HomeMy WebLinkAbout2-13-17 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION February 13, 2017 City Hall, 801 Main Street, Beaumont, Texas A Meeting of the Historic Landmark Commission was held on February 13, 2017 and called to order at 3:37 p.m. with the following members present: Chairwoman Paula Blazek Commissioner Dohn LaBiche Commissioner Marty Craig Commissioner Judy Linsley Commissioner Marie Broussard Commissioner Reagan Rothenberger Commissioner Virginia Jordan Commissioner Jessie Davis Commissioner Carol Fernandez Commissioner Thomas Sigee Commission Members absent : Commissioner B. Eliot New Commissioner Jason Cansler Councilmembers present: None Councilmembers absent: Councilmember-at-Large Gethrel Williams-Wright Councilman Claude F. Guidroz Councilman Mike Getz Also present: Chris Boone, Director of Planning & Community Development Adina Josey, Planner II, Anna Varela, Historic District Code Enforcement Officer Fran Malvo, Recording Secretary APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held on December 12, 2016. Commissioner Jordan seconded the motion. Motion to approve carried 10:0. REGULAR MEETING 1) CA-2734: Request for a Certificate of Appropriateness to replace a raised panel front door with a raised panel and stained glass door. Historic Landmark Commission February 13, 2017 Applicant: Maria C. Velazquez Location: 2500 Angelina Street Mrs. Josey presented the staff report. Maria Velazquez has requested to replace the front door of her house located at 2500 Angelina Street. The existing door is a traditional raised panel door. While the house is of the Colonial Revival style, the new door contains a very Art Deco stained glass panel. The proposed door is lovely, and would be a small change to the front of the structure. In staff’s opinion, a door is one of the more easily changed elements, but the new door is not the best fit. The house in not listed in the SPARE Beaumont Survey. Planning staff recommended denial of the request. Slides of the subject property were shown. A brief discussion followed regarding a small window in the door. Chairman Blazek asked to view the slides again. The applicant, Maria Velazquez was not present. Commissioner LaBiche noted that the style of the home is a Georgian style home and because the glass is stained, the door is in appropriate. Commissioner Jordan made a motion to deny the request for a Certificate of Appropriateness to replace a raised panel front door with a raised panel and stained glass door as requested in File CA-2734. Commissioner Sigee seconded the motion. Motion to deny carried 10:0. Commissioner Broussard confirmed with Mrs. Josey that she could approve the request if the applicant purchased and presented the correct door. 2) Director’s Report 3) Historic District Code Enforcement Report Mrs. Varela addressed the Commission and presented the Code Enforcement Report. Discussion followed regarding windows. Mrs. Josey joined the discussion. OTHER BUSINESS Discussion of upcoming zoning study. Mr. Boone addressed the Commission. He stated that at the Planning Commission meeting on Monday, February 20, 2017, the Planning staff is proposing changes to the 2 Historic Landmark Commission February 13, 2017 Historic District zoning. Changes in 2008 were made which stabilized the neighborhood. Mr. Boone stated the City of Beaumont would like to continue the trend. Brief discussion followed. Lauren Kamont, a certified local government specialist with the State Historic Commission attended the meeting to conduct an audit. Also, the City of Beaumont was awarded a grant from certified local government to update the SPARE survey. The City of Beaumont will partner with Lamar University for the next few months.
