HomeMy WebLinkAbout4-12-10 HLC Minutes M I N U T E S REGULAR MEETING HISTORIC LANDMARK COMMISSION April 12, 2010 Council Chambers A Regular Meeting of the Historic Landmark Commission was held on April 12, 2010 at 3:30 p.m. with the following members present: Commission members present: Chairman Paula Blazek Vice Chairman Ralph Jordan Commissioner Bill Yoes Commissioner Marie Broussard Commissioner Judy Linsley Commissioner Norris Turner Commissioner Darlene Chodzinski Commissioner Dohn LaBiche Commissioner Marty Craig Commissioner Barbara Perrot Commissioner members absent: Commissioner Ethelyn Jenkins Councilmembers present: Mayor Pro-Tem Gethrel Wright Councilmembers absent: Councilmember Alan Coleman Also present: Stephen Richardson, Planning Manager; Jill Cole, Recording Secretary; Adina Ward, Planner; Anna Varela, Historic District Code Enforcement Officer; Chris Boone, Community Development Director; Pam Loiacano, Demolitions Coordinator APPROVAL OF THE MINUTES Commissioner Craig made a motion to approve the March 8, 2010 minutes. Commissioner Turner seconded the motion. Motion to approve carried 10:0. REGULAR MEETING 1) CA-1788: Request for a Certificate of Appropriateness to allow a storage building. Location: 2390 Broadway Applicant: Judith Rich Mr. Richardson presented the staff report. At the last meeting, the Commission denied the placement of a portable metal building in the back yard of Judith Rich=s property. The building is 9' tall at the eave and 10'8" at the peak of the roof. Ms. Rich is asking that the Commission reconsider. Mr. Richardson recommended that Ms. Rich build a 9' tall wood screening th fence along the side property line from the 8 Street driveway to the north end of the porch enclosure and that an asphalt shingle roof be installed on the metal storage building. If Ms. Rich does not agree to these conditions, then the metal building shall be removed. A slide of the property was shown. Chairman Blazek asked for the owner=s comments. Ms. Rich addressed the Commission and agreed to comply with the screening fence and to adding these shingles. Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow a storage building at 2390 Broadway as requested in CA-1788, with the stipulation that a 9' tall wood screening th fence be built along the side property line from the 8 Street driveway to the north end of the porch enclosure and that an asphalt shingle roof be installed on the metal storage building. Commissioner Perrot seconded the motion. Motion to approve carried 8:2 (Jordan, LaBiche). 2) CA-1791: Request for a Certificate of Appropriateness to allow the paving of a parking space in the front yard. Location: 2240 Laurel Applicant: Salvador Cisneros Mr. Richardson presented the staff report. The applicant, Mr. Cisneros, states that he would like to pave a 12' X 25' parking space to park his pickup. He says that is the only place he has to park the truck. The Historic District regulations state that all off-street parking must be setback along the street frontages not less than the required yard setbacks or as far back as the front of the immediately adjacent buildings, whichever is greater. A 25' front building set back is required. Mr. Richardson recommended denial of the request. Historic Landmark CommissionApril 12, 2010 A slide of the subject property was shown. Chairman Blazek asked for comments. Mrs. Cisneros addressed the Commission and answered questions. Commissioner LaBiche made a motion to deny a Certificate of Appropriateness to allow the paving of a parking space in the front yard at 2240 Laurel as requested in CA-1791. Chairman Blazek seconded the motion. Motion to approve carried 10:0. 3) CA-1798: Request for a Certificate of Appropriateness to allow the demolition of a structure. Location: 1435 Broadway Applicant: City of Beaumont Building Codes Division Mr. Richardson presented the staff report. This item was deferred from the March meeting. At that meeting, the Commission asked Mr. Bergeron for a work plan and the name of the contractor he is to hire. On Friday, Mr. Richardson stated that he received a call from Francis Betar who is negotiating with Mr. Bergeron to buy the house. She is requesting a 90 day deferral so that she can finish the purchase. Discussion followed between staff and the Commission. Vice-Chairman Jordan made a motion to approve a 90 day extension for the house at 1435 Broadway to allow the buyer to complete the purchase of the house. Commissioner LaBiche seconded the motion. Mr. Bergeron addressed the Commission and submitted a plan of action for work to be done on the house. Discussion followed. Motion to approve carried 10:0. 