HomeMy WebLinkAbout6-12-17 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION June 12, 2017 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on June 12, 2017 and called to order at 3:32 p.m. with the following members present: Chairwoman Paula Blazek Commissioner Dohn LaBiche Commissioner Judy Linsley Commissioner Marie Broussard Commissioner Jason Cansler Commissioner Carol Fernandez Commissioner Jessie Davis Commission Members absent : Commissioner Marty Craig Commissioner B. Eliot New Commissioner Thomas Sigee Commissioner Reagan Rothenberger Councilmembers present: None Councilmembers absent: Councilmember-at-Large Gethrel Williams-Wright Councilman Mike Getz Also present: Adina Josey, Planner II, Raymond Rowzee, Planner I Anna Varela, Historic District Code Enforcement Officer Fran Malvo, Recording Secretary APPROVAL OF MINUTES Commissioner LaBiche made a motion to approve the minutes of the Regular Meeting held on May 15, 2017. Commissioner Linsley seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-2783: Request for a Certificate of Demolition to demolish a garage apartment. Applicant: City of Beaumont Location: 1825 Broadway (garage apartment) Historic Landmark Commission June 12, 2017 Mrs. Josey presented the staff report. Boyd Meier, Building Official, has applied for a certificate of demolition for the residential structure located at 1825 Broadway. Mr. Meier states that the structure was originally tagged on March 10, 2016. The inspection report states that there is deterioration to the roof and shingles need to be replaced. Some windows are broken, and the structure has extensive termite damage. All damaged electrical and plumbing will also need to be replaced. Staff recommends a raze order. Although the garage apartment is not listed, the house is in the 1989 SPARE Beaumont Survey. SPARE states that the house was built c.1925. The house was listed as one of Beaumont's best examples of the Craftsman style, and representative of middle class homes built after the second Spindletop boom. Planning staff recommended approval of the request. Slides of the subject property were shown. A brief discussion followed. Commissioner Fernandez made a motion to approve the request for a Certificate of Demolition to demolish a garage apartment as requested for File CA-2783. Commissioner Davis seconded the motion. Motion to approve carried 7:0. 2) CA-2786: Request for a Certificate of Demolition to demolish a house. Applicant: City of Beaumont Location: 2122 Evalon Mrs. Josey presented the staff report. Boyd Meier, Building Official, has applied for a certificate of demolition for the residential structure located at 2122 Evalon Avenue. Mr. Meier states that the structure was originally tagged on March 1, 2017. The inspection report states that there is deterioration to the roof and shingles need to be replaced. Some windows are broken and sills are rotted. There are holes in the ceiling, the floor needs to be leveled, siding is deteriorated and there is visible termite damage. All damaged electrical and plumbing will also need to be replaced. Staff recommends a raze order. The house is in the 1990 SPARE Beaumont Survey. SPARE states that the house was built c.1927. The house was listed as typical of working class housing built after the turn-of-the- century. Slides of the subject property were shown. 2 Historic Landmark Commission June 12, 2017 Mrs. Josey pointed out that there was damage to the structure. The owner signed consent form to have it demolished per Traci Montalbano . Chairman Blazek made a motion to approve a Certificate of Demolition to demolish a house as requested for CA-2786. Commissioner Fernandez seconded the motion. Motion to approve carried 7:0. 3) CA-2787: Request for a Certificate of Demolition to demolish a house *(it was discovered during the meeting that the structure is actually a house and not a garage apartment).* Applicant: City of Beaumont Location: 70 Guffey Street Mrs. Josey presented the staff report. Boyd Meier, Building Official, has applied for a certificate of demolition for the residential structure located at 70 Guffey Street. Mr. Meier states that the structure was originally tagged on March 10, 2016. The inspection report states that the structure suffered a severe fire to the upstairs and rear. The roof has holes, windows and doors are damaged, and there is interior water damage. All damaged electrical and plumbing would need to be replaced. Staff recommends a raze order. The property is not listed in SPARE. Slides of the subject property were shown. A brief discussion followed. Commissioner LaBiche made a motion to approve a request for a Certificate of Demolition to demolish a garage apartment as requested for File CA-2787. Commissioner Fernandez seconded the motion. Motion to approve carried 7:0. 4) Historic District Code Enforcement Report Mrs. Varela addressed the Commission and presented the Code Enforcement report. Discussion followed. OTHER BUSINESS Pickens Historic Loan Mrs. Josey addressed the Commission. Mrs. Josey stated that the Pickens’ obtained a loan to make repairs to their home. After obtaining the loan, they asked for an additional amount and it was granted. Mr. Pickens passed away in 2012 and shortly thereafter, Mrs. Pickens defaulted on the loan. Christine Orchid with the Cash Management Department for the City of Beaumont, made numerous attempts to resolve the issue with Mrs. Pickens, but to no avail, the loan is still in default. Discussion followed. The Commission decided that the City of Beaumont should pursue the issue more aggressively and revisit the matter at July’s meeting.
