Eliot New Commissioner Marsha Normand Commissioner LinMarie Garsee Commissioner Thomas Sigee Commission members absent: Chairman Paula Blazek Commissioner Norris Turner Commissioner Darlene Chodzinski Councilmembers absent: Councilmember-at Large Gethrel Wright Councilmember Alan Coleman Also present: Steve Richardson, Planning Manager; Jill Cole, Recording Secretary; Adina Ward, Planner; Anna Varela, Historic District Code Enforcement Officer APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held October 10, 2011. Commissioner New seconded the motion. Motion to approve carried 9:0. Mr. Richardson welcomed new commissioners, Marsha Normand, LinMarie Garsee and Thomas Sigee. REGULAR MEETING 1) CA-2076: Request for a Certificate of Appropriateness to allow a 6' tall chain link fence. Location: 2560 Smart Applicant: Raul Barajas Historic Landmark CommissionDecember 12, 2011 Mr. Richardson presented the staff report. The applicant, Raul Barajas, would like to replace a 4' tall chain link fence along the north, east and west property lines with a 6' tall black chain link fence. Staff has approved a 6' tall wrought iron fence along the front property line. The Historic District Regulations state that chain link fences are permitted only in back yards and must not be visible from abutting streets. However, the ordinance does allow for discretion when the absence of said fence poses a significant hazard to life or property. Mr. Richardson recommended approval of the chain link fence along the north property line and along the east and west property lines up to the front of the house. Slides of the subject property were shown. Commissioner LaBiche, acting as Chairman, asked for the applicant=s comments. Commissioner Linsley made a motion to approve a Certificate of Appropriateness to allow a 6' tall chain link fence at 2560 Smart along the north property line and along the east and west property lines up to the front of the house as requested in CA-2076. Commissioner Craig seconded the motion. Motion to approve carried 9:0. 2) CA-2078: Request for a Certificate of Appropriateness to allow the placement of a storage building. Location: 2553 South Street Applicant: Richard Callais Mr. Richardson presented the staff report. The applicant, Richard Callais, would like to locate a 10' x 16' metal Morgan accessory building at the rear of his property. The Historic District Regulations state that prefabricated metal accessory buildings are permitted if they are completely screened from any abutting street. While the accessory building is located at the rear of the property, it will be seen from South Street due to a vacant lot west of the subject property. Mr. Richardson recommended approval subject to constructing an 8' tall wood screening fence along the north and west sides of the accessory building. 2 Historic Landmark CommissionDecember 12, 2011 Slides of the subject property were shown. Commissioner LaBiche asked for the applicant=s comments. Richard Callais, the applicant, addressed the Commission. Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow the placement of a storage building at 2553 South Street subject to constructing an 8' tall wood screening fence along the north and west sides of the accessory building and the accessory building to be painted the same color as the main structure for CA-2078. Commissioner New seconded the motion. Motion to approve carried 9:0. 3) CA-2080: Request for a Certificate of Appropriateness to allow a 6' tall chain link fence. Location: 2025 Long Applicant: Gloria Estrada Mr. Richardson presented the staff report. This item is a request for a certificate of appropriateness to allow a 6' tall chain link fence in the front yard and an extension of the 6' tall wood screening fence along the west property line. The property is located at 2025 Long. The applicant, Gloria Estrada, states that she and her mother were recently assaulted and robbed at gunpoint while sitting on her front porch. An existing 4' tall chain link fence runs along the entire length of the east property line and between that fence and the northeast corner of the house. An existing 6' tall wood screening fence runs along the west property line up to the front of the house. An apartment house is west of the subject property. The Historic District Regulations state that no solid fence shall be erected to exceed a height of 4' when within a front yard. Chain link fences are permitted only in back yards and must not be visible from abutting streets. However, the ordinance does allow for discretion when the absence of said fence poses a significant hazard to life or property. Mr. Richardson recommended a wrought iron (or similar) fence along the front property line and the extension of the 6' tall wood screening fence 3 Historic Landmark CommissionDecember 12, 2011 along the west property line. Slides of the subject property were shown. Gloria Estrada addressed the Commission. Discussion followed between the applicant and the Commission. Commissioner Normand made a motion to approve a Certificate of Appropriateness to allow a 6' wrought iron or similar fence along the front property line and the extension of the 6' tall wood screening fence along the west property line up to the front property line at 2025 Long for CA-2080. Commissioner Sigee seconded the motion. Motion to approve carried 9:0. 4) Historic Preservation Loan Program Mr. Richardson stated that there was $121,654.77 available. 5) Director=s Report Commissioner LaBiche distributed Sherwin Williams brochures. 6) Historic District Code Enforcement Report Ms. Varela presented her report to the Commission.