4) CA-1806: Request a Certificate of Appropriateness to allow the demolition of a substandard structure. Location: 2260 Broadway Applicant: City of Beaumont Building Codes Division Mr. Richardson presented the staff report. Mrs. Loiacano stated that the structure was tagged as substandard on July 31, 2007. Julio Perez entered into a work repair program in February, 2009 but no work has been done. 3 Historic Landmark CommissionApril 12, 2010 Mr. Richardson recommended approval of the request. A slide of the property was shown. Chairman Blazek asked for comments. Mrs. Loiacano addressed the Commission and discussion followed. Commissioner Yoes made a motion to approve the Certificate of Appropriateness to allow the demolition of a substandard structure at 2260 Broadway as requested in CA-1806. Commissioner Perrot seconded the motion. Motion to approve carried 10:0. 5) CA-1808: Request for a Certificate of Appropriateness to allow the construction of a new house. Location: 1893 Long Applicant: Justin Johnson for Tegrity Homes Mr. Richardson presented the staff report. Justin Johnson with Tegrity Homes states that the new house is a Rita replacement. The house is a cottage style and will be sided with Hardie Plan and HardieShingle siding. The body of the house will be painted tan with off-white trim and red accents. The house will have six over six white vinyl windows, paneled doors, square columns and 3 tab shingles on the roof. Mr. Richardson recommended approval subject to installing architectural shingles in the Weatherwood color. Discussion between the Commission and Mr. Richardson followed. The Commission suggested pier and beam construction as opposed to a concrete slab. Chairman Blazek asked for the applicant=s comments. Justin Johnson with Tegrity Homes addressed the Commission and answered questions. Commissioner Yoes made a motion to table the request until the next meeting so that the applicant could resubmit plans with pier and beam construction. Chairman Blazek seconded the motion. Motion to table carried 10:0. 6) HCD-1.38: Request for a historic preservation loan. Location: 2070/2080 Hazel 4 Historic Landmark CommissionApril 12, 2010 Applicant: Stone Haynes of Vair Resources, LLC Mr. Richardson presented the staff report. This item is a request for an historic preservation loan in the amount of $95,000 to rebuild a storm damaged carport for Stone Haynes= Ten Oaks Apartments at 2070-2080 Hazel. Work includes constructing a 70' long, 16 space carport with 12" x 12" beams and a pitched roof finished with 30 year architectural shingles. In borrowing $95,000, Mr. Haynes would pay $1,583.33 per month for 60 months. Mr. Richardson recommended denial based upon the fact that funds should be used for exterior rehabilitation, preservation and the restoration of historic properties. While the property is located in the Oaks Historic District, it is not listed in the SPARE Beaumont survey. In addition, the loan request is for the replacement of a carport and is not for renovations to the primary structure. Discussion followed between the Commission and Mr. Richardson. The applicant, Mr. Haynes, addressed the Commission. Chairman Blazek asked for comments. Patricia Hotalen, 2106 Hazel, spoke in favor of the request. Discussion of usage of funds and guidelines of loan monies followed. Vice-Chairman Jordan asked to abstain from the vote because he lives in the immediate neighborhood. Commissioner Chodzinski expressed that the request does not fall within the guidelines of the historic loan program. Commissioner Chodzinski made a motion to deny a historic preservation loan for the property at 2070/2080 Hazel as requested in HCD-1.38. Commissioner Perrot seconded the motion. Motion to deny carried 9:0:1 (Jordan). 7) File 757-OB: Request for the consideration of an amendment to the Zoning Ordinance, Section 30-21.2 Applicant: City of Beaumont 5 Historic Landmark CommissionApril 12, 2010 Mr. Richardson presented the staff report. The installation of small satellite dishes has become an issue in the Oaks Historic District. They are not really addressed so Mr. Richardson recommended the following: SATELLITE DISHES, ANTENNAS AND OTHER SIGNAL-RECEIVING DEVICES. These devices shall be located on the side or rear facades of the primary structure. No such device shall be located on the front facade of the primary structure. Discussion followed regarding amortization schedule and Mr. Richardson said he would consult the Legal Department and present the information at a later date. 8) Historic Preservation Loan Report Mr. Richardson stated that there was $122,921.31 available. 6) Director=s Report Commissioner Chodzinski updated the Commission on the Visionaries in Preservation program. 7) Historic District Code Enforcement Report Ms. Varela distributed her report to the Commission. OTHER BUSINESS  Discussion of Work Plan for 480 Magazine  Discussion of possible changes to the ordinance on renovation of historic structures/requiring a work plan whenever someone obtains an HC-L  Discussion on Ike houses - trying to get more appropriately designed houses n the Oaks Historic District.
