HomeMy WebLinkAbout12-9-13 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION December 9, 2013 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on December 9, 2013 and called to order at 3:30 p.m. with the following members present: Chairman Paula Blazek Commissioner Norris Turner Commissioner Dohn LaBiche Commissioner Marty Craig Commissioner Jef Russell Commissioner LinMarie Garsee Commissioner Thomas Sigee Commission Members absent: Commissioner Judy Linsley Commissioner Darlene Chodzinski Commissioner Eliot New Commissioner Marsha Normand Councilmembers present: Mayor Pro-Tem Gethrel Wright Councilmember Michael Getz Councilmembers absent: Councilmember Alan Coleman Also present: Adina Ward, Planner II, Jill Cole, Recording Secretary, Anna Varela, Historic District Code Enforcement Officer APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held September 9, 2013. Commissioner Sigee seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-2332: Request for a Certificate of Appropriateness to allow the replacement of wrought iron columns with wooden columns on a front porch. Location: 2330 McFaddin Applicant: Maria Rebollar Historic Landmark Commission December 9, 2013 Ms. Ward presented the staff report. The applicant, Maria Rebollar, has removed the existing wrought iron columns from the porch of her house at 2330 McFaddin. She has replaced them with wooden columns. The wooden columns are typical for a Craftsman bungalow if trimmed properly. The house is not listed in the SPARE Beaumont Survey. Staff recommended approval of the request, subject to additional trim. Ms. Ward distributed photos of Craftsman style homes for examples. Chairman Blazek asked for the applicant’s comments. David Bradley addressed the Commission on behalf of Ms. Rebollar. Discussion followed between the Commission and Mr. Bradley regarding specifications. Chairman Blazek asked for comments in favor or opposition. No comments were made. Commissioner Craig made a motion to approve the Certificate of Appropriateness to allow the replacement of wrought iron columns with wooden columns on a front porch at 2330 McFaddin as requested in CA-2332 with the condition that the columns be wrapped in the style shown on the slide and agreed upon by the applicant. Commissioner Russell seconded the motion. Motion to approve carried 7:0. 2) CA-2334: Request for a Certificate of Appropriateness to allow the replacement of one-over-one windows with the six-over-six windows. Location: 2225 Evalon Applicant: Lorena Rebollar Ms. Ward presented the staff report. The applicant, Lorena Rebollar, would like to replace the existing one-over-one windows at 2225 Evalon with six-over-six white paned windows. Given the architecture of the house and of the homes in this immediate area, the proposed alterations should be a compatible change. The house is not listed in the SPARE Beaumont Survey. Staff recommended approval of the request. Slides of the subject property were shown. Chairman Blazek asked for the applicant’s comments. Lorena Rebollar addressed the Commission. Chairman Blazek asked for comments in favor or opposition. No comments were made. 2 Historic Landmark Commission December 9, 2013 Commissioner LaBiche made a motion to approve a Certificate of Appropriateness to allow the replacement of one-over-one windows with the six-over-six windows at 2225 Evalon as requested in CA-2334. Commissioner Sigee seconded the motion. Motion to approve carried 7:0. 3) Director’s Report John Leggett, owner of 480 Magazine, addressed the Commission and updated them on the status of the repair of the home. Discussion followed and Mayor Pro-Tem Wright and Councilman Getz addressed the Commission. The Commission asked that a workshop be placed on the January agenda. The purpose of the workshop would be to make appropriate modifications to City codes and ordinances in regard to repairing and rehabilitation of homes of historical nature as to allow additional time for completion. 4) Historic District Code Enforcement Report Mrs. Varela addressed the Commission.
