HomeMy WebLinkAbout3-10-14 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION March 10, 2014 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on March 10, 2014 and called to order at 3:30 p.m. with the following members present: Commissioner Norris Turner Commissioner Darlene Chodzinski Commissioner Marty Craig Commissioner Jef Russell Commissioner Eliot New Commissioner LinMarie Garsee Commissioner Thomas Sigee Commission Members absent: Chairman Paula Blazek Commissioner Judy Linsley Commissioner Dohn LaBiche Commissioner Marsha Normand Councilmembers absent: Mayor Pro-Tem Gethrel Wright Councilmember Alan Coleman Also present: Adina Ward, Planner II, Jill Cole, Recording Secretary APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held February 10, 2014. Commissioner New seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-2360: Request for a Certificate of Appropriateness to allow a metal garage. Location: 2545 Hazel Street Applicant: Eric Christensen Ms. Ward presented the staff report. M r. Eric Christensen has hired Ben Wilson to construct a metal garage at the rear of his property at 2545 Hazel Street. The garage will be visible from Hazel Street and does not meet ordinance requirements. Section 28.03.018(g)(1)(A) states, “Accessory buildings are only permitted in the rear yard and the interior side yard and must be compatible with the scale, shape, roof form, materials, detailing, and color of the main building. Accessory buildings must have pitched roofs. Prefabricated metal accessory buildings are permitted if they are completely screened from view from any abutting street.” The house is listed in the 1991 SPARE Beaumont Survey. SPARE states that the house was built c. 1938. The house is listed as an example of middle class housing in Beaumont in the 1930’s, and is of a Tudor Revival style. Staff recommended denial of the request. Slides of the subject property were shown. LinMarie Garsee, acting as Chairman, asked for the applicant’s comments. Anna and Eric Christensen addressed the Commission and answered questions. The applicants provided an alternate plan with composition roof to match the house and vinyl siding, 4/12 pitch for roof and cream paint for the building with brown trim to match the house. Discussion followed with the Commission and Ms. Ward. Commissioner New made a motion to approve the Certificate of Appropriateness 2360 for 2545 Hazel to allow a garage to be built at the rear of the property with a 4/12 composition roof and to pour a new concrete driveway 7’ wide and pour the patio area in front of proposed garage 30’ x 15’. The old garage shall be demolished. The house shall have vinyl siding and be painted cream with brown trim to match the house. Commissioner Turner seconded the motion. Motion carried 7:0. 2) CA-2365: Request for a Certificate of Appropriateness to allow an addition at the rear of a house. Location: 2238 Angelina Applicant: Albert and Ranesha LeBlanc Ms. Ward presented the staff report. A lbert and Ranesha LeBlanc are asking to expand their home at 2238 Angelina Street to the rear of the property. Their family is growing and they need more space. The siding, windows, doors, roof pitch, roof material, and paint colors will all match or be very similar to existing. The addition will be on piers to match the original house. The house is listed in the 1990 SPARE Beaumont Survey. SPARE states that the house was built c. 1940. The house is listed as a fine example of middle class housing in Beaumont in the 1920’s and 1930’s, and is of a colonial revival style with craftsman influences. Staff recommended approval of this request. Slides of the subject property were shown. Commissioner Garsee asked for the applicant’s comments. Albert LeBlanc, the applicant, addressed the Commission and answered questions from the Commission. Commissioner Sigee made a motion to approve a Certificate of Appropriateness to allow an addition at the rear of a house at 2238 Angelina as requested in CA-2365. Commissioner Russell seconded the motion. Motion carried 7:0. 3) Director’s Report Commissioner Chodzinski reminded everyone of the Masquerade fundraiser at the Chambers on March 29. OTHER BUSINESS THERE BEING NO OTHER BUSINES, THE MEETING WAS ADJOURNED AT 3:51 P.M.
