HomeMy WebLinkAbout7-11-11 HLC Minutes M I N U T E S REGULAR MEETING HISTORIC LANDMARK COMMISSION July 11, 2011 Council Chambers A Regular Meeting of the Historic Landmark Commission was held on July 11, 2011 at 3:30 p.m. with the following members present: Commission members present: Chairman Paula Blazek Commissioner Bill Yoes Commissioner Marie Broussard Commissioner Judy Linsley Commissioner Norris Turner Commissioner Darlene Chodzinski Commissioner Barbara Perrot Commissioner Marty Craig Commissioner Ethelyn Jenkins Commission members absent: Vice Chairman Ralph Jordan Commissioner Dohn LaBiche Councilmembers present: Councilmember-at Large Gethrel Wright Councilmembers absent: Councilmember Alan Coleman Also present: Steve Richardson, Planning Manager; Adina Ward, Planner; Jill Cole, Recording Secretary; Anna Varela, Historic District Code Enforcement Officer REGULAR MEETING 1) CA-2022: Request for a Certificate of Appropriateness to allow the construction of a master bedroom addition onto the rear of a house. Location: 2514 Gladys Applicant: Marsha Normand Mr. Richardson presented the staff report. The applicant, Marsha Normand, would like to add a 528 sq. ft. single story master bedroom addition onto the rear of her house. While the addition is on the back of the house and behind a fence, it will still be partially visible from Ninth Street. Historic Landmark CommissionJuly 11, 2011 The 105 siding on the addition will match the siding on the early appendage. The addition will be painted dove gray to match the house. The roof will be covered with architectural shingles to match the existing and the windows will be double hung to match the existing windows. Mr. Richardson recommended approval. Slides were shown. Chairman Blazek asked for the applicant=s comments. Ms. Normand addressed the Commission. Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow the construction of a master bedroom addition onto the rear of a house at 2514 Gladys as requested in CA-2022. Commissioner Perrot seconded the motion. Motion to approve carried 9:0. 2) CA-2024: Request for a Certificate of Appropriateness to allow the demolition of a house and the construction of a new house. Location: 2310 Rusk Applicant: J. W. Turner, representing James W. Turner Construction, LTD Mr. Richardson presented the staff report. J.W. Turner with Turner Construction has been hired to demolish a hurricane damaged house and build a new one in its place. Mr. Turner states that the two bedroom, two bath 1,333 sq. ft. house will be of the Craftsman style. On the front of the house, the windows will be white frame vinyl style with six over one in appearance. The rest of the windows will be one over one. The house will have a covered front porch with tapered square columns. The roof will have a 7/12 pitch with front gables. The homeowner has selected a light tan siding with a chocolate colored trim for the exterior. Mr. Turner says that the construction methods employed currently dictate the house to be constructed on a slab on grade foundation. The foundations of the houses in this block are a combination of pier and beam, slab and chain wall with the majority being pier and beam. 2 Historic Landmark CommissionJuly 11, 2011 Mr. Richardson recommended approval subject to constructing the house on a pier and beam foundation. Slides were shown. Chairman Blazek asked for the applicant=s comments. Mr. Turner with Turner Construction addressed the Commission. Mr. Wise, the homeowner, also addressed the Commission. Commissioner Jenkins made a motion to approve a Certificate of Appropriateness to allow the demolition of a house and the construction of a new house at 2310 Rusk as requested in CA-2024 subject to house be of pier and beam foundation. Commissioner Linsley seconded the motion. Motion to approve carried 9:0. 3) Historic Preservation Loan Report Mr. Richardson reported that there is $117,488.12 available. 4) Director=s Report Discussion of Tyrrell Park Recreation Building Discussion of break down costs on new construction versus rehabilitation of Ike houses. 5) Historic District Code Enforcement Report Ms. Varela addressed the Commission.
