Eliot New Commission members absent: Commissioner Ethelyn Jenkins Councilmembers absent: Councilmember-at Large Gethrel Wright Councilmember Alan Coleman Also present: Steve Richardson, Planning Manager; Jill Cole, Recording Secretary; Adina Ward, Planner; Anna Varela, Historic District Code Enforcement Officer APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held September 12, 2011. Commissioner Perrot seconded the motion. Motion to approve carried 10:0. REGULAR MEETING 1) CA-2040: Request for a Certificate of Appropriateness to allow the demolition of a house and the construction of a new house. Location: 1044 Magnolia Applicant: Southeast Texas Regional Planning Commission Historic Landmark CommissionOctober 10, 2011 Mr. Richardson presented the staff report. This demolition and new construction is being done under the auspices of SETRPC=s Hurricane Ike Disaster Recovery Program. The house will be of the Craftsman style. The 1,285 sq. ft. house will consist of two bedrooms, two baths, kitchen, living/dining room and a laundry room. The house will be constructed on a 24' concrete slab on grade foundation. Hardie plank siding and one over one white frame vinyl windows will be installed. The parking will be in the rear of the house with a handicap ramp extending along the south side of the house. The homeowner has picked Sherwin Williams A Classical Gold @ for the body of the house and Sherwin Williams A Roycroft Bottle Green @ for the trim. FEMA=s engineering consultant estimates that it would cost $223,804 to totally rehabilitate the house. To compare estimates, the City had its consultant inspect the house. The City=s consultant estimated that it would cost $198,577 to rehabilitate the structure. Both estimates would put complete renovation beyond the capabilities of this program. Mr. Richardson distributed paint color samples to the Commission. Slides of the subject property were shown. Chairman Blazek asked for the applicant=s comments. Mike Foster with Southeast Texas Regional Planning Commission addressed the Commission. Commissioner LaBiche made a motion to approve a Certificate of Appropriateness to allow the demolition of a house and the construction of a new house at 1044 Magnolia as requested in CA-2040, subject to the following conditions:  The building shall be redesigned so that the bedrooms and kitchen/laundry room are switched. Kitchen/laundry room shall be at rear of house. The back door shall be at the back of the house.  The house shall be built on a 24" slab on grade.  Windows shall be one over six.  Instead of a wooden handicap ramp, a concrete sidewalk shall be provided from the house to the parking spaces.  The body of the house will be painted Sherwin Williams A Classical 2 Historic Landmark CommissionOctober 10, 2011 Gold @ (SW 2831) or equivalent and the trim of the house will be painted Sherwin Williams A Roycroft Bottle Green @ (SW 2847) or equivalent. Commissioner Craig seconded the motion. Motion to approve carried 10:0. 2) CA-2042: Request for a Certificate of Appropriateness to allow the demolition of a house and the construction of a new house. Location: 2550 Houston Applicant: Southeast Texas Regional Planning Commission Mr. Richardson presented the staff report. The house will be of the Craftsman style. The 1,450 sq. ft. house will consist of three bedrooms, two baths, kitchen. living/dining room and a laundry room. The house will be constructed on a 24" concrete slab on grade foundation. Hardie plank siding and one over one white frame vinyl windows will be installed. The parking will be in the rear of the house with a handicap ramp located at the northwest corner of the house. The homeowner has picked Sherwin Williams A Casa Blanca @ for the body of the house and Sherwin Williams A Roycroft Brass @ for the trim and accent. FEMA=s engineering consultant estimates that it would cost $290,795 to totally rehabilitate the structure which would put complete renovation beyond the capabilities of this program. Slides of the subject property were shown. Chairman Blazek asked for the applicant=s comments. Mr. Douglas, the homeowner, addressed the Commission and answered questions. Commissioner Craig made a motion to approve the demolition of a house and the construction of a new house at 2550 Houston as requested in CA-2042, subject to the following conditions:  Windows shall be one over six.  Handicap ramp be located at the rear of the house.  House shall be built on a 24" slab on grade. 3 Historic Landmark CommissionOctober 10, 2011  The body of the house will be painted Sherwin Williams A Casa Blanca @ (SW 2060) and the trim will be painted Sherwin Williams A Roycroft Brass @ (SW 2843) or equivalent. Commissioner Perrot seconded the motion. Motion to approve carried 8:2 (Chodzinski, Linsley). 3) CA-2043: Request for a Certificate of Appropriateness to allow the demolition of a house and the construction of a new house. Location: 2236 North Street Applicant: Southeast Texas Regional Planning Commission Mr. Richardson presented the staff report. The house will be of the Craftsman style. The 1,281 sq. ft. house will consist of two bedrooms, two baths, kitchen, living/dining room and a laundry room. The house will be constructed on a 24' concrete slab on grade foundation. The homeowner has picked Sherwin Williams A Colony Bluff @ for the body of the house and white for the trim. FEMA=s engineering consultant estimates that it would cost $274,449 to totally rehabilitate the house which would put complete renovation beyond the capabilities of this program. Mrs. Lee, the homeowner, was present at the meeting. Commissioner LaBiche made a motion to approve a Certificate of Appropriateness to allow the demolition of a house and the construction of a new house at 2236 North Street as requested in CA-2043, subject to the following conditions:  The building shall be redesigned so that the bedrooms and kitchen/laundry room are switched. Commissioner Craig seconded the motion. Motion to approve carried 10:0. 