HomeMy WebLinkAbout9-9-13 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION September 9, 2013 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on September 9, 2013 and called to order at 3:30 p.m. with the following members present: Commissioner Judy Linsley Commissioner Norris Turner Commissioner Darlene Chodzinski Commissioner Marty Craig Commissioner Jef Russell Commissioner Eliot New Commissioner LinMarie Garsee Commissioner Thomas Sigee Commission Members absent: Chairman Paula Blazek Commissioner Dohn LaBiche Commissioner Marsha Normand Councilmembers present: Mayor Pro-Tem Gethrel Wright Councilmembers absent: Councilmember Alan Coleman Also present: Adina Ward, Planner II, Bill Cobabe, Senior Planner; Jill Cole, Recording Secretary, Anna Varela, Historic District Code Enforcement Officer; Chris Boone, Director of Planning and Community Development APPROVAL OF MINUTES Commissioner Russell made a motion to approve the minutes of the Regular Meeting held June 10, 2013. Commissioner Linsley seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-2282: Request for a Certificate of Appropriateness to allow the replacement of 8” reveal shiplap styling siding with 4” reveal. Location: 2312 Evalon Applicant: Gonzales Torres Historic Landmark Commission September 9, 2013 Ms. Ward presented the staff report. The applicant, Gonzalo Torres, wishes to replace patches of 8” shiplap siding with 4” shiplap on his house at 2312 Evalon Street. The majority of the house will retain the 8” shiplap. Mr. Torres states that the two rows of the 4” fit perfectly replace 1 row of the 8” and therefore is not noticeable. The house is not listed in the SPARE Beaumont Survey. Staff recommended denial of the request. Slides of the subject property were shown. Commissioner Craig, acting as Chairman, asked for the applicant’s comments. Mr. Torres addressed the Commission and said he could not find any more of the 8” shiplap so he’s asking to replace the 8” reveal shiplap siding with 4” reveal. Commissioners commented that there is 8” available for sale. Discussion followed with the Commission. Commissioner Craig asked for comments in favor or opposition. None were made. Commissioner Chodzinski made a motion to deny the Certificate of Appropriateness to allow the replacement of 8” reveal shiplap styling siding with 4” reveal on the house at 2312 Evalon as requested in CA-2282. Commissioner Russell seconded the motion. Motion to deny carried 6:1 (Sigee). 2) CA-2293: Request for a Certificate of Appropriateness to replace windows and add shutters. Location: 2246 Long Avenue Applicant: Adam Hall Ms. Ward presented the staff report. The applicant, Adam Hall, would like to replace the 6/6 windows in his home at 2246 Long Avenue, with 1/1 windows and add shutters. The house is listed in the 1990 SPARE Beaumont Survey. SPARE states that the house was built c. 1936. The house is listed as a fine example of upper middle class housing in Beaumont after the second Spindletop boom, and is of an Italian Renaissance revival style. Staff recommended approval of the request. Slides of the subject property were shown. Commissioner Craig asked for the applicant’s comments. Mr. Hall addressed the Commission. He stated that he is currently living across the street from the subject property. 2 Historic Landmark Commission September 9, 2013 Commissioner Craig asked for comments in favor or opposition. No comments were made. Commissioner Sigee made a motion to approve a Certificate of Appropriateness to replace windows and add shutters on the house at 2246 Long Avenue as requested in CA-2293. Commissioner Russell seconded the motion. Motion to approve carried 7:0. 3) CA-2299: Request for a Certificate of Appropriateness to extend an existing chain link fence. Location: 2274 North Street Applicant: T. W. Moak Ms. Ward presented the staff report. The applicant, Mr. T. W. Moak, is requesting to extend a chain link fence to surround his y ard at 2274 North Street. An existing black, 4 foot chain link fence exists on the south and west sides of the house. Mr. Moak stated that the fence is needed for security and to keep trespassers off the property. A new black, 5 foot chain link fence would be installed on the north and east sides of the property. Staff recommended approval of the request. Slides of the subject property were shown. Commissioner Craig asked for the applicant’s comments. Mr. Moak addressed the Commission. Mr. Moak clarified that the existing fence is 5’, not 4’ and he is asking to replace it with 6’. Commissioner Craig asked for comments in favor or in opposition. No comments were made. Commissioner Russell made a motion to approve a Certificate of Appropriateness to extend an existing 5’ chain link fence with a 6’ chain link fence at 2274 North Street as requested in CA-2299. Commissioner Sigee seconded the motion. Motion to approve carried 7:0. 