HomeMy WebLinkAbout12-8-14 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION December 8, 2014 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on December 8, 2014 and called to order at 3:36 p.m. with the following members present: Commissioner Judy Linsley Commissioner Norris Turner Commissioner Dohn LaBiche Commissioner Marty Craig Commissioner Jeff Russell Commissioner New (Acting Chairman) Commissioner LinMarie Garsee Commissioner Marie Broussard Commission Members absent: Chairman Paula Blazek Commissioner Jason Cansler Commissioner Thomas Sigee Councilmembers present: Councilmember Mike Getz Councilmembers absent: Mayor Pro-Tem Alan Coleman Councilmember-at-Large Gethrel Wright Also present: Boyd Meier, Building Official; Adina Ward, Planner II; Fran Malvo, Recording Secretary; Anna Varela, Oaks Historic District Code Enforcement Officer APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held November 10, 2014. Commissioner Linsley seconded the motion. Motion to approve carried 8:0. REGULAR MEETING 1) CA-2450: Request for a Certificate of Appropriateness to allow the demolition of a residential structure. Location: 2350 Liberty Avenue Applicant: City of Beaumont Building Codes Division Ms. Ward presented the staff report. Boyd Meier, Building Official, has applied for a Certificate of Appropriateness to allow the demolition of a residential structure located at 2350 Liberty Avenue. Mr. Meier states that the structure was originally tagged on September 26, 2014. The inspection report states that there is extensive termite damage and rot throughout the structure. The foundation is not leveled and there is water damage to the interior. Windows are broken and some plumbing fixtures have been stripped from the property. Staff recommends a raze order. The property is not listed in SPARE. Slides of the subject property were shown. Commissioner Craig made a motion to approve a Certificate of Appropriateness to allow the demolition of a residential structure at 2350 Liberty Avenue as requested in CA-2450. Commissioner Turner seconded the motion. Motion to approve carried 8:0. 2) CA-2451: Request for a Certificate of Appropriateness to allow the demolition of a commercial structure. th Location: 950 4 Street, rear of 1995 Long Avenue Applicant: City of Beaumont Building Codes Division Ms. Ward presented the staff report. Boyd Meier, Building Official, has applied for a Certificate of Appropriateness to allow the demolition of a commercial structure located th at 950 4 Street, rear of 1995 Long Avenue. Mr. Meier states that the structure was tagged on August 9, 2013. The inspection report states that the roof is collapsing, there is extensive termite damage and there are walls missing in the structure. Mold can be found on the exterior, interior walls, ceiling and floor. Staff recommends a raze order. The property is not listed in SPARE. Slides of the subject property were shown. Commissioner Russell made a motion to approve a Certificate of Appropriateness to allow th the demolition of a commercial structure at 950 4 Street, rear of 1995 Long Avenue as requested in CA-2451. Commissioner Craig seconded the motion. Motion to approve carried 8:0. 3) CA-2452: Request for a Certificate of Appropriateness to allow the demolition of a residential structure. Location: 2195 Rusk Street Applicant: City of Beaumont Building Codes Division Ms. Ward presented the staff report. Boyd Meier, Building Official, has applied for a Certificate of Appropriateness to allow the demolition of a residential structure located at 2195 Rusk Street. Mr. Meier states that the structure was originally tagged on October 24, 2014. The inspection report states that the roof has holes and extensive deterioration. The property has been vandalized and has many broken or missing windows. Most of the electrical wiring and plumbing have been removed, and there is severe termite damage. Staff recommends a raze order. The property is not listed in SPARE. Slides of the subject property were shown. Commissioner Craig made a motion to approve a C ertificate of Appropriateness to allow the demolition of a residential structure at 2195 Rusk Street as requested in CA-2452. Commissioner Linsley seconded the motion. Motion to approve carried 8:0. 4) Director’s Report No comments were made. 5) Historic District Code Enforcement Report Ms. Varela distributed the report. Commissioner LaBiche asked for an in-depth listing of the violation codes for the homes in the historic district. OTHER BUSINESS THERE BEING NO OTHER BUSINESS, THE MEETING WAS ADJOURNED AT 3:54 P.M.
