Guidroz Councilman Mike Getz Also present: Chris Boone, Director of Planning & Community Development Adina Josey, Planner II, Anna Varela, Historic District Code Enforcement Officer Fran Malvo, Recording Secretary APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held on February 13, 2017. Commissioner Jordan seconded the motion. Motion to approve carried 8:0. Historic Landmark Commission April 24, 2017 REGULAR MEETING 1) CA-2731: Request for a Certificate of Appropriateness to replace garage doors with 5 windows and a door, replace three windows with larger windows, replace the roof of the house and the garage with metal roofs. Applicant: Reynard Rigues Location: 2405 Laurel Mrs. Josey presented the staff report. Reynard Rigues has submitted the application to make several changes at 2405 Laurel. He would like to replace the existing siding with hardy plank and to remove the existing driveway to the garage. He is requesting permission to replace the existing garage doors with five (5) windows and one (1) door. Mr. Rigues is also asking to pour a concrete parking pad on the south side of the garage (but not beyond the property line) and to replace the fence between 2405 Laurel and 2402 South Street. The main house will be painted to match the existing yellow and white colors and three (3) larger windows will also be installed to replace existing smaller ones so they will match the other windows on house. The existing roof will be replaced with a metal roof. It should be noted that there has been some discussion with the applicant about adding an additional apartment unit to the garage in question. The owner has been asked to submit the needed Specific Use Permit (SUP) to the Planning Commission and City Council for consideration of this additional unit. In addition, there has been some discussion of adding additional parking to serve this multi-family property at the property to the rear (2402 South). It should be noted that whereas this property (2405 Laurel) is RCR-H (Residential Conservation Revitalization-Historic) which allows multi-family uses and parking with an SUP, the property to the rear (2402 South) is zoned R-S (Residential Single-Family) which does not allow multi-family uses or parking for multi-family uses. Although the requested Certificate of Appropriateness does not include this request, it is worth noting. The house is not listed in the SPARE Beaumont Survey. Planning staff recommended approval of the request subject to the following conditions: 1) Windows should match the design of those on the existing house. 2) Applicant should apply for and receive any and all necessary planning approvals prior to any additional dwelling units being added the adding of any parking at 2402 South and any other proposed use changes. Slides of the subject property were shown. The applicant, Reynard Rigues addressed the Commission. Discussion followed. Mr. Rigues stated that he would replace the siding with hardy plank and the colors of the home will remain the same. Commissioner LaBiche stated that the hardy plank must meet windstorm requirements. More discussion followed. 2 Historic Landmark Commission April 24, 2017 Commissioner Jordan made a motion to approve the request for a Certificate of Appropriateness to replace garage doors with 5 windows and a door, replace three windows with larger windows, replace the roof of the house and the garage with metal roofs as requested for File CA-2731 with the following conditions: 1) Removal the vinyl siding and replace it with hardy plank siding. 2) Submit color from the Historic color palette to be approved. 3) Windows must match large windows on the frontal view of the home. 4) Metal roof is not allowed so shingles must be used. 5) Door must match the 6 panel door that is currently on the home. Commissioner Craig seconded the motion. Motion to approve carried 8:0. The request to remove the existing driveway to the garage and to pour a concrete parking pad on the south side of the garage was tabled. 2) CA-2733: A request for a Certificate of Appropriateness to replace a rear window of a house on corner lot, with a door and add two new windows. Applicant: Reynard Rigues Location: 2330 South Street Mrs. Josey presented the staff report. Reynard Rigues has submitted an application for the house and garage apartment at 2330 South, to repaint the main house the existing color, build a 10’x10’ deck off of the rear of the main house, replace a window at the rear of the house with a door, and add two windows to the rear of the house. He has also asked to restore the garage apartment to match the existing appearance and then paint the garage apartment to match the main house. The house is not listed in the SPARE Beaumont Survey. Slides of the subject property were shown. The applicant, Reynard Rigues addressed the Commission. Discussion followed. Commissioner Jordan made a motion to approve a request for a Certificate of Appropriateness to restore the garage apartment, paint the main house white with raisin trim, build a 10 x 10 deck off the rear of the main house, replace a back window with a door, add two windows to the rear of the house and repaint the garage apartment to match the main house with white paint and raisin trim as requested for File CA-2733. Commissioner Sigee seconded the motion. Motion to approve carried 8:0. 