Commissioner LaBiche seconded the motion. Motion to approve carried 10:0. REGULAR MEETING 1) CA-1898: Request for a Certificate of Appropriateness to allow the painting of a house. Location: 2360 Rusk Applicant: Leticia Ignacio Historic Landmark CommissionJanuary 10, 2011 Mr. Richardson presented the staff report. The applicant, Leticia Ignacio, states that she would like to paint the body of the house Valspar A Green Tea Leaves @, the trim Valspar A Safari Beige @ and accents Valspar A La Fonda Territory Green @. Mr. Richardson recommended approval of the request. Slides of the subject property were shown. Chairman Blazek asked for comments. Ms. Ignacio was present and addressed the Commission. Commissioner Yoes made a motion to approve a Certificate of Appropriateness to allow the painting of a house at 2360 Rusk as requested in CA-1898. Commissioner Craig seconded the motion. Motion to approve carried 10:0. 2) CA-1900: Request for a Certificate of Appropriateness to allow the installation of a standing seam metal roof on a house. Location: 2630 Hazel Applicant: Pat Coussens Mr. Richardson presented the staff report. The applicant, Pat Coussens, would like to replace the existing asphalt shingled roof with a 1 2" double lock standing seam metal panel roof in a silver/grey finish. The house is included in the 1991 SPARE Beaumont Survey. SPARE states that the house was built c. 1910 and is of the Vernacular Victorian style. Mr. Richardson recommended approval of the request. Chairman Blazek asked for the applicant=s comments. Pat Coussens addressed the Commission and discussion followed of the finish on the roof and changing it to a matte finish. Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow the installation of a standing seam metal roof on a house at 2630 Hazel as requested in CA-1900 with the exception that the 2 Historic Landmark CommissionJanuary 10, 2011 color be changed to a darker grey. Commissioner Perrot seconded the motion. Motion to approve carried 10:0. 3) CA-1901: Request for a Certificate of Appropriateness to allow renovations to the exterior of a house. Location: 1561 Park Applicant: Lin Marie Garsee Mr. Richardson presented the staff report. This item is a request for a certificate of appropriateness to allow renovations to the exterior of the house formally known as 1561 Park. 1561 Park was in danger of being demolished so that the previous owner could have a FEMA house constructed. After negotiating with the property owner, the Beaumont Heritage Society and Main Street were given the house to save. The house was temporarily moved while the two non-profits looked for a buyer. Lin Marie Garsee has since bought the house and plans to move it to 1780 Pennsylvania. Ms. Garsee proposes to replace all rotten wood on the outside of the house with like kind. The outer wall that covers the side porch will be removed and any repairs to rotten wood made. The roof will be replaced with like kind shingles, if needed. The house will be stabilized and leveled according to City Code. Ms. Garsee originally planned to paint the house white with black or dark green trim. She would now like to paint the house the colors that were submitted to the Commission. Mr. Richardson recommended that the fascia boards around the windows and doors be painted white. Slides of the subject property were shown. Chairman Blazek asked for the applicant=s comments. Lin Marie Garsee addressed the Commission and suggestions on the paint colors were given by Commissioner LaBiche. Commissioner Chodzinski addressed the Commission as Executive Director of the Beaumont Heritage Society. She explained that the Society will oversee the renovations and restoration to the home. 3 Historic Landmark CommissionJanuary 10, 2011 Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow renovations to the exterior of a house at 1561 Park as requested in CA-1901. Commissioner Broussard seconded the motion. Motion to approve carried 9:0:1 (Chodzinski). 4) CA-1903: Request for a Certificate of Appropriateness to allow two parking lots. Location: 2666 Liberty and 2669 Broadway Applicant: Altus Beaumont Mr. Richardson presented the staff report. Altus Beaumont has applied for a certificate of appropriateness to allow the construction of two parking lots at 2666 Liberty and 2669 Broadway. Both properties are vacant and zoned GC-MD. The Historic District regulations state that parking lots must be setback along street frontages not less than the required yard setbacks or as far back as the front of immediately adjacent buildings, whichever is greater. The proposed parking lots are setback 30' from the front property lines. The front setback in a GC-MD District is 20'. Adjacent structures are 30' from the front property line. The landscaping regulations require that a 6' wide landscape strip be installed along the parking lot frontage on Liberty and Broadway. The ordinance does allow 3' of the required landscape strip to be placed on the public right-of-way. Mr. Richardson recommended approval subject to the following condition:  A 6' wide landscape strip will be required along the parking lot frontage along Liberty and Broadway. Slides of the subject property were shown. Commissioner LaBiche made a motion to approve a Certificate of Appropriateness to allow two parking lots at 2666 Liberty and 2669 Broadway as requested in CA-1903 subject to the following condition:  A 6' wide landscape strip will be required along the parking lot frontage along Liberty and Broadway. Commissioner Craig seconded the motion.