4) CA-2301: Request for a Certificate of Appropriateness to allow the painting of a house in the Oaks Historic District. Location: 2160 North Street Applicant: James and Elizabeth Taylor (Commissioner New arrived.) Ms. Ward presented the staff report. The applicant’s, James and Elizabeth Taylor, would like to paint the house they own at 2160 North Street. Mr. & Mrs. Taylor have submitted samples consisting of Valspar – Grand Hotel Awning Yellow 2008-1C for the body of the structure, Sherwin-Williams – Polar Bear SW7564 for the trim and Valspar – Fairmont Penthouse Garnet 1009-5 for accents such as the shutters. All samples are from Historic Preservation palettes. 3 Historic Landmark Commission September 9, 2013 The house is listed in the 1990 SPARE Beaumont Survey. SPARE states that the house was built c. 1925. The house is of the Colonial Revival style. Staff recommended approval of the request. Slides of the subject property were shown. Commissioner Craig asked for the applicants comments. Mrs. Taylor addressed the Commission and submitted a sample of the paint color to the Commission. Commissioner Craig asked for comments in favor or in opposition. No comments were made. Commissioner Sigee made a motion to approve a Certificate of Appropriateness to allow the painting of a house in the Oaks Historic District at 2160 North Street as requested in CA-2301. Commissioner Linsley seconded the motion. Motion to approve carried 8:0. 5) 56-HC: Request for an HC-L (Historic Cultural-Landmark Preservation Designation) for a house. th Location: 195 N. 7 Street Applicant: Revon and Marty Craig (Commissioner Craig recused herself from discussion of 56-HC.) Ms. Ward presented the staff report. Revon & Marty Craig have applied for an HC-L th (Historic-Cultural Landmark Preservation Designation) for their home at 195 N. 7 Street. W. D. Orgain was the original owner of the home. His father, Will E. Orgain, opened a Beaumont law office in 1907 to handle litigation arising from the Spindletop oil boom. Major T. Bell joined the firm in 1933 and the firm has carried their names since 1945. th Orgain, Bell & Tucker celebrated its 100 year in 2007 and remains one of the most respected firms in the nation. W. D. Orgain was a lawyer representing the Yount-Lee Company during the Spindletop years, winning every case against the Federal Crude Oil Company. As attorney of record for Gulf Oil, he served brilliantly in cases with Rio Bravo, setting precedent and establishing right-of-way laws that still stand today. Mr. Orgain held many highly regarded positions during his life, including but not limited to chairman of the Board of Trustees of Southwestern University, State Democratic Committeeman from District 4, member of the Judicial Council of Texas, President of the Jefferson County Bar Associates & appointed to the Supreme Court Advisory Committee on rules of Civil Procedure. The home was designed by Augustin Babin and partner S. T. Beck of Babin & Beck Architects. Mr. Babin along with colleague Fred Stone would later design the Art-Deco Jefferson County Courthouse, a recorded Texas Historic Landmark listed on the National 4 Historic Landmark Commission September 9, 2013 Register of Historic Places. In 1933 Babin and colleague Neff were the architects for the Kyle Block, also listed on the national Register of Historic Places and recently restored. th The Orgain’s home at 195 N. 7 Street was completed in 1913 and considered unusual at a time when Victorian style homes were most popular. The large Craftsman was considered quite “avant-garde” and the talk of Beaumont when constructed. In 1926 the screened porch was enclosed and was used as a breakfast room. With a colorful tile floor and numerous windows it would bring to mind a solarium, a coveted feature at that time. Other alterations include removing the south facing, dining room, bay window to add a large sun porch, a marble fireplace mantle/surround designed by Architect Douglas E. Steinman, heating and air conditioning installed by the United Gas Corporation in 1950 and an elevator for access to the second floor. The Craig’s home is listed in the 1990 SPARE Beaumont Survey and is a contributing structure to the Oaks Historic District. Staff recommended approval of the request. Slides of the subject property were shown. Commissioner Garsee, acting as Chairman, asked for the applicant’s comments. Marty Craig addressed the Commission and gave the history of the house and the purchase of it. Commissioner Russell made a motion to approve an HC-L (Historic Cultural-Landmark th Preservation Designation) for the house at 195 N. 7 Street as requested in 56-HC. Commissioner New seconded the motion. Motion to approve carried 7:0:1 (Craig). 6) Director’s Report No comments were made. Mayor Pro-Tem Wright addressed the Commission and expressed her condolences to Marie Broussard for the loss of her husband, Alex. 7) Historic District Code Enforcement Report Mrs. Varela addressed the Commission. Mr. Boone addressed Commissioner Russell’s inquiry of the house located at 198 W. Circuit. The property owner is in a work program. The house has been red tagged for repair or demolition.
