HomeMy WebLinkAbout9-13-10 HLC Minutes M I N U T E S REGULAR MEETING HISTORIC LANDMARK COMMISSION September 13, 2010 Council Chambers A Regular Meeting of the Historic Landmark Commission was held on September 13, 2010 at 3:30 p.m. with the following members present: Commission members present: Chairman Paula Blazek Vice Chairman Ralph Jordan Commissioner Bill Yoes Commissioner Marie Broussard Commissioner Judy Linsley Commissioner Norris Turner Commissioner Darlene Chodzinski Commissioner Dohn LaBiche Commissioner Marty Craig Commissioner Ethelyn Jenkins Commissioner Barbara Perrot Councilmembers present: Councilmember-at Large Gethrel Wright Councilmembers absent: Councilmember Alan Coleman Also present: Steve Richardson, Planning Manager; Adina Ward, Planner; Jill Cole, Recording Secretary; Chris Boone, Community Development Director APPROVAL OF THE MINUTES Commissioner LaBiche made a motion to approve the minutes of the August 16, 2010 Regular Meeting and the August 26, 2010 Special Meeting. Commissioner Perrot seconded the motion. Motion to approve carried 11:0. REGULAR MEETING 1) CA-1840: Request for a Certificate of Appropriateness to allow the demolition of a house. Location: 1561 Park Applicant: DSW, LLC Historic Landmark CommissionSeptember 13, 2010 Mr. Richardson presented the staff report. This item is a request for a certificate of appropriateness to allow the demolition of the house at 1561 Park. Action on this item was tabled at the August 9 meeting. DSW Homes has been hired to build Brenda Wilridge a new home as part of the Texas Housing Assistance Program. The house was damaged during Hurricane Rita. A number of attempts to save the house have been made including providing another lot to build a house for Ms. Wilridge or moving the house to another location. Mr. Richardson stated that he did not want the house demolished but did not want to jeopardize Ms. Wilridge=s opportunity for a new home. Slides of the subject property were shown. Commissioner Chodzinski stated that Beaumont Main Street is working on finding a few different locations where the house can be moved. Ms. Chodzinski also stated that she has permission from the owner of the lot next door to the house for the house to be temporarily placed there until a permanent location is found. There are some issues with Ms. Wildridge=s lender that need to be cleared up regarding the lien that is on the house currently. The closing date has been extended to September 30 instead of September 15, 2010. Chairman Blazek asked for comments. Ms. Wilridge addressed the Commission. Discussion between Commissioner Chodzinski and Ms. Wildridge followed regarding the review process of properties by the Texas Historical Commission. Rochelle Batiste, Ms. Wildridge=s daughter, addressed the Commission. Discussion followed between the Commission members and staff. Commissioner Yoes made a motion to deny a Certificate of Appropriateness to allow the demolition of a house at 1561 Park as requested in CA-1840. 2 Historic Landmark CommissionSeptember 13, 2010 Mr. Richardson suggested the possibility of holding a Special Meeting to reschedule the request. Chris Boone, Community Development Director, addressed the Commission. The motion to deny failed for lack of a second. Commissioner Craig made a motion to table a request for a Certificate of Appropriateness to allow the demolition of a house at 1561 Park as requested in CA-1840 for 72 hours to allow for rescheduling. Discussion followed. Commissioner Craig withdrew her motion to table the request. Chairman Blazek made a motion to deny a request for a Certificate of Appropriateness to allow the demolition of a house at 1561 Park as requested in CA-1840, but allow the moving of the house. Commissioner Craig seconded the motion. Motion carried 11:0. 2) CA-1846: Request for a Certificate of Appropriateness to allow the construction of a carport. Location: 2369 Ashley Applicant: Richard Ferchak Mr. Richardson presented the staff report. The request was denied by the Commission on July 12. Richard Ferchak was not able to make that meeting so he recently asked if the item could be put back on the agenda so that he could attend. The carport will have a flat metal roof and will be visible from Ashley. In July, the Commission denied the request because the roof is metal and flat. The Historic District regulations state that roof materials must complement the style and roof slope and pitch of the main building. Mr. Richardson recommended denial of the request. Slides of the property were shown. 3 Historic Landmark CommissionSeptember 13, 2010 Chairman Blazek asked for comments. Richard Ferchak, the applicant, addressed the Commission. Discussion followed between Mr. Ferchak and the Commission. Commissioner LaBiche made a motion to approve a request for a Certificate of Appropriateness to allow the construction of a carport at 2369 Ashley as requested in CA-1846 with the stipulation that all of the colors of the components have to match the house and garage. Commissioner Linsley seconded the motion. Motion to approve carried 11:0. 3) CA-1856: Request for a Certificate of Appropriateness to allow the replacement of windows and the installation of 4" 105 siding. Location: 2356 North Street Applicant: Elisavet Flores Mr. Richardson presented the staff report. Elisavet Flores has begun to replace the existing one over one windows with six over six white aluminum windows without a building permit. The 3' x 5' replacement windows are smaller than the existing windows. She would also like to replace the siding with 4" 113 siding. Mr. Richardson recommended denial of the windows and approval of the siding. Slides of the property were shown. Chairman Blazek asked for comments. Mrs. Flores addressed the Commission and discussion followed. Commissioner Chodzinski made a motion to deny a request for a Certificate of Appropriateness to allow the replacement of windows at 2356 North Street as requested in CA-1856 and to replace the windows with the original size and 113 siding. Commissioner LaBiche seconded the motion. Motion carried 11:0. 4) CA-1863: Request for a Certificate of Appropriateness to allow the 4 Historic Landmark CommissionSeptember 13, 2010 painting of a house. Location: 2455 Rusk Applicant: Jorge Castelan Mr. Richardson presented the staff report. The body of the house will be painted Sherwin Williams Caribbean Coral and the trim will be painted Sherwin Williams New Colonial Yellow. These colors are from Sherwin Williams Modern Collection which represents colors typical for homes built in the 1950s. The house is estimated to have been built pre-World War II. Mr. Richardson recommended denial of the request. Slides of the property were shown. Chairman Blazek asked for comments. Mrs. Castelan addressed the Commission and discussion followed on color palette alternatives, such as the 1930's-1940's color palette from Sherwin Williams. Commissioner Chodzinski made a motion to deny a request for a Certificate of Appropriateness to allow the painting of a house at 2455 Rusk as requested in CA-1863. Commissioner Turner seconded the motion. Motion to deny carried 11:0. 5) Historic Preservation Loan Report Mr. Richardson reported that there is $130,790.44 available. 6) Director=s Report Commissioner Chodzinski gave an update on the Preservation Visionaries program. 7) Historic District Code Enforcement Report OTHER BUSINESS 5 Historic Landmark CommissionSeptember 13, 2010 THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED AT 5:13 P.