3) CA-2750: A request for a Certificate of Appropriateness to paint brick. Applicant: Stone Haynes Location: 2465 & 2480 Laurel Street 3 Historic Landmark Commission April 24, 2017 Mrs. Josey presented the staff report. Stone Haynes has applied to paint the brick using a paint color from the approved paint color chart for the two apartment properties at 2465 and 2480 Laurel. He has also asked to replace the wrought iron balconies as well as replace the siding beneath the windows to match the existing and will meet existing building codes. The application also includes replacing windows to match the size and profile of the existing. The existing brickwork is a unique gray, brown and white blend, with green accents under the windows. This color pattern is limited in its compatibility with the paint colors of other properties within the district. The house is not listed in the SPARE Beaumont Survey. Slides of the subject property were shown. Mr. Haynes addressed the Commission. He stated he would like to paint the brick on the apartment complex to make it look better. Commissioner Jordan made a motion to approve a request for a Certificate of Appropriateness to paint brick from the approved Historic color palette, replace the windows, iron balconies and siding as requested for File CA-2750. Commissioner Craig seconded the motion. Motion to approve carried 8:0. 4) CA-2745: A request for a Certificate of Appropriateness to paint a front door. Applicant: Elizabeth Lathrop Phelan Location: 2445 Long Avenue Mrs. Josey presented the staff report. Elizabeth Lathrop Phelan would like permission to paint the front door of her home at 2445 Long. The door is already painted. The new color of the door is Benjamin Moore’s “Pineapple” (yellow pure). The approved color lists allow for a darker color door, white or buff. The question would therefore be would the “pineapple” yellow pure be compatible with the structure, block face and the overall character of the historic district. The house is not listed in the SPARE Beaumont Survey. Slides of the subject property were shown. The applicant, Elizabeth Lathrop Phelan addressed the Commission. Brief discussion followed. Commissioner Craig made a motion to approve a request for a Certificate of Appropriateness to paint a front door as requested for File CA-2745. Commissioner Jordan seconded the motion. Motion to approve carried 8:0. 4 Historic Landmark Commission April 24, 2017 5) CA-2746: A request for a Certificate of Appropriateness to extend a driveway into a front yard to enable a three (3) point turn or to create a full circle drive. Applicant: Joe & Karla Hoffpauir Location: 2560 Liberty Avenue Mrs. Josey presented the staff report. Joe and Karla Hoffpauir are requesting permission to remove the existing driveway runner pads at 2560 Liberty and replace them with a cement driveway. They are asking to pour the 10’-wide driveway a distance of 76’ from the street. In addition, their request includes the request to make either a circular drive or a drive that would allow for a 3-point turnaround in front of the home. While there are other paved surfaces in nearby front yards, they appear to predate the adoption of the historic ordinances which have sought to limit the use of front yards for parking and maneuvering for vehicles. The house is not listed in the SPARE Beaumont Survey. Slides of the subject property were shown. Mr. Hoffpauir addressed the Commission. Discussion followed. Commissioner LaBiche made a motion to approve a Certificate of Appropriateness to pour a new driveway as requested for File CA-2746. Commissioner Sigee seconded the motion. Motion to approve carried 8:0. 6) CA-2753: A request for a Certificate of Appropriateness to build an addition to an existing garage apartment, create a parking area in the rear yard, and widen the driveway in the front yard. Applicant: Judith Rich Location: 2394 Angelina Street Mrs. Josey presented the staff report. Judith Rich is requesting a 12’ addition to the existing garage apartments at 2394 Angelina. Existing siding will be replaced with hardy board using 4x8 sheets to match the main house at 2394 Angelina. She would also like to replace the windows to match the existing style and size. Ms. Rich asks to paint the main house and garage to match using the colors Eastlake Gold (SW-0009) for the body and Classical White (SW-2829) for the trim and widen the front driveway (not to exceed twenty (20) feet in width). The house is not listed in the SPARE Beaumont Survey. Slides of the subject property were shown. 5 Historic Landmark Commission April 24, 2017 The applicant, Judith Rich, 995 Monterrey addressed the Commission. Discussion followed regarding the colors that Mrs. Rich chose and the driveway. Chairman Blazek made a motion to approve a request for a Certificate of Appropriateness to make a 12’ addition to the existing garage apartments to meet setback requirements as shown in the drawing, adding balconies to the second floor, the existing garage siding is replaced with hardy board using 4x8 sheets to match the main house at 2394 Angelina, windows that are replaced are to match the existing style and size, the main house and the garage can be painted using the colors from the approved Historic color palette that was selected by the applicant, the front driveway will remain the current width but the applicant was given permission to extend the concrete pad of the rear of the home with the existing width to the garage apartment. Commissioner Jordan seconded the motion. Motion to approve carried 8:0. 7) Historic District Code Enforcement Report Mrs. Varela addressed the Commission and presented the Code Enforcement report. Discussion followed. OTHER BUSINESS Commissioner LaBiche wanted to propose additional colors to the approved Historic color palette from Sherwin Williams. Brief discussion followed. The Commission will vote on the th May 8 meeting to approve the additional colors. Mr. Boone stated that the state approved the audit that was conducted for the Historic Landmark Commission. Commissioner Broussard commented that she would like to look into having the building in Tyrrell Park revitalized. THERE BEING NO OTHER BUSINESS, THE MEETING WAS ADJOURNED AT 5:32 P.M. 6
