HomeMy WebLinkAbout3-12-12 HLC Minutes M I N U T E S REGULAR MEETING HISTORIC LANDMARK COMMISSION March 12, 2012 Council Chambers A Regular Meeting of the Historic Landmark Commission was held on March 12, 2012 at 3:30 p.m. with the following members present: Commission members present: Chairman Paula Blazek Commissioner Marie Broussard Commissioner Judy Linsley Commissioner Norris Turner Commissioner Darlene Chodzinski Commissioner Dohn LaBiche Commissioner Marty Craig Commissioner Thomas Sigee Commission members absent: Commissioner Ethelyn Jenkins Commissioner B. Eliot New Commissioner Marsha Normand Commissioner LinMarie Garsee Councilmembers absent: Councilmember-at Large Gethrel Wright Councilmember Alan Coleman Councilmembers present: Councilmember Mike Getz Also present: Steve Richardson, Planning Manager; Jill Cole, Recording Secretary; Adina Ward, Planner APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held February 12, 2012. Commissioner Sigee seconded the motion. Motion to approve carried 8:0. REGULAR MEETING 1) File 2127-Z: Consider a request to remove the HC-L (Historic Cultural-Landmark Preservation Designation). Location: 1315 Calder Applicant: James Clark Historic Landmark CommissionMarch 12, 2012 Mr. Richardson presented the staff report. In February, 2008, City Council approved an HC-L Designation on the property at 1315 Calder. The A Polk @ house was later demolished in December, 2010. However, the historic designation remains on the property. James Clark has bought the property and is requesting that the historic designation be removed. It is the intent of James and Michelle Clark to build a commercial building on the property that will be used for event planning and for the hosting of receptions. Mr. Richardson recommended approval of the request. Twelve notices were mailed to property owners within 200 feet of the subject property. No responses in favor or in opposition were returned. Photos of the subject property were shown. Chairman Blazek asked for comments. Kathryn Bachelot addressed the Commission on behalf of the Mr. and Mrs. Clark. Commissioner Craig made a motion to approve a request to remove the HC-L (Historic Cultural-Landmark Preservation Designation) at 1315 Calder as requested in File 2127-Z. Commissioner Sigee seconded the motion. Motion to approve carried 8:0. 2) Historic Preservation Loan Program Mr. Richardson stated that there was $124,525.47 available. 3) Director=s Report Commissioner Chodzinski reported that she met with the residents of the Jersey Farm Village Subdivision about their request to becoming a historic district. She did advise them against it at this time. The residents want to clean up the neighborhood and want better representation from the Police Department, but they were not aware of all the restrictions that go along with the creation of a historic district. Commissioner Chodzinski suggested creating a conservation district at this time and possibly in the future, revisit the historic district request. 2 Historic Landmark CommissionMarch 12, 2012 OTHER BUSINESS THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED AT 4:05 P.