4) CA-2056: Request for a Certificate of Appropriateness to allow the painting of a house. Location: 2222 McFaddin Applicant: Earnestine Baloney Mr. Richardson presented the staff report. The applicant would like to paint the body of the house Behr Paints A Grape Leaves @ and the trim Behr Paints A Asparagus @. Mr. Richardson recommended that the body color be approved but with a cream color for the trim. Ms. Baloney is unable to attend the meeting because of her work schedule. Chairman Blazek made a motion to approve a Certificate of Appropriateness to allow the painting of a house at 2222 McFaddin as requested in CA-2056 with Behr Paints A Grape Leaves @ in a flat finish and the trim to be painted a flat cream paint. Commissioner Chodzinski seconded the motion. Motion to approve carried 10:0. 5) CA-2059: Request for a Certificate of Appropriateness to allow the demolition of a house and the construction of a new house. Location: 1476 Louisiana Applicant: Southeast Texas Regional Planning Commission Mr. Richardson presented the staff report. The house will be of the Craftsman style. The 1,281 sq. ft. house will consist of two bedrooms, two baths, kitchen, living/dining room and a laundry room. The house will be constructed on a 24" concrete slab on grade foundation. Hardie plank siding and one over one white frame vinyl windows will be installed. The parking will be at the rear of the house with a handicap ramp located along the west side of the house. The property owner has not picked colors to paint the house. Commissioner LaBiche made a motion to deny a Certificate of Appropriateness to allow the demolition of a house and the construction of a new house at 1476 Louisiana as requested in CA-2059. Commissioner New seconded the motion. Motion to deny carried 9:0. 6) CA-2060: Request for a Certificate of Appropriateness to allow the demolition of a house and the construction of a new house. Location: 2020 Broadway Applicant: Southeast Texas Regional Planning Commission Mr. Richardson presented the staff report. The house will be of the Craftsman style. The 1,318 sq. ft. house will consist of three bedrooms, two baths, kitchen, living/dining room and a laundry room. The house will be constructed on a 24" concrete slab on grade foundation. Hardie plank siding and white frame one over one vinyl windows will be installed. The parking will be at the rear of the house and a handicap ramp will be located along the west side of the house. The home owner has not picked out the colors to paint the house. FEMA=s engineering consultant estimates that it would cost $372,493 to totally rehabilitate the house which would put complete renovation beyond the capabilities of this program. The subject home recently burned in a fire. Substantial damage was done to the home. Slides of the subject property were shown. Chairman Blazek asked for the applicant=s comments. Mr. and Mrs. Carter, the homeowners, addressed the Commission. The Carters have three grandchildren and a son that live with them in the home. Discussion of increasing the number of bedrooms to accommodate all the children. followed. 6 Historic Landmark CommissionOctober 10, 2011 Commissioner LaBiche made a motion to approve a Certificate of Appropriateness to allow the demolition of a house and the construction of a new house at 2020 Broadway as requested in CA-2060, subject to the following conditions:  The building shall be redesigned so that the bedrooms and kitchen/laundry room are switched. Kitchen/laundry room shall be at rear of house. The back door shall be at the back of the house.  The house shall be built on a 24" slab on grade.  Windows shall be one over six.  Instead of a wooden handicap ramp, a concrete sidewalk shall be provided from the house to the parking spaces. and that consideration be given to build a 4 bedroom home instead of a three bedroom home. Commissioner Craig seconded the motion. Motion to approve carried 10:0. 7) CA-2065: Request for a Certificate of Appropriateness to allow the painting of a house. Location: 2590 Angelina Applicant: Rocio Castillo Mr. Richardson presented the staff report. The property owner would like to paint the body of the house Martha Stewart Living A Butternut Squash @ and the trim Martha Living A Claret @. Mr. Richardson recommended denial. The applicant=s son submitted some new colors that his mother wants to use. Discussion followed of possible color combinations. Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow the painting of a house at 2590 Angelina for CA-2065 with a mauve color for the body of the house, the trim painted a creamy white and the door Martha Stewart=s A Claret @. Commissioner LaBiche seconded the motion. Motion to approve carried 10:0. 8) Historic Preservation Loan Program Mr. Richardson stated that there was $119,988.11 available. 7 Historic Landmark CommissionOctober 10, 2011 9) Director=s Report 10) Historic District Code Enforcement Report Ms. Varela presented her report to the Commission.
