Eliot New Commissioner Marie Broussard Commissioner Reagan Rothenberger Commissioner Virginia Jordan Commissioner Jessie Davis Commissioner Carol Fernandez Commission Members absent: Commissioner Marty Craig Commissioner Thomas Sigee Commissioner Jason Cansler Councilmembers present: Councilman Claude F. Guidroz Councilmembers absent: Councilmember-at-Large Gethrel Williams-Wright Councilman Mike Getz Also present: Adina Ward, Planner II, Raymond Rowzee, Planner I Anna Varela, Historic District Code Enforcement Officer Fran Malvo, Recording Secretary APPROVAL OF MINUTES Commissioner LaBiche made a motion to approve the minutes of the Regular Meeting held on October 10, 2016 with correcting the spelling of his name. It should be Dohn and not Don LaBiche. Commissioner Rothenberger seconded the motion. Motion to approve carried 8:0. Historic Landmark Commission November 14, 2016 REGULAR MEETING 1) CA-2699: Request for a Certificate of Appropriateness to cover the front porch with a wooden deck to extend past front columns and alongside of house, add railings, remove an elevator shaft from the side of house, wrap square columns in front to make them round and add a round column to rear porch. Location: 2350 Pecos Street Applicant: Reynard Rigues/Rigues Unlimited Ms. Ward presented the staff report. Reynard Rigues applied for a Certificate of Appropriateness on October 7, 2016, to build a deck over the front porch, wrap the front columns to make them round, and several other items that can be addressed by staff, for 2350 Pecos Street. Upon later inspection, staff found the deck had already been constructed with a railing that extends past and in front of the columns, and the elevator shaft had been removed. Staff believes round columns would be compatible as a Greek Revival structure may have either (as demonstrated on pages 190 & 191 of A Field Guide to American Houses), but the deck and railing would not. In addition, removal of the elevator shaft would require approval from the board. The house is not listed in the SPARE Beaumont Survey. Planning staff recommends denial of the request. Slides of the subject property were shown. Discussion followed between Ms. Ward and the Commissioners regarding the slides shown of the subject property. Discussion followed. Mr. Rigues addressed the Commissioners. Discussion followed. Mr. Rigues stated that he relied on his contractor to obtain the permit and the contractor failed to do so. After failing to obtain the permit, Mr. Rigues stated that he fired him. Chairwoman Blazek stated that the house is very old and it was built in 1876 and that the red brick porch would be appropriate since the home was built in the 1800’s. Commissioner LaBiche told Mr. Rigues that he needed to stay within the Greek revival style of the home. Mr. LaBiche also stated that the square columns are appropriate with the Greek revival style. Mr. Rigues stated that he would paint the entire house and railings white. Chairwoman Blazek made a motion to approve the Certificate of Appropriateness for the following: She stated that she would allow the deck to be built over the existing brick front porch, and the deck cannot extend beyond the front elevation line of the existing columns. Chairman LaBiche stated everything needs to be referenced to the pages out of “A Field Guide to American Houses” book and referenced the deck and porch to page 187, picture 2. Chairwoman Blazek also stated that at a future date, the applicant has the 2 Historic Landmark Commission November 14, 2016 option to add appropriately scaled and proportioned round columns to suit the scale of the home, add railing that extends between the columns and wraps around which is similar to the style of picture 2 on page 187 and page 185 under column types. The Applicant also has permission to paint the floor & facing fascia board of the wooden deck to match the original brick of the porch but railings will be white as the color of the home. Once the deck is brought back to the correct depth, the red brick pier supports can be constructed similar to the existing piers of the home to extend to the front and wrap around to the side to be closed in with lattice in between brick supports as shown in picture 1 on page 188 or picture 2 on page 189. The original siding that has been revealed by the removal of the elevator shaft, needs to be enclosed with matching vinyl siding as the applicant proposed. The applicant will construct the uncovered window to match the existing windows on the second floor and he can reintroduce the window that has been covered by the elevator shaft and the original window that has been revealed on the first floor can be removed and covered to match the vinyl siding. When the applicant opts to enclose the square columns across the front with round fiberglass columns, the pilasters should also match the front columns. The round columns that were added to the rear porch are allowed to remain and the proposed second columns are added to match. The stairs are to be constructed from the ground leading to the front porch in front of the front door and the ground in front of the side porch and the side door, red brick stairs similar to the original stairs on the porch that led to the front door. Red brick should be scaled proportionally to the front and side entryway. Commissioner New seconded the motion. Motion to approve carried 9:0.
