Eliot New Commissioner LinMarie Garsee Commissioner Thomas Sigee Commission members absent: Commissioner Darlene Chodzinski Commissioner Marsha Normand Councilmembers present: Councilmember-at Large Gethrel Wright Councilmember Mike Getz Councilmembers absent: Councilmember Alan Coleman Also present: Steve Richardson, Planning Manager; Jill Cole, Recording Secretary; Adina Ward, Planner; Anna Varela, Historic District Code Enforcement Officer APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held July 9, 2012. Commissioner Sigee seconded the motion. Motion to approve carried 10:0. REGULAR MEETING 1) File 821-OB: Request for amendments to the Zoning Ordinance, Section 28.03.018 (e)(9), Section 28.03.018 (g)(3)(F) and Section 28.03.018 (h). Applicant: City of Beaumont Planning Division Mr. Richardson presented the staff report. The request is for three changes to the Historic District Regulations. The first change strikes out the wording that garbage cans can only be left on the curb no more than 24 hours. That used to be a city-wide ordinance and the Historic District Regulations reflected the city-wide ordinance. However. a year or so ago, City Council approved a deletion of that portion of the ordinance so the purpose of this amendment is to make the Historic District Regulations conform with the rest of the City ordinance. The second change amends the fence section of the Historic District Regulations. Whereas the original ordinance did allow barbed wire and razor wire fences in back yards as long as they were not visible from the street, Mr. Richardson suggested striking those types of fences altogether as well as metal sheet fences. The third change deals with adding back a lot of verbage in the section that deals with the review procedures for certificates of appropriateness that was somehow deleted when that section was amended several years ago. The portion in italics was in the original ordinance. It deals with what staff can review w, what the Historic Landmark Commission must review and the appeal procedure to staff decisions and decisions of the Historic Landmark Commission. Mr. Richardson recommended approval. Discussion followed between the Commission and staff. Commissioner New made a motion to deny the request for the amendment to the Zoning Ordinance, Section 28.03.018 (e)(9) pertaining to litter/trash and junk. Commissioner Craig seconded the motion. Motion to deny carried 10:0. Discussion followed regarding amendments to Section 28.03.018 (g)(3)(F) and Section 28.03.018 (h) and it was decided that those sections would be workshopped at the next meeting. Commissioner LaBiche suggested making a table of what is permitted and not permitted. 2) Historic Preservation Loan Program Mr. Richardson stated that there was $130,296.16 available. 3) Historic District Code Enforcement Report Ms. Varela addressed the Commission.
