed in SPARE. Ms. Ward stated that the property is zoned GC -MD (General Commercial -Multiple Family Dwelling) District. Staff recommended denial of the request. Slides of the subject property were shown. Chairman Blazek asked for the applicant's comments. Mr. Cramer addressed the Commission and answered questions regarding hours of operation for the business. Discussion of surface materials followed. Commissioner Chodzinski made a motion to approve a Certificate of Appropriateness to allow the paving of a front yard at 2672 Liberty as requested in CA-1838 with the stipulation that changes be made to meet the landscaping and Historic Landmark Commission June 28, 2010 paving materials requirements of the ordinance. Vice -Chairman Jordan seconded the motion. Motion to approve carried 8:1 (Yoes). 7) CA-1840: Request for a Certificate of Appropriateness to allow the demolition of a douse. Location: 1561 Park Street Applicant: DSW Homes, LLC Ms. Ward presented the staff report. DSW Homes, LLC has applied for a certificate of appropriateness to allow for the demolition of the existing house at 1561 Park Street. The existing house has hurricane damage. The demolition and the construction of a new home are being done under the State of Texas THAP Program. 1561 Park is not in a historic district. However, in 1990, the City placed a local historic designation on the house. Because of this designation, the Historic Landmark Commission must approve or deny a certificate of demolition. The 1990 SPARE Beaumont Survey states that the house was built c. 1898 and is of the Vernacular Victorian style. The house is an example of pre-1900 Victorian architecture. Brenda Wilridge, the current owner, has spoken with the Planning Manager about saving the house but says she cannot afford to do so. Chairman Blazek asked for the applicant's comments. Kenneth Walter with DSW Homes addressed the Commission and answered questions regarding the demolition. The cap under the State program for renovation is $40,000 and Mr. Walter stated that the cost to build a new home is approximately $70,000. Repairs would exceed the cap, that is the reason the demolition was requested. In response to Chairman Blazek, there is not a deadline for the project. Discussion followed between the Commission members for alternatives to the demolition of the home. Vice -Chairman Jordan asked Mr. Walter if a vacant lot were to be deeded to the applicant, could DSW be able to build a new home on that lot. Mr. Walter said yes. Chairman Blazek made a motion to table a Certificate of Appropriateness to allow the demolition of a house at 1561 Park Street as requested in CA-1840 until the August meeting. Commissioner Yoes seconded the motion. Motion to table carried 9:0. Hisloric Landmark Commission Ame 28, 2010 8) Historic Preservation Loan Report Ms. Ward stated that there was $126,902.95 available. 6) Director's Report Coinmissioner Chodzinski announced that Dwayne Jones with the Texas Historical Commission is the guest speaker for the July 20 Visionaries meeting. 7) Historic District Code Enforcement Report Ms. Varela distributed her report to the Commission. OTHER BUSINESS Discussion of the pre -approved color palette for the district followed. THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED AT 5:00 P. M. 7
