Commissioner Perrot seconded the motion. Motion to approve carried 8:0. REGULAR MEETING 1) CA-1925: Request for the reconsideration of a Certificate of Appropriateness to allow a widened driveway and a new patio in the front yard. Location: 2630 Gladys Applicant: Jeff Bundick Mr. Richardson presented the staff report. On May 9, the Historic Landmark Commission approved a Certificate of Appropriateness to allow a widened driveway and a new patio in the front yard of the house located at 2630 Gladys. This approval was subject to three conditions:  The patio shall be reduced to allow the installation of a 3' wide landscape strip between the patio and the driveway  Landscaping shall be installed along the south side of the sidewalk as shown on the site plan  There shall be no parking on the patio area in front of the house. When Mr. Bundick received the action letter, he called and questioned the need for the 3' wide landscape strip. He was told the Commission would have to reconsider their vote. Slides were shown. Chairman Blazek asked for the applicant=s comments. Mr. Bundick addressed the Commission. Vice-Chairman Jordan made a motion to approve a Certificate of Appropriateness to allow the driveway to be widened at the curb to 12' but does not allow a patio in the front yard at 2630 Gladys as requested in CA-1925. Chairman Blazek seconded the motion. Motion to approve carried 8:0. 2) CA-2000: Request for a Certificate of Appropriateness to allow the demolition of two substandard structures. Location: 1052 McFaddin and 1052 McFaddin (rear) Applicant: City of Beaumont Building Codes Division Mr. Richardson presented the staff report. Ms. Loiacano stated that the structures were inspected and found to be in violation of the City of Beaumont Code of Ordinances pertaining to unsafe structures. The structures were tagged on March 22, 2011. The owner has signed a demolition consent form. In 1983, the house was designated a City of Beaumont Historic Cultural Landmark by City Council. Mr. Richardson recommended approval of the request. Slides were shown. Historic Landmark CommissionJune 13, 2011 Chairman Blazek asked for the applicant=s comments. Discussion followed between Ms. Loiacano and the Commission. Commissioner Yoes made a motion to approve a Certificate of Appropriateness to allow the demolition of two substandard structures at 1052 McFaddin and 1052 McFaddin (rear) as requested in CA-2000. Commissioner Chodzinski seconded the motion. Motion to approve carried 8:0. 3) CA-2003: Request for a Certificate of Appropriateness to allow the demolition of a substandard structure. Location: 2560 Smart Applicant: City of Beaumont Building Codes Division Mr. Richardson presented the staff report. Ms. Loiacano stated that the structure was inspected and found to be in violation of the City of Beaumont Code of Ordinances pertaining to unsafe structures. The structure was tagged on May 28, 2010. According to Ms. Loiacano, the structure has 50% or more damage of non-supporting members. Mr. Richardson recommended approval of the request. Chairman Blazek asked for the applicant=s comments. Mrs. Loiacano addressed the Commission and discussion followed. Vice-Chairman Jordan made a motion to approve a Certificate of Appropriateness to allow the demolition of a substandard structure at 2560 Smart as requested in CA-2003. Commissioner Yoes seconded the motion. Motion to approve carried 8:0. 4) CA-2004: Request for a Certificate of Appropriateness to allow the demolition of a substandard structure. Location: 2520 Rusk Applicant: City of Beaumont Building Codes Division Mr. Richardson presented the staff report. Ms. Loiacano stated that the structure was inspected and found to be in violation of the City of Beaumont Code of Ordinances pertaining to unsafe structures. The structure was tagged on September 3, 2009. According to Ms. Loiacano, 3 Historic Landmark CommissionJune 13, 2011 the structure has 50% or more damage to non-supporting members. Mr. Richardson recommended approval of the request. Chairman Blazek asked for the applicant=s comments. Ms. Loiacano addressed the Commission and discussion followed. Commissioner Yoes made a motion to approve a Certificate of Appropriateness to allow the demolition of a substandard structure at 2520 Rusk as requested in CA-2004. Commissioner Perrot seconded the motion. Motion to approve carried 8:0. 5) CA-2005: Request for a Certificate of Appropriateness to allow the demolition of a substandard structure. Location: 2453 McFaddin Applicant: City of Beaumont Building Codes Division Mr. Richardson presented the staff report. Ms. Loiacano stated that the structure was inspected and found to be in violation of the City of Beaumont Code of Ordinances pertaining to unsafe structures. The structure was tagged on October 28, 2009. According to Ms. Loiacano, the structure has 50% or more damage of non-supporting members. Mr. Richardson recommended approval of the request. Slides of the property were shown. Chairman Blazek asked for the applicant=s comments. Ms. Loiacano addressed the Commission and discussion followed. Commissioner Broussard made a motion to approve a request for a Certificate of Appropriateness to allow the demolition of a substandard structure at 2453 McFaddin as requested in CA-2005. Commissioner Chodzinski seconded the motion. Motion to approve 8:0. 6) CA-2007: Request for a Certificate of Appropriateness to allow the demolition of a substandard structure. Location: 2082 Angelina 4 Historic Landmark CommissionJune 13, 2011 Applicant: City of Beaumont Building Codes Division Mr. Richardson presented the staff report. Ms. Loiacano stated that the structure was inspected and found to be in violation of the City of Beaumont Code of Ordinances pertaining to unsafe structures. The structure was tagged on May 28, 2009. According to Ms. Loiacano, the structure has 50% or more damage of non-supporting members. Mr. Richardson recommended approval. Slides of the property were shown. Commissioner Chodzinski made a motion to approve the demolition of a substandard structure at 2082 Angelina as requested in CA-2007. Commissioner LaBiche seconded the motion. Motion to approve carried 8:0. 