HomeMy WebLinkAbout9-12-11 HLC Minutes M I N U T E S REGULAR MEETING HISTORIC LANDMARK COMMISSION September 12, 2011 Council Chambers A Regular Meeting of the Historic Landmark Commission was held on September 12, 2011 at 3:30 p.m. with the following members present: Commission members present: Chairman Paula Blazek Commissioner Marie Broussard Commissioner Judy Linsley Commissioner Norris Turner Commissioner Darlene Chodzinski Commissioner Dohn LaBiche Commissioner Barbara Perrot Commissioner Ethelyn Jenkins Commission members absent: Commissioner Bill Yoes Commissioner Marty Craig Councilmembers present: Councilmember Mike Getz Councilmembers absent: Councilmember-at Large Gethrel Wright Councilmember Alan Coleman Also present: Steve Richardson, Planning Manager; Jill Cole, Recording Secretary; Anna Varela, Historic District Code Enforcement Officer APPROVAL OF MINUTES Commissioner Broussard made a motion to approve the minutes of the Regular Meeting held August 8, 2011. Commissioner Perrot seconded the motion. Motion to approve carried 8:0. REGULAR MEETING 1) CA-2041: Request for a Certificate of Appropriateness to allow the construction of a new house. Location: 2440 Rusk Applicant: Southeast Texas Regional Planning Commission Mr. Richardson presented the staff report. On August 8, the Historic Historic Landmark CommissionSeptember 12, 2011 Landmark Commission approved the demolition of the house at 2440 Rusk. The consideration now is the construction of a replacement house. The house will be a Craftsman style. The house will contain two bedrooms and two baths and will be approximately 1,300 sq. ft. in area. Parking and the main part of a handicap ramp will be placed behind the house. A landing will be on the side of the house at the rear door. The house, as shown, is on a 24" concrete slab. The houses in the immediate neighborhood are a mixture of slab and pier and beam. However, the majority are on pier and beam. The property owner has picked out his colors. His first choice for the body is A Woodlawn Marmalade @. His second choice is A Mark Twain House Peach. Trim will be A Woodlawn Lace @. Doors and shutters will be A Mark Twain Gray Brick @ and the choice for the shake gable, insets and pin stripes is A LaFonda Tile Red @. Mr. Richardson recommended approval subject to the following conditions:  The house will be built on a pier and beam foundation.  The body of the house will be painted A Mark Twain House Peach @. Mr. Richardson distributed paint color samples to the Commission. Chairman Blazek asked for the applicant=s comments. Alan Andrus, owner of the subject property, addressed the Commission and requested a slab construction for the house. Discussion followed between the Commission Commissioner LaBiche made a motion to approve a Certificate of Appropriateness to allow the construction of a new house at 2440 Rusk as requested in CA-2041, subject to the following conditions:  Windows on the front of the house will be six lights over one light.  The body of the house will be painted Valspar A Mark Twain House Peach @ (2006-6a). The trim will be painted A Woodlawn Lace @ (3006-10C). The doors and shutters will be A Mark Twain Gray 2 Historic Landmark CommissionSeptember 12, 2011 Brick @ (4005-2C) and the shake gable, insets and pin stripes will be painted A LaFonda Tile Red @ (2002-5B).  The foundation of the house will be a raised concrete slab. Commissioner Linsley seconded the motion. Motion to approve carried 8:0. 2) Historic Preservation Loan Program Mr. Richardson stated that there was $119,154.78 available. 3) Director=s Report 4) Historic District Code Enforcement Report Ms. Varela presented her report to the Commission. OTHER BUSINESS Discussion - Tyrrell Park Community Center Presentations by Brenda Beadle, City of Beaumont Capital Projects Manager and Rob Clark of Architectural Alliance, Inc.
