Richardson, Planning Manager SUBJECT: Consider a request for variances to the minimum front yard building setback from 25' to 15' and to the minimum rear yard building setback from 15' to 7.5' FILE: 576-BA STAFF REPORT Janett Lewis, Housing Manager for the City of Beaumont, has applied for variances to the minimum front yard building setback from 25' to 15' and to the minimum rear yard building setback from 15' to 7.5'. The property is located at 715 Doucette. Ms. Lewis states that the house was severely damaged during Hurricane Rita. The owner of the house applied for and received assistance from the City of Beaumont=s Rita Recovery Program. Program guidelines require that if the estimated cost of rehabilitating a structure is greater than $51,250, it must be demolished and then reconstructed. The estimated cost to rehabilitate the house is well over that amount. Hence, the existing structure must be demolished and replaced through reconstruction. Minimum lot size for a single family lot is 50' x 100'. The dimensions of the lot are 43' x 62.1'. Since the lot existed prior to the adoption of the Zoning Ordinance in 1981, the subject lot is grandfathered. In addition, the Zoning Ordinance states that for lots of record existing at the time of the adoption of the Zoning Ordinance, the rear yard shall be reduced to 10'. The applicant shall have the burden of proof to demonstrate that all three conditions necessary for approval have been met. Exhibits are attached.