7) CA-2010: Request for a Certificate of Appropriateness to allow the painting of the brick on a structure. Location: 2495 Gladys Applicant: Virginia Radford Mr. Richardson presented the staff report. Mrs. Radford stated that portions of the house were covered in vines. When the vines were removed, Mrs. Radford says that the brick was damaged. She wants to paint the brick white to hide the damage. The Historic District regulations state that brick surfaces not previously painted may not be painted unless the applicant establishes that the color and texture of replacement brick cannot be matched with that of the existing brick surface or that the painting is necessary to restore or preserved the brick. Mr. Richardson recommend approval, with hesitation, due to the fact that Mrs. Radford painted the house after she was told by two staff persons that she could not do so until she received approval from the Historic Landmark Commission. Slides of the property were shown. Chairman Blazek asked for the applicant=s comments. The applicant was 5 Historic Landmark CommissionJune 13, 2011 not present. Discussion followed as to the options of the Commission regarding their action. Commissioner LaBiche made a motion to deny a Certificate of Appropriateness to allow the painting of the brick on a structure at 2495 Gladys as requested in CA-2010 and directed removal of the paint. Vice-Chairman Jordan seconded the motion. Motion to approve carried 7:1 (Yoes). 8) CA-2011: Request for a Certificate of Appropriateness to allow the construction of a chain link fence. Location: 2105 Angelina Applicant: David Ortiz for Ethel Botley Mr. Richardson presented the staff report. The request is to allow the construction of a 4' tall chain link fence around the house at 2105 Angelina. David Ortiz, representing his mother-in-law, Ethel Botley, states that the fence is needed for the protection of his elderly in-laws. The Historic District regulations state that chain link fences are permitted only in back yards and must not be seen from the street. The proposed fence will surround the property. Mr. Richardson recommended denial of the chain link fence in the front yard and approval of the chain link fence from the front corners of the house to the side property lines and along the side and rear property lines. Slides of the property were shown. Chairman Blazek asked for the applicant=s comments. Commissioner LaBiche made a motion to deny the chain link fence in the front yard and approval of the chain link fence from the front corners of the house to the side property lines and along the side and rear property lines at 2105 Angelina as requested in CA-2011. Vice-Chairman Jordan seconded the motion. Motion carried 8:0. 9) CA-2012: Request for a Certificate of Appropriateness to allow the painting of the front porch and steps of a structure. Location: 2243 Long Avenue 6 Historic Landmark CommissionJune 13, 2011 Applicant: Dana Haynes for John Hagger III Mr. Richardson presented the staff report. John Hagger, the property owner, painted the porch and steps to match the front door and shutters. It was done without a Certificate of Appropriateness. The Historic District regulations do not prohibit the painting of a porch or steps. However, the regulations do state that the porch and entry treatment must have a shape, roof form, materials and colors that are typical of the style and period of the building. Mr. Richardson recommend approval. Slides of the subject property were shown. Commissioner LaBiche made a motion to approve a Certificate of Appropriateness to allow the painting of the front porch and steps of a structure at 2243 Long Avenue as requested in CA-2012. Commissioner Perrot seconded the motion. Motion to approve carried 8:0. 10) CA-2014: Request for Certificate of Appropriateness to allow the construction of a bedroom addition onto an existing house. Location: 2545 Long Applicant: Kacy and Judy Kovac Mr. Richardson presented the staff report. Kacy and Judy Kovac, the owners, wish to build a 19'x32' addition that will include a new master bedroom and en suite bathroom. The addition will be constructed of brick and painted white to match the house. Four windows will be salvaged and re-installed on the south and east sides of the addition. A new window, similar to the existing windows, will be installed on the north side. Composite shingles and cornice will match the existing. Mr. Richardson recommended approval. Slides of the property were shown. Chairman Blazek asked for the applicant=s comments. Kacy Kovac, the owner, and Danny LeBaron, the contractor addressed the Commission. 7 Historic Landmark CommissionJune 13, 2011 Commissioner Yoes made a motion to approve a Certificate of Appropriateness to allow the construction of a bedroom addition onto an existing house at 2545 Long as requested in CA-2014. Chairman Blazek seconded the motion. Motion to approve carried 8:0. 11) File 2094-Z: Request for a zone change from GC-MD-H (General Commercial-Multiple Family Dwelling-Historical) District to GC-MD (General Commercial-Multiple Family Dwelling) District. Location: 2674 Liberty Applicant: Altus HMS Mr. Richardson presented the staff report. Altus HMS is asking that the subject property be taken out of the Historic District. On May 9, the Commission approved the moving of the structure that was on the subject property. The purpose of the move was to allow Altus to purchase the th property for expansion of its facility at 390 N. 11. Altus would like to remove the property from the Historic District so that it can be utilized for parking. In November, 2010, the Commission approved the moving of the house at 2678 Liberty. A possible expansion plan that represents Altus= intentions was given to the Commission in their packets. Mr. Richardson recommended approval. Chairman Blazek asked for the applicant=s comments. Josh Young with Altus HMS addressed the Commission and discussed followed. Commissioner LaBiche made a motion to approve a zone change from GC-MD-H (General Commercial-Multiple Family Dwelling-Historical) District to GC-MD (General Commercial-Multiple Family Dwelling) District at 2674 Liberty as requested in File 2094-Z. Commissioner Perrot seconded the motion. Motion to approve carried 8:0. 12) Historic Preservation Loan Report Mr. Richardson reported that there is $116,654.79 available. 13) Director=s Report 8 Historic Landmark CommissionJune 13, 2011 14) Historic District Code Enforcement Report Ms. Varela addressed the Commission. OTHER BUSINESS Discussion - Tyrrell Park Structure Mr. Sasser addressed the Commission in reference to the Tyrrell Park Structure.
