STAFF REPORT
Jenny Avila is requesting a Special Exception to the off-street parking requirements at
155 N. 4th Street. The property was constructed over 50 years ago as a commercial
property, with no off-street parking. At that time, it was not uncommon to have cars
parked on the unpaved portion of the right-of-way between the paved street and property
line. Ms. Avila is proposing a retail establishment for the property that could have
several customers at any given time. Although Pecos Street is not very busy, and might
allow parallel parking along the edge of the street, 4th Street is very busy at this location.
